Action using simplified acquisition procedures (select one):
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g.

The SV Georgia experienced engine room flooding through the engine sea chest value (ocean side).
The SV Georgia was safely transported to the nearest repair facility, Thunderbolt Marine, Inc. The condition of the Port Maine Diesel engine (MDE) raw water intake pipe and flange were found to be corroded beyond repair and could not be fixed by simply replacing the gasket. The SV Georgia cannot be safely floated until these repairs are fixed. The SV Georgia is a 65 ft, 72 in long ton displacement hull and cannot be trailered over the road. Vessel information: Length overall 64 feet 11 inches, Beam, molded 18 feet 2 inches, Displacement Long Tons (2,240 lbs) 72 long tons, Draft 5 feet approx., and Material of hull and house Aluminum (type 5086)

While underway, the SV Georgia experienced engine room flooding through the port engine sea chest valve (ocean side). Water had risen to the deck plate level before ship forces affected temporary repairs and dewatering. Water continued to enter the engine room at approximately one gallon per hour. Depot personnel affected further repairs, temporally to allow the Georgia to safely transit to the nearest repair facility. The SV Georgia transited from Brunswick, Ga to Savannah, GA via the ICW on 19 Sep 2018 to Thunderbolt Marine.
Upon inspection, the condition of the Port Main Diesel engine (MDE) raw water intake pipe and flange was found to be corroded beyond repair and could not be fixed by simply replacing the gasket. The ship fitters assessed the STBD MDE intake, as well as the port generator (GenSet) raw water intake. The STBD MDE was found in the same condition as the port. The Port GenSet intake snapped completely and the shop foreman directed the pipe fitters to stop.
During the inspection of the causality on 20 Sep 2018 by Thunderbolt Marine, the professional opinion is that the current condition of three of the four raw water flanges inspected are corroded beyond repair and CAN NOT be sealed. It is assumed that the STBD GenSet raw water pipe is in the same condition. These pipes need to be cropped out and replaced.
The boat could not be transported via an 18-wheeler due to the size. Thunderbolt Marine, Inc. was awarded a prior contract (W912HN18P5028) for the Tail Shaft Bearings on the SV Georgia, thus they are aware of the boat and its features.

Initial consideration was given to the recommended sources in an effort to increase competition for services. However, no sources could be identified from AbilityOne, UNICOR, and SBA Dynamic Search. A Small Business Administration (SBA) Dynamic search in Georgia under NAICS code 336611 resulted in approximately twenty-four (24) available vendors of which five (5) had capability narratives that indicated they are capable of meeting this requirement.

However, due to the inability for the vessel to be safely floated or hauled, it is critical that the repair be completed at the facility where it is currently hauled and stored.
The SV Georgia CAN NOT be safely floated until repaired. The SV Georgia is a 65', 72 long ton displacement hull and cannot be trailered over the road. A sole source justification will be required to have TBM repair the SV Georgia.
