TP-3.3.4 Streamer ribbons will be tied to the nearest tree or shrub to mark two opposite sides of the plot boundary.

TP-3.4 Volume Determinations: Scribner Decimal C/Form Class 78 table shall be used for estimating sawtimber volumes. The Government will furnish Two Dog method files.

TP-3.5 Selection Criteria: Stands in need of thinning, typically have a basal area (BA) ranging from 80-140 plus sq. ft. In most stands the desired residual stand BA will be 50 to 70 sq. ft. Cut volume shall be determined on the following criteria:

TP-3.5.1 Cut volumes shall be determined based on stands being over stocked. In overstocked stands trees tallied for removal shall primarily include diseased, suppressed, crooked, or forked trees. Slower growing, co-dominant trees shall be tallied for harvest when additional tree removal is warranted to bring the BA down to between 50 and 70 sq. ft.

TP-3.5.2 In stands in areas where trees are under stocked; badly diseased, crooked, or forked trees shall be tallied for removal regardless of the BA.

TP-3.5.3 All elm, cottonwood, poplar and sweet gum in excess of 6" DBH shall be tallied as hardwood pulpwood. All other hardwoods of merchantable size will be surveyed and tallied as residual hardwood volume.

TP-3.6 Pine Sawtimber and Chip and Saw Tallies:

TP-3.6.1 All tree diameter measurements shall be taken using a professional grade forester’s diameter tape measure. The use of calipers will not be allowed under this contract.

TP-3.6.2 Sawtimber and chip and saw tallies shall be made in one-inch numbered diameter classes and totaled for each class and shall be tallied by logs and half logs. The minimum sawtimber tally size is 14" DBH by one 16' log to an 8" top of the log inside the bark. The minimum pine chip and saw size is 10” dbh with a minimum 24' length to 5" inside bark, top diameter. Straight trees 10” to 13.9" DBH shall be tallied as chip and saw.

TP-3.7 Pine Pulpwood Tallies: These tallies shall be made by the cord measured in 5' bolts.

Pulpwood tallies shall be made in 1" classes.

TP-3.7.1 Minimum pulpwood tally size for pine is 5" DBH with a minimum height of 20 ft. with a minimum top diameter of 4" inside the bark.

TP-3.7.2 Minimum size for hardwood pulpwood is 6" DBH with a minimum height of 20 ft. to a

5" top.

TP-3.8 Growth and age data collection: Age and growth data shall be collected on all stands.

TP-3.8.1 Selection Criteria: No more than five and no less than one sample tree/s per stand shall have age and growth data collected. Only one sample tree per plot shall be allowed. The sample trees shall be chosen by random by the contractor. The chosen tree must be a co-dominant pine within the 1/10 ac plot. Flagging shall be placed around the tree and marked “DATA TREE”.

TP-3.8.2 Collection of data: The age of the tree, the thickness of the bark, total tree height, radial growth for the last 5 years in inches shall be recorded on digital format compatible with

Microsoft Excel.

TP-3.8.3 Collection of Pine Basal Area: Pine basal area shall be collected and recorded from the center of each plot using a factor 10 prism. Data shall be recorded as an attribute with the corresponding GPS coordinate.

SECTION 4

Quality Control and Assurance

TP-4.1 Contractor Quality Control (CQC): The contractor shall be responsible for assuring that all work is accomplished in accordance with the contract specifications. If the contractor does not provide personal supervision of the contract field work, the contractor shall develop and maintain an effective Quality Control Plan. The plan must contain the proposed methods of quality control performance structured around the three-phase inspection concept contained in

EP715-1-2 - A Guide to Effective Contractor Quality Control (CQC) and as follows:

Preparatory - where advance planning, checks, and reviews of contract specifications are performed prior to beginning each phase of work, to determine contract performance requirements.

Initial - where the first inspection of a representative portion of each phase of work is conducted to determine contract performance.

Follow-Up - periodic inspections performed to ensure continued contract performance as determined and demonstrated through the first two inspection phases.

TP-4.1 Government quality assurance (QA) personnel will ensure that QC is complete and effective, but the presence or absence of QA personnel will not relieve the contractor of his responsibility for the proper execution of work in accordance with the Contract Specifications.

TP-4.2 If recurrent deficiencies indicate that the quality control system is inadequate corrective action shall be taken as directed by the COR.

TP-4.3 A copy of the contractor’s proposed plan for Quality Control will be furnished to the

Contracting Officer’s Representative for approval at the Pre-work Conference. Any changes to the approved QC program must be submitted to the COR for approval prior to implementation.

TP-4.2 Government Quality Assurance (QA): The COR is responsible for conducting random inspections of the work performed to determine if the forest inventory has been accomplished in accordance with the contract specifications.

TP-4.2.1 Fieldwork: The Government will, at its convenience, make periodic inspections of the work to assure itself of contract compliance and to perform Quality Assurance Inspections to confirm that the Contractor is performing quality control in accordance with the Quality Control

Plan and that the Contractor is monitoring results in quality performance of contract objectives

All required data submitted for these plots will be verified in the field by QA personnel with an emphasis placed on tree tally information and GPS locations.

TP-4.2.2 Submittals: The COR and/or qualified forestry personal will verify that all submittals are made in accordance with contract specifications.

TP-4.3 Performance Indicators and Acceptable Quality Levels:

TP-4.3.1 The following describes performance indicators to be measured and their acceptable quality levels.

a. Submittals must be provided in the required format (100% compliant).

b. GPS coordinates provided must be inside of the plot boundary when verified in the field with a Trimble GeoXH GPS unit and/or entered into ArcGIS (95% compliant).

c. Cruise baselines and plot centers must be properly flagged and labeled (100% compliant).

d. The contractor must count all merchantable trees within the plot boundary where the center of the tree is no greater than 37 feet, 2.8 inches from the plot center (99% compliant).

e. Trees outside of the plot boundary where the center of the tree is greater than 37 feet, 2.8 inches from the plot center shall not be included in the tally (99% compliant).

f. The trees must be measured correctly, both diameter and height (97% compliant).

g. Trees must be correctly identified by species (hardwood or pine) and product designation

(pulp or sawtimber) (99% compliant).

h. Contractor will provide all labor and equipment necessary to successfully complete tree count and cruise data as specified in work statement. (100% compliant)

i. The contractor will provide weekly work schedules as described in TP 2.6.3. (97% compliant).

TP-4.3.2 The COR will notify the contractor in writing or by email of unacceptable work detailing findings and deficiencies. Within 5 working days, the contractor shall submit a written plan and work schedule for correcting noted deficiencies. Data for these timber stands will only be accepted by the COR once it is determined that contract requirements and acceptable quality levels are met. Repeated failure to perform work in accordance with contract requirements may be considered cause for contract termination and default action.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the

Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the

Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent

Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified.
