PROJECT SPECIFIC INFORMATION

SECURITY REQUIREMENTS

Contract Clause FAR 52.204-2 Security Requirements and Alternate II and the following apply:

a. The daily sign-in log for the site already required by OSHA will suffice for our entry control. The 116 ACW security team will do random ID checks. All members on the site must be US citizens and must be able to produce proof of that citizenship at all times while in the construction site.

b. There will be no exit/re-entry requirements other than sign in and out on the log throughout the normal work-day of 0600-1600. The gate will remain unlocked. The site will remain locked between 1600-0600 daily and on Sundays unless we have a scheduled shift. Sign in and out on the OSHA logs will be required for each shift start/stop and each exit/re-entry.

c. General construction materials do not have to be secured by lock and key, although, this should be accomplished to the greatest extend possible. ICD 705 specific materials do need to be secured within a locked Connex adjacent to the work site or locked within the construction security fence. The General Contractor needs to ensure materials are transferred directly from place of procurement to the work site. Supplies, to the greatest extent possible, should be delivered as needed.

d. Organic 116th Air Control Wing security team members will take pictures throughout the construction project to supplement towards the accreditation of the facility. These members will be accommodated by the General Contractor and be given advanced notice of schedules involving installation of studs, insulation, ceilings (both fixed and false ceilings), etc. 116th Air Control Wing security team members and Civil Engineer team members will be in attendance at weekly meetings to review schedules, logs of construction workers, and any changes to blue-prints or schedules.

e. The General Contractor will be responsible for keeping logs of all construction workers who work the construction of this building and enter the construction site, every day. Organic 116th Air Control Wing Site Security Manager (SSM) team members will make copies of these logs at the end of each week. To supplement the vetting process accomplished by the 78th Security Forces, spot checks will be accomplished on a weekly basis, where SSM team members will randomly select construction workers to provide credentials / valid ID or paperwork proving U.S. Citizenship. Contractors and sub-contractors will be vetted through the base’s access security system. A daily log of construction workers who are working at the site, will be located and maintained at the General Contractor's office. Construction shall be performed by U.S.

companies using U.S. citizens only. The Accrediting Official for our facility will not approve a facility to be accredited nor will the facility be certified to be ready for accreditation, if U.S. citizens are not used.

Installation and testing of the IDS/ACS system shall be performed by U.S. companies using U.S. citizens (IC Tech Spec - for ICD/ICS 705, Chapter 7, Section D.1.a.)

f. The construction site will be closed under lock and key at the end of every shift if there is only one shift and/or there is a gap in time between shifts. The site will be opened at the beginning of each shift and closed / locked prior to the end of each shift or when the site is not occupied by either the General Contractor, 116th Civil Engineer Project Manager / Team or SSM / Team. Positive control of the site is paramount to ensure all requirements are met for accreditation.

Coordination with other on-going construction projects: The ABMS Operations Facility is an on-going construction project adjacent to the ABMS Maintenance and Logistics Facility.

All questions shall be forwarded via ProjNet Bidder

Inquiry.
