Questions and Answers 1
Question 1: I saw this Solicitation W912HN-10-R-0044 this morning on FEDBIZOPPS.gov.
It lists the NAICS Code of 541 -- Professional, Scientific, and Technical Services/541310 -- Architectural Services.
We practice under the NACIS Code of 541 -- Professional, Scientific, and Technical Services/541330 -- Engineering Services, along with several other codes but not 541310.
Would this difference in NAICS codes prevent firm from submitting SF 330 information or being rated low and thusly not being selected for the Shortlist?
We intend to include all of the requested Disciplines to provide the various Professional Services which would include Architecture.
Answer: FOR W912HN-10-R-0044, Total Small Business Set Aside: NAICS codes are used in procurements to identify size standard of an industry for set aside eligibility determination. The small business standard for 541310 and 541310 are the same, $4.5 million. Therefore if a firm is a small business under one, they are considered a small business under the other.
This difference in NAICS code would not prevent a firm from submitting SF 330 information and would not affect their rating or prevent the firm from being selected based upon evaluation of qualifications.
For W912HN-10-R-0047 and W912HN-10-R-0048, Unrestricted: the NAICS code does not affect a firm due to the requirement being an unrestricted procurement.
Question 2: I have an additional request for clarification regarding the wording contained in all three of the above referenced combined synopses/solicitations as follows:
Section 1, Contract Information, last sentence states: “This solicitation is to pre-qualify a short list of firms that will be asked to submit price proposals.”
As these are A/E IDIQ services contracts being procured in accordance with the Brooks Act, firms are to be selected for negotiations solely based upon their demonstrated competence for the required work. We believe that the sentence “This solicitation is to pre-qualify a short list of firms that will be asked to submit price proposals.” should be deleted from all three combined synopses/solicitations.
Answer: Synopsis has been revised to delete the word “price” from sentence “This solicitation is to pre-qualify a short list of firms that will be asked to submit price proposals”.
Question 3: The synopsis/solicitation for two of these contracts contain contradictory language/content as to whether or not they are open to all prime contractor offerors regardless of size, or restricted to small business prime contractors.
Answer: 10-R-0044 was modified on July 6th at 1:59 pm to change original set aside of N/A (unrestricted) to set aside of Total Small Business.
10-R-0047 is Unrestricted.
10-R-0048 was modified on July 6th at 1:55 pm to change the Original set aside of Total Small Business to set aside of N/A (unrestricted).
Question 4: Based on our initial review we will be looking to submit on 0047 and 0048. Any idea when the solicitation will be out?
Answer: A solicitation will not be issued. Interested parties should submit the SF330 as requested by the synopsis. Please read the synopsis in its entirety for the process used for this type of requirement. Thank you
Question 5: In the Solicitation FACTOR 1 - b. States:
“Rehabilitation of existing facilities or utility systems of various types, sizes, and complexities (see NOTE below),”
I am not certain of what “(see NOTE below)” refers. Please direct me to the “NOTE below” location in the Solicitation.
Answer: The reference "see note below" is in error and synopsis has been modified to delete verbiage “see note below”.
Question 6: The firm submitting question is a consulting engineering firm located in Marietta, GA. Although we have no prior experience working with the USACE, we are interested in becoming qualified for future opportunities. What actions would you suggest that we take to better our chances of being selected?
Answer: To read the synopsis in its entirety and to submit all information as requested.
Question 7: With respect to the subject solicitation, it is currently under NAICS Code 541310. Will an engineer lead team be allowable with a primary NAICS Code of 541330?
