PERFORMANCE WORK
STATEMENT
SAS FY21 GEOTECHNICAL
INVESTIGATION
C-23 SOUTH RESERVOIR –
OVERWATER BORINGS ST. LUCIE
COUNTY, FLORIDA
3 August 2021
1. Background
The C-23 South Reservoir Project is located in western St. Lucie County, Florida, immediately south of State Road 70 (Okeechobee Road; see Plate 1). The South Reservoir project site consists of former citrus groves and cattle grazing lands. An Aboveground Water Storage earthen embankment structure is located within the southern portion of the South Reservoir project footprint. Irrigation canals and fencing are located through a majority of the project site. Some low, wooded areas are also present. Overgrown tree and shrub-type vegetation, as well as tall grasses, are present within most areas of the project footprint. Borings will be obtained in submerged lands, so will require a marsh buggy/tracked vehicle as the drilling platform.
Daily transport to and from the drilling platform will be by airboat.
2. Assignment
This Performance Work Statement (PWS) consists of SPT/core borings along the southern and southwestern embankment alignment and potential borrow area locations as shown in Plate 2.
This investigation requires drilling equipment and platforms that can traverse saturated soils and submerged conditions with standing water of depths up to 5-ft.
The drilling program consists of the following: 30 borings in what will eventually be the embankment, seepage canal, and drainage canal alignments, and southern borrow areas of the C-23S Reservoir.
Borings will be acquired by Standard Penetration Test (SPT) boring methods at locations shown on Table 1. All borings shall be performed using the Standard Penetration Test (SPT) procedure with a 140-pound (lb.) hammer with a 30-inch (in.) drop using a 1.5-foot split spoon (1-3/8-inch I.D. and 2-inch O.D.). The SPT split core barrels sampling shall be performed using a 24 in. long sampler.
Continuous sampling shall be performed for all SPT core borings with a standard split- spoon sampler. However, if refusal is encountered prior to required depth (as detailed in Table 1), the boring shall be advanced by PQ wire line rock coring to the next SPT sampling depth, but not to exceed 5 feet. SPT shall then be resumed. The process shall be repeated every time refusal is encountered through target depth of the borehole. Refusal is defined as a total of 50 blows of hammer within a six-inch increment, or a total of 100 blows within anyone-foot increment. Drill time of boring advancement shall be reported based on drill time per one-foot run. Down pressure, and depths of lost circulation shall also be recorded. After the termination depth is reached for each boring, the borehole shall be backfilled to grade with grout containing Portland Type I or II cement.
Most of the drilling will be through rock of varying strength and permeabilities overlain by approximately four feet of unconsolidated muck at the surface.
All material retrieved in the borings shall be stored in core boxes and labeled. Unconsolidated material shall be put in plastic jars and stored in core boxes. Each split- spoon sampler will be labeled and photographed per the Section C of the base contract for inclusion in the final data report. Selected rock samples will be wrapped in preparation for geotechnical analyses.
Contractor must provide daily transportation for Government Geologist to/from drill rig from dry land.
3. Safety
Safety of all parties is a major concern. The Contractor shall submit an Activity Hazard Analysis to the Savannah District Safety Officer for potential hazards associated in overwater drilling. The contractor shall comply with guidance established in the Corps of Engineers Safety Manual, EM 385-1-1, dated 30 NOV 2014. All personnel shall be properly clothed and protected for working on the water. As a minimum, hard hat, steel toed safety boots, personal flotation devices, eyewear, and hearing protection will be utilized. Drinking water will be on hand to prevent dehydration. The Savannah District reserves the right to halt drilling operations for any safety violations.
4. Rights of Entry
The South Florida Water Management District (SFWMD) is the property owner for the South Reservoir project location. Government will arrange for site access with the SFWMD and obtain keys to all gates prior to site mobilization.
5. Schedule
Work is estimated to begin in October 2021 and be completed by December 2021.

SURVEILLANCE SERVICES OR EQUIPMENT (AUG 2020)
(a) Definitions. As used in this clause--
Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).
Covered foreign country means The People's Republic of China.
Covered telecommunications equipment or services means--
(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);

(3) Telecommunications or video surveillance services provided by such entities or using such equipment; or
(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.
Critical technology means--
(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;
(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled--

Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.
Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.
Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.

Serialization within the part, lot, or batch number means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.
Type designation means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.
Unique item identifier means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.
