This Performance Work Statement (PWS) describes the professional services required to provide compliance testing of nine Model L16-567 Diesel peak shaving generators located at Building 25910, Fort Gordon, Georgia. The purpose of the test is to determine compliance with the Reciprocating Internal Combustion Engines (RICE) Maximum Achievable Control Technology, (MACT) requirements referenced in the Fort Gordon Part 70 Operating Permit Number: 9711- 245-0021-V-03-0, dated April 8, 2016. The RICE compliance testing will be conducted in accordance with 40 CFR Part 63 National Emission Standards for Hazardous Air Pollutants (NESHAP), Subpart ZZZZ, Stationary RICE.

1. GENERAL REQUIREMENTS:

1.1 Responsibility

The Contractor shall perform all services stated for the project in accordance with established criteria, standards, and instructions and shall assume all responsibility for the accuracy and completeness of the work. Quality of work accomplished under this contract will be a determining factor in consideration of the Contractor for future work. The Contractor and all subcontractors must comply with statutes and regulations of the State of Georgia. Should the Contractor receive any directions or instructions that are beyond the PWS, the Contractor shall not proceed with such directions or instructions, but shall notify the Contracting Officer (KO) in writing describing the changes and impact on the effort within ten calendar days. The KO will then evaluate the need for a modification to the Contractor’s task order.

1.2 Release of Information

The Contractor shall neither publicize nor release in any manner information or data regarding projects on which they may be working or negotiating with this office, nor discuss prior to public release by this office, a project, any future design of the project, or any planning with anyone not directly concerned with the execution of the project. Any inquiries about the project shall be referred to the Contracting Officer (KO) or the United States Army Corps of Engineers (USACE), Savannah District, Public Affairs Officer. The above restrictions are not intended to interfere with notification of Federal, State, and local agencies as may be required by applicable laws and regulations regarding releases of hazardous materials and substances and other such materials covered therein. To this end, it is the Contractor's obligation to be familiar with applicable Federal, State, and local laws, regulations, and procedures regarding such reporting. Such notifications should also be made when there is a reasonable likelihood of harm to persons on or around the project area resulting from a release of potentially dangerous material. Where time permits, the Contractor will coordinate such notifications with the KO.

1.3 Professional Judgment

The Contractor shall use their professional judgment to make suggestions to improve the quality of the work, reduce any unnecessary work (and associated cost), and improve the final product (workplan, design, report, etc.). The Contractor shall also ensure that the USACE meets all reporting requirements under applicable laws and regulations.

1.4 Project Stakeholders

For the purposes of this PWS, the project stakeholder is Fort Gordon. Required level of involvement may differ from site to site and the Contractor shall be responsible for obtaining comments with appropriate approval or concurrence on project deliverables consistent with applicable regulatory drivers.

1.5 Quality monitoring and measurement

The contractor will be evaluated periodically during performance of this task order to ensure compliance with the proposed and accepted performance goals, regulations, and guidance, and to document that acceptance criteria (AC), delivery schedule, and the overall completion of the project are being met. This evaluation will be performed according to a Quality Assurance Surveillance Plan (QASP). A programmatic QASP will be provided by the government. The QASP will highlight key quality control activities or events that the COR will use to determine when inspections can be conducted to assess progress toward completion of the project.

Failure to adequately complete any service or submittal to at least a satisfactory level of quality or timeliness may result in a repeat of the work, or a poor performance evaluation, or both.

1.6 Site Security Measures

The USACE and their representative shall have access to the work area for inspection at all times. The contractor shall remain in compliance with all rules, codes, standards, and regulations governing the safety of all individuals at the worksite and shall be solely responsible for any injuries, accidents, exposures or liabilities occurring due to non-compliance or failure to secure the work area.

1.7 Site Visit

Prior to the submission of any quotes, all offerors are required to visit the project site location to become familiar with the project requirements. A quote will not be rejected only because the offeror fails to visit the project site. Failure to visit the project site will not relieve the contractor from responsibility for performance of the work and compliance with the terms and conditions of any resultant contract. In no event will a failure to inspect the site constitute grounds for a claim after award of the purchase order.

1.8 Hours Of Work

All other shall be accomplished between the hours of 0730 thru 1630 hours daily, Monday through Friday on non-Government holidays. Legal holidays falling on Saturday are observed on the proceeding Friday and those falling on Sunday are observed on the following Monday.

All of the emission testing equipment will be calibrated according to the procedures outlined in the US EPA 40 CFR Part 60 Appendix “A” and the Quality Assurance Handbook for Air Pollution Measurement Systems, Volume III, US EPA-600/4-94-038c. A copy of calibration records will be provided as an appendix in the final report.

QA/QC Procedures

The quality assurance procedures of EPA 40 CFR 60 Appendix A for the identified test methods as according to the ”Quality Assurance Handbook for Air Pollution Measurement System” Volume III Stationary Source‐Specific Methods will be followed throughout the duration of the field testing. The most current CFR revision of each method will be used

Health and Safety

The facility is responsible for providing safe and adequate access to the test location to conduct emissions testing as outlined in 40 CFR 60.8. Individuals performing the test will comply with all applicable health and safety requirements set by the facility, and associated safety organization including but not limited to ISNetworld, TAPPI Safe, etc. Field personnel will have the standard personal protection equipment, including hard hat, steel toe boots, safety glasses, hearing protection, leather gloves, and safety clothing.

Facility Requirements

The scope and quantity of work in the project will require management and coordination to complete the testing as proposed; therefore, it is important that the facility ensures that the test team is provided:

1. Site specific safety requirements. A safe work platform in the form of catwalks, temporary scaffolding, or aerial lift, if required.

2. Equipment and test locations. A suitable area for the mobile laboratory. The area must be clear from all obstacles and debris prior to arrival and be no more than 100 feet from the sampling location.

3. Adequate stack/duct sampling ports (minimum 2 ports at 90 degrees) located to meet EPA Method 1 criteria of a minimum of 2x the stack diameter downstream of last disturbance, and 1/2x the stack diameter upstream of any disturbance. The ports shall be installed and cleaned prior to the arrival of the test team. The ports must be in a condition ready to accept standard sampling probes, and all port caps and/or flanges must be loosened.

4. Power Requirements ‐ a minimum of a 50 amp, 220‐240 VAC single phase or 30 amp 480 VAC single‐phase electrical power within 100 feet of the test (stack) location. Two additional 110v 20 amp electrical power will be required within 100’ of the test location.

5. Operational data ‐ of the plant / units that are being tested at the required test conditions according to the agreed‐upon testing schedule. Facility staff will record and provide all unit and/or operational data needed for the proper documentation of process conditions.

6. A plant radio for communication with the plant operators for emergencies or process changes and load verification, and for synchronization of test start/stop times.

7. Emergency and evacuation procedures with any applicable site contact numbers. Full access to the facility’s Material Safety Data Sheets, plus site‐specific safety equipment, are also required.

Should conditions develop beyond the test team’s control, making the building or premises in which the team is working dangerous, the team reserves the right to discontinue the work until such dangerous conditions are corrected.
