SECTION 01 00 00 - GENERAL REQUIREMENTS
The following have been modified:
STATEMENT OF WORK
SCOPE OF WORK
FLOATING DOCK AND GANGWAY REPAIRS
ENGINEERS DEPOT
PURPOSE: The purpose of the work is to repair the 140 ft. long concrete floating dock and gangway at the
Savannah District Corps of Engineers Depot located at 99 Grand Prize of America Ave., Savannah, Georgia 31424.
CONDITION OF EXISTING FLOATING DOCK GANGWAY AND FLOATING DOCK:
Gangway: The floating dock is located adjacent to the fixed dock in the Savannah River. The existing aluminum and wood combination gangway for access from the fixed to floating dock is in useable condition. The weight of the existing gangway has breached the wheels for the ramp. These wheels have no rubber left on them, and the remaining wheel is wearing away at the concrete floating dock surface. It is assumed the increased weight is due to the aged water saturated wood, which the gangway is constructed with.
Floating Dock: The 140’ long concrete floating dock has a variable whaler system and has 7 occupied pile guides and 1 unoccupied pile guide installed on the exterior of the floating dock. There are 3 power/light pedestals. There are 7 pilings. The 140’ long concrete floating dock appears to be in fully functional and safe condition. There is a slight listing occurring on the northernmost corner. A certified EM 385 Dive Team with EM 385 compliant Surface
Supplied Diving Equipment has assessed the existing float and found an acceptable amount of barnacle growth. The growth on the portion of the floating dock underneath the ramp has a slightly greater amount of barnacle growth than the remaining 75% of the 140’ floating dock. All growth is acceptable and substantially low, based on the age of the floating dock. The diver visually inspected and bare-handedly brailed the entire submerged surface of the floats. During his inspection, there was no breach of the floats and they all appear to be 100% intact. The existing cleats appear to be properly installed with thru bolts running through the variable whaler system but are of an inadequate size to accommodate the conditions for which they are used.
Whaler System: The existing 4”x12” variable whaler system appears to have a breach in the system. The breach is between module 4 and 5 numbered away from the gangway impacting three of the 4”x12”x20’ timber whaler boards. This conclusion is drawn from fluctuation in buoyancy between module 4 and 5.
Fascia: The entire exterior 2”x12” facial board for the variable whaler system is breached, compromised, or nonexistent around the perimeter of the floating dock. All existing 140 thru rods are flared, blistered, or compromised, providing inadequate structural support for the entire 140’ floating dock system.
Pile Guide: Guides are in disrepair on three of the seven locations, those being at the southernmost and the second and third northernmost locations. Rollers are damaged, non-functional, or otherwise missing at the easternmost, southernmost, and northwesternmost locations per pile guide. The guides at these locations themselves appear to be in useable condition. There is one pile guide in good condition that is attached to the floating dock with no piling in it.
Pedestals: There are three pedestals which provide shore power to vessels secured to the floating dock. The transformers on two of the pedestals appear to be in serviceable condition. The outlets are outdated. The northernmost pedestal is only providing light, and appears to have no shore power or transformer.
Pilings: The 7 timber pilings appear to be in good serviceable condition.
Rub Rail: The existing rub rail, which is a repurposed fire hose, is a failed bumper system. The rub rail is laying in the water alongside the dock.
REQUIRED REPAIR WORK:
• Repair gangway casters. Replacement casters shall be marine-grade swivel casters with 4” diameter wheels with rubber wearing surfaces. All caster hardware shall be marine grade (hot-dipped galvanized or stainless steel).
• Remove and replace all 4”x12” whaler boards.
• Remove and replace all 2”x12” whaler fascia boards system.
• Remove existing thru rods and replace with ¾” hot dipped galvanized thru rods. Each rod will have a hot dipped galvanized OG washer and nut for proper installation.
• Remove and replace all 7 pile guides 28 rollers. Pile guides and rollers shall be of similar size and construction of existing guides and rollers (3” x 4.4”L), and shall be industry-standard (off-the-shelf) components. All hardware shall be marine grade. Install per manufacturer’s specifications.
• Replace all wiring and outlets, upgrading as necessary to meet current code requirements.
• Install 12” cleats spaced approximately 10’ on-center along both sides of the dock. Cleats will be hot dipped galvanized and thru bolted through the new variable whaler board system.
• Provide heavy-duty commercial grade rub rail suitable for larger (35’) boats. Install per manufacturer’s specifications utilizing marine-grade hardware. Rub rail shall be provided to entire exterior of the floating dock, as well as around the three exposed sided of the seven new pile guides.
