American Recovery and Reinvestment Act General Guidelines for Emblem and Logo Applications Version 1.0 03 / 20 / 09

Projects funded by the American Recovery and Reinvestment Act (ARRA) will bear a newly-designed emblem. The emblem is a symbol of President Obama’s commitment to the American People to invest their tax dollars wisely to put Americans back to work.

The purpose of this document is to provide general guidelines and specifications for using the ARRA emblem and corresponding logomark.

The White House // American Recovery and Reinvestment Act // General Guidelines for Emblem and Logo Applications Page 2

Variations and Usage There are two approved “marks” associated with the ARRA. To preserve the integrity of the ARRA emblem and logomark, make sure to apply them correctly. Altering, distorting or recreating the “marks” in any way weaken the power of the image and what it represents.

Layout and design of signs and communication materials will vary, so care must be taken when applying the emblem or logomark.

All projects which are funded by the ARRA should display signage that features the Primary Emblem throughout the construction phase. The signage should be displayed in a prominent location on site. Some exclusions may apply. The Primary Emblem can also be displayed on signs at events or conferences associated with the ARRA or the individual projects funded by the ARRA.

The Primary Emblem should not be displayed at a size less than 6 inches in diameter.

2.1.1.2 Geotextile Fiber

Fibers used in the manufacturing of the geotextile shall consist of a long-chain synthetic polymer composed of at least 85 percent by weight of polyolefins, polyesters, or polamides. Stabilizers and/or inhibitors shall be added to the base polymer if necessary to make the filaments resistant to deterioration caused by ultraviolet light and heat exposure. Reclaimed or recycled fibers or polymer shall not be added to the formulation.

Geotextile shall be formed into a network such that the filaments or yarns retain dimensional stability relative to each other, including the edges.

The edges of the geotextile shall be finished to prevent the outer fiber from pulling away from the geotextile.

2.1.2 Seams

The seams of the geotextile shall be sewn with thread of a material meeting the chemical requirements given above for geotextile yarn or shall be bonded by cementing or by heat. The sheets of geotextile shall be attached at the factory or another approved location, if necessary, to form sections not less than 10 feet wide. Seams shall be tested in accordance with method ASTM D 4884. The strength of the seam shall be not less than 90 percent of the required grab tensile strength of the unaged geotextile in any principal direction. High strength thread shall be used such that seam test should conform to ASTM D 4884. The thread shall meet the chemical, ultraviolet, and physical requirements of the geotextile, and the color shall be different from that of the geotextile. The seam strength shall be equal to the strength required for the geotextile in the direction across the seam.

2.1.3 Securing Pins

The geotextile shall be secured to the embankment or foundation soil by pins to prevent movement prior to placement of stone protection materials. Other appropriate means to prevent movement such as staples, sand bags, and stone could also be used. Securing pins shall be inserted through both strips of overlapped geotextile along the line passing through midpoints of the overlap. Securing pins shall be removed as placement of stone protection

2.2 INSPECTIONS, VERIFICATIONS, AND TESTING

2.2.1 Manufacturing and Sampling

Geotextiles and factory seams shall meet the requirements specified in TABLE 1, MINIMUM PHYSICAL REQUIREMENTS FOR DRAINAGE GEOTEXTILE. A mill certificate or affidavit from the manufacturer shall be required attesting that the geotextile meets the minimum requirements in TABLE 1, MINIMUM

PHYSICAL REQUIREMENTS FOR DRAINAGE GEOTEXTILE.

PART 3 EXECUTION

3.1 SURFACE PREPARATION

Surface on which the geotextile will be placed shall be prepared to a relatively smooth surface condition, in accordance with the applicable portion of this specification and shall be free from obstruction, debris, depressions, erosion feature, or vegetation. Any irregularities will be removed so as to insure continuous, intimate contact of the geotextile with all the surface. Any loose material, soft or low density pockets of material, will be removed; erosion features such as rills, gullies etc. must be graded out of the surface before geotextile placement.

3.2 INSTALLATION OF THE GEOTEXTILE

3.2.1 General

The geotextile shall be placed in the manner and at the locations shown. At the time of installation, the geotextile shall be rejected if it has defects, rips, holes, flaws, deterioration or damage incurred during manufacture, transportation or storage.

SECTION 31 05 22 Page 5

3.2.2 Placement

The geotextile shall be placed with the long dimension perpendicular to the centerline of the river and laid smooth and free of tension, stress, folds, wrinkles, or creases. The strips shall be placed to provide a minimum width of 18 inches of overlap for each joint. The placement procedure requires that the length of the geotextile be approximately 15 percent greater than the slope length. The Contractor shall adjust the actual length of the geotextile used based on initial installation experience. Temporary pinning of the geotextile to help hold it in place until the riprap is placed will be allowed. The temporary pins shall be removed as the riprap is placed to relieve high tensile stress which may occur during placement of material on the geotextile. Trimming shall be performed in such a manner that the geotextile shall not be damaged in any way.

3.3 PROTECTION

The geotextile shall be protected at all times during construction from contamination by surface runoff and any geotextile so contaminated shall be removed and replaced with uncontaminated geotextile by the Contractor and at no cost to the Government. Any damage to the geotextile during its installation or during placement of riprap shall be replaced by the Contractor at no cost to the Government. The work shall be scheduled so that the covering of the geotextile with a layer of the specified material is accomplished within 7 calendar days after placement of the geotextile.

Failure to comply shall require replacement of geotextile by the Contractor and at no cost to the Government. The geotextile shall be protected from damage prior to and during the placement of riprap or other materials. This may be accomplished by limiting the height of drop to less than 1 foot, by placing a cushioning layer of sand or gravel on top of the geotextile before placing the material, or other methods deemed necessary. Care shall be taken to ensure that the utilized cushioning materials shall not impede the flow of water. Before placement of riprap or other materials, the Contractor shall demonstrate that the placement technique will not cause damage to the geotextile. In no case shall any type of equipment be allowed on the unprotected geotextile.

3.4 PLACEMENT OF CUSHIONING MATERIAL

Placing of cushioning material shall be performed in a manner to insure intimate contact of the geotextile with the prepared surface and with the cushioning material. The placement shall also be performed in a manner that shall not damage the geotextile including tear, puncture, or abrasion. On sloping surfaces the cushioning material shall be placed from the bottom of the slopes upward. During placement, the height of the drop of riprap material shall not be greater than 12 inches. Any geotextile damaged beneath the cushioning material shall be uncovered as necessary and replaced at no cost to the Government.

3.5 OVERLAPPING AND SEAMING

3.5.1 Overlapping

The overlap of geotextile rolls shall be 18 inches. Appropriate measures will be taken to insure required overlap exists after cushion placement.

SECTION 31 05 22 Page 6

3.5.2 Sewn Seams

Overlapping J-type seams are preferable over prayer-type seams as the overlapping geotextile reduces the chance of openings to occur at the seam.

Double sewing shall be used specially for field seams to provide a safety factor against undetected missed stitches.

PART 2 PRODUCTS

2.1 MATERIALS

2.1.1 General

All stone for the protection work shall be fresh durable stone as approved by the Contracting Officer. All stone for riprap shall be supplied from Contractor procured sources.

2.1.2 Stone

Riprap stone shall consist of fresh, sound, hard, dense, durable rock, which shall be separated from bedrock by quarrying. The stone shall be of such quality that individual integrity and permanence within the structures is assured under all conditions to which it is subjected. The unit weight, saturated surface dry (SSD), of the stone shall not be less than 160 pounds per cubic foot and the specific gravity not less than 2.58. The stone shall be free from open or incipient cracks, seams, fissures and structural planes of weakness, and other defects that would tend to increase its deterioration from natural causes. Not more than 15% by weight of the stone shall have its breadth or thickness of any piece less than one-third of its length. Not more than 1% by weight for inclusion of objectionable quantities of dirt, sand, clay, and rock fines will be permitted. An allowance of 5% by weight for inclusion of spalls will be permitted. The stone shall be furnished in sizes as indicated in subparagraph, Stone Gradations.

2.1.3 Bedding Material

Bedding material shall consist of geotextiles meeting the requirements of

SECTION 31 05 22: GEOTEXTILES USED AS FILTERS.

2.1.4 Stone Gradations

The stone used on the project shall meet the following requirements.

SECTION 32 22 13 Page 3

SHORELINE EROSION PROTECTION

NCDOT STD SPECS Class 1 riprap shall be used as erosion control stone for and as shown on the plans.

2.1.5 Identification of Stone Sources

The sources from which the Contractor proposes to obtain stone materials required for the features covered in these specifications shall be selected and identified to the Contracting officer well in advance of the time when the materials will be required in the work, a minimum of 30 days. The Contractor may select a source from the North Carolina Department of Transportation list of approved sources of aggregates.

2.1.6 Testing And Approval For Rock Quality

The acceptability of the rock may be determined from existing test reports, service records from similar usage, by geologic examination of samples and of the quarry and/or by testing. The tests to which the materials will be subjected include petrographic analysis, specific gravity, abrasion, absorption, unit weight determination, sulfate soundness, wetting and drying, freezing and thawing and unconfined compressive strength, and such other tests as may be considered necessary to demonstrate to the satisfaction of the Contracting Officer that the materials are acceptable for use in the work. The minimum rock quality criteria which must be met are those specified in subparagraph Stone. In addition to the minimum criteria, other criteria determined from the tests or inspections listed above may be used to establish the acceptability of the stone. Approval of any source of stone shall not be construed as approval of all of the stone from that source. The right is reserved to reject certain localized areas, strata, or channels within the approved source when in the opinion of the Contracting Officer the stone is disintegrated, badly weathered, contains incipient planes of weakness or hidden joints/fractures, or is otherwise unsatisfactory for use in the work. All stone will be subject to inspection during loading at the source, at intermediate transfer points and at the site of work prior to placement.

2.1.7 Stone Not Meeting the Specifications

If, during the progress of the work, it is found that the stone being furnished and/or placed by the Contractor does not meet all the requirements of the specifications, the Contractor shall be required to furnish other stone of a quality acceptable to the Contracting Officer. Any stone rejected at the site of the work as not meeting the requirements of these specifications for quality, condition, size, gradation or otherwise shall be removed from the site by and at the expense of the Contractor, and stone of suitable quality shall be furnished and/or placed at no additional cost to the Government. The Contractor shall dispose of all rejected stone in a manner approved by the Contracting Officer.

2.1.8 Gradation Testing

The Contractor shall perform one in-place test to verify that the completed work, i.e., stone protection, meets the requirements of this specification.

The in-place test is to consist of removing all riprap from a 10' by 10' area and weighing each stone in order to determine the gradation of the riprap supplied. The test shall be performed at the beginning of riprap placement for an area. These tests will not relieve the Contractor of the

SECTION 32 22 13 Page 4

SHORELINE EROSION PROTECTION

responsibility of complying with the full requirements of the specifications and drawings. All test results will be furnished to the Contracting officer.

3.1 FOUNDATION PREPARATION

Areas on which geotextiles are to be placed shall be compacted and graded to conform to cross sections shown on the drawings within an allowable tolerance of plus or minus 2 inches from the theoretical slope line and grades. Where such areas are below the allowable outside tolerance limit they shall be brought to grade by filling and compacting with earth material similar to the adjacent material. No additional payment will be made for any material thus required. Immediately prior to placing the geotextile, the prepared base will be inspected by the Contracting Officer and no geotextile shall be placed thereon until after the area has been approved. Geotextiles shall be placed on the slopes as shown on the drawings and in accordance with SECTION 31 05 22: GEOTEXTILES USED AS FILTERS, before any placement of stone.

3.2 INSTALLATION OF GEOTEXTILE

The placement of the geotextile shall be in accordance with the requirements of SECTION 31 05 22: GEOTEXTILES USED AS FILTERS, paragraph, INSTALLATION OF THE GEOTEXTILE.

3.3 PLACEMENT OF STONE

3.3.1 General

The stone shall be placed within the limits shown on the drawings or otherwise required by the Contracting Officer.

3.3.2 Placement

Stone for slope protection shall be placed in such manner as to produce a reasonably well-graded mass of rock with the minimum percentage of voids, and shall be constructed within the specified tolerance to the lines and grades shown on the drawings or staked in the field. A tolerance of plus four (4) inches or minus four (4) inches from the slope lines and grades shown on the drawings will be allowed in the finished surface of the riprap, except that either extreme of such tolerance shall not be continuous over an area greater than 50 square feet. Stone shall be placed to its full course thickness at one operation as shown on the plans. The larger stones shall be well distributed and the entire mass of stones in their final position shall be roughly graded to conform to the gradation specified in subparagraph Stone Gradation, hereinabove. The finished stone shall be free from objectionable pockets of small stones and clusters of larger stones. Placing riprap in layers will not be permitted. Placing stone by dumping into chutes or by similar methods likely to cause segregation of the various sizes or damage to the geotextile will not be permitted. The desired distribution of the various sizes of stones throughout the mass shall be obtained by selective loading of the material at the quarry or other source, or by other methods of placement which will produce the specified results. Rearranging of individual stones by mechanical equipment or by hand will be required to the extent necessary to obtain a reasonably well graded distribution of stone sizes as specified above. The Contractor shall maintain the stone

SECTION 32 22 13 Page 5

SECTION 32 22 13 Page 6 slope protection until accepted and any material displaced by any cause shall be replaced at his expense to the lines and grades shown on the drawings. Where stone is to be placed on a geotextile, Contractor shall take necessary precautions to prevent damage to the geotextile and in accordance with SECTION 31 05 22: GEOTEXTILES USED AS FILTERS.
