About this file
This document contains questions and answers regarding a federal solicitation for a project-wide forestry inventory of the J. Strom Thurmond Project in Georgia and South Carolina. The solicitation seeks inventory and data collection services for approximately 14,270 timber plots across 71,352 acres managed by the U.S. Army Corps of Engineers Savannah District. Services will include measuring fuel loading through duff layer depth and bare mineral soil, with contractors permitted to use all-terrain vehicles and boats for site access including pulling boats onto banks. Estimated hours listed in the solicitation are not binding and contractors may provide fixed pricing. The only noted closure periods are for scheduled Georgia DNR deer hunts in two areas. Contractors are allowed to work weekends. While a gate and lock database does not exist, the Corps has keys to all lease areas and will assist with obtaining access to private lands with two weeks' notice.

Q. Will the ACE arrange access to all properties, including state parks?
A. The Corps of Engineers will arrange access to properties that are managed by the states as well as our out-grant areas. There are several areas where access may only be achieved by vessel or gaining access through an adjoining landowner. In these instances, the contractor will need to give the Corps representative at least two weeks’ notice of the area they wish to inventory so that the COE representative can begin working on access. If access is not granted by adjoining landowner, contractor will have to access the inventory area by way of boat, ATV, or walking.
Q. Please verify total number of plots. Two different values in RFP – approximately 14,000 (page 9) and approximately 13,000 (page 17).
A. The correct total number of plots is on page 9. It states that there should be 14,270 plots on
71,352 acres
Q. Could you provide more information regarding fuel loading data collection requirements?
A. The required data to be collected for fuel loading is the measured depth of duff layer to bare mineral soil to the nearest quarter inch.
Q. How are the hours in the RFP determined for hours noted on pages 6 and 7? These appear to be very low in our experience. Must respondents adhere to this low amount of hours for these complicated tasks?
For the estimated workload data on page 24 – this also appears to be quite low. Are respondents going to be expected to complete within these constraints on hours?
A. The hours for Item 0002 and 0003 on page 6 and 7 were estimated hours and not required hours. These hours represent the total time it would take once data was entered into the modeling systems and data processing was conducted. Respondents are not going to be expected to complete the workloads found in the RFP in the listed hours but should price the work accordingly.
Q. Can we use ATV’s to access stands?
A. We will allow the use of ATV’s to access timber stands.
Q. Can we pull boats up on bank to also access stands?
A. Yes, you can pull boats up on the bank to access stands.
Q. Can we provide a fixed dollar amount for line item 2 and 3 or is the number of hours binding?
A. You may provide a fixed dollar amount.
Q. Can you provide any blackout dates on both parks and WMA’s?
A. The only blackout dates that I can see for this contract would be when GA DNR does their scheduled deer hunts in Mistletoe State Park and Clarks Hill WMA. These dates have not been selected at this point by the GA DNR but typically only last two days correlating with a weekend.
Q. Can we cruise timber on the weekends?
A. Yes, you can cruise timber on the weekends.
Q. Is there a gate and lock database/map?
A. We do not have a gate and lock database or map. We do have keys to all lease areas and gates to areas that are managed by leases. Access through private landowners will need to be worked out with Corps representative and request for access must be requested at least two weeks ahead of necessary access.
