NOTE: This is a Sources Sought publication ONLY. This announcement is issued solely for information and planning purposes only (i.e., market research) – it does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or a Request for Proposal (RFP); or a promise to issue an RFQ, IFB, or RFQ in the future. This publication does not obligate the United States (US) Government to any contract award. This notice does not restrict the Government as to the ultimate acquisition approach. Responses to this publication shall be for informational purposes only. The Government will not pay for any information or administrative costs incurred in response to this publication. Submittals will not be returned to the responder.
Limit document submission to a maximum of 10 pages, one-sided (including attachments). Hard copies or facsimile submission will not be accepted. Cover Letters and extraneous materials (e.g., brochures, pamphlets, etc.) will not be considered. Request for a meeting or personal visits to discuss this publication is not permitted.
1. CONTRACT INFORMATION. The US Army Corps of Engineers (USACE), Savannah District is seeking capable sources for the removal and replacement of existing electrical equipment, including airfield lighting and airfield vault equipment and the reconstruction of Runway 05-23, PAAF, NC full depth with Portland Cement Concrete pavement and Hot Mix Asphalt shoulders.
2. PROJECT SCOPE: The contractor shall be responsible for the materials, labor, and equipment to accomplish the following requirements:
Repair Pope Airfield Runway, PAAF North Carolina: The scope of work for this project is for the removal and replacement of existing electrical equipment, including airfield lighting and airfield lighting vault equipment and the reconstruction of Runway 05-23, PAAF, NC full depth with Portland Cement Concrete pavement and Hot Mix Asphalt shoulders.
Fort Bragg is located within multiple urban areas with several PCC and HMA producers and contractors. Availability of quality materials and workmanship is not expected to be an issue. A desktop study of the suitability of the local aggregate sources to meet the UFGS specifications will be completed as the design progresses. The desktop study may not be able to gauge the ability of the local aggregate suppliers to meet project demand as this ability is contingent upon several factors, such as current workload and workload at the time this project is constructed. State highway construction may be at a peak or a lull, which could negatively or positively impact the ability of the suppliers to meet demand. Attempts will be made to determine the ability of supply to meet the project demand. The contractor should be encouraged at the time of contract award to begin stockpiling suitable aggregates at the proposed batch plant site in order to meet project demand.
The electrical components required for this project are typically manufactured on demand, with several items needing long lead time, such as airfield regulators and approach lighting equipment. Typically, these items are available for delivery within six (6) to eight (8) weeks of ordering after shop drawing review and approval. Components known to be dropped from manufacturing support will not be specified for this project. For example, the BRITE controller often used for landing zone (assault strip) lighting to reduce the number of circuits required to operate the lighting in both covert and overt modes is being discontinued by the manufacturer with support ending in approximately five years. This system will not be specified for use by the project to ensure the airfield has a final product with a long manufacturer support structure life.
To complete the work at the most accelerated pace, the contractor would be expected to work 6 or 7 days per week, 10 to 14 hours per day, with multiple demolition, electrical, and paving crews working simultaneously. Work inside the airfield lighting vault would also run concurrently with the runway work such that the runway circuits are powered from the reconfigured airfield lighting vault when it is re-opened.
Period of Performance: Overall Period of Performance is estimated to be between 365 and 450 Calendar Days. Runway closure will be limited to 120 to 180 Calendar Days Pursuant to the Defense Federal Acquisition Regulation Supplements (DFARS) 236.204, the magnitude for this project is between $25.0 million (M) and $100.0M.
3. PROPOSAL PROCEDURES: The Government anticipates soliciting the procurement using full and open competition. One solicitation will be issued under one of the following acquisition strategies:
1. Invitation for Bid (IFB)
2. Lowest Priced Technically Acceptable (LPTA)
The current plan is to advertise the project on or about April June 2020, with a tentative award date in late May or Early June August 2020.
4. SUBMISSION REQUIREMENTS: The Government is seeking to identify qualified sources under the anticipated North American Industry Classification System (NAICS) Code 237310 – Highway, Street, and Bridge Construction, either singly or as part of a Joint-Venture. Size Standard $39.5M. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
In response to this sources sought, please submit the attached Market Research Questionnaire and Experience Form, along with other documents (e.g., bonding information) relative to the firm’s capabilities; and submit electronically via email no later than 27 31 March 2020 at 10:00 AM local (Eastern) time to Contract Specialist Nikisha Cook at nikisha.w.cook@usace.army.mil, and Contracting Officer Bruce Helms at bruce.a.helms@usace.army.mil.
