W912HN19Q5005 Amendment 0001 Boundary Line, Richard B. Russell Lake

Request for Information

1. Will there be a pre-bid meeting as it states in the solicitation Scope of Work, section 10?

(The deadline to express interest in a pre-bid meeting is given as Dec. 1st, but the solicitation was posted after Dec.1st)

Answer: The Pre-Bid meeting for the Boundary Line Contract at Richard B. Russell Lake has been scheduled for 09:00 am January 10, 2019.

2. Would we be expected to remove any large living trees from the corridor under the scope of work section 2. g. "Re-brushing"?

Answer: As far as large, living trees, there will not be many. We complete the boundary marking/re-brushing within a five year time period. There are 5 sections which are roughly 50-55 miles each. One section is completed within the base year, and each additional section is completed within an option year. So, tree size and density will depend on the amount of growth since the last time the section was cleared. The sections are cleared in 5-year intervals. It will mainly be brush, small saplings, and any downed woody material, including large snags.

3. Section 52.212-1 mentions past performance information and product samples. Do you require these as part of the bid?

Answer: You are not required to submit past performance information nor product samples. This is a clause that is written in all commercial solicitations and past performance within government systems will be utilized for the boundary line contract.

4. When was the last time the boundary was re-painted and re-brushed?

Answer: The sections are individually completed each year. The total boundary line re-brush/re-paint is completed every five years. One section is to be completed during each year, within the dates provided in the written contract.

5. Have you awarded a similar contract before?

Answer: Yes. The boundary line re-brush contract has been awarded since Richard B Russell Lake was opened in the mid 1980’s on approximately 5 year intervals.

6. In accordance with FAR 36.204, could you please indicate what the magnitude of construction range is for the exterior Re-brushing and Repainting project? If this requirement is a services or supply contract (not construction), please indicate so and disregard this request for magnitude.

Answer: This requirement is for a commercial services contract and therefore, no magnitude of construction is applicable.

7. Brushing in the past typically done with forestry machines (skid steer, excavator, track machines)? If so, can anyone tell us what has been used in the past for brushing?

Answer: Heavy machinery is not allowed to remove brush along the boundary line, because it will cause significant impact to forest soils and other vegetation, which will result in environmental damage to public land. Chainsaws, machetes, and other types of hand-held tools are acceptable.

8. Is there is an incumbent, could you please provide the contract number and value?

Or is this is a new requirement.

Answer: The previous contract was W912HN-16-P-0015, in fairness to all competitors the value of the previous contract will not be disclosed.
