SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

BLOCK 14 CONTINUATION PAGE

Change Source Selection Plan Paragraph 2.2 read as follows: “Where to Submit. Offerors shall submit their proposal packages to the Savannah Regional Contracting Center, Charleston Office at the address shown in Block 9 of Standard Form 1442.”

Change Source Selection Plan Paragraph 2.3 read as follows: “. Proposals shall be received by the Savannah Regional Contracting Center, Charleston Office no later than the time and date specified in Block 8 of Standard Form 1442.”

Change Source Selection Plan Paragraph 2.5.1.3 read as follows:

“ 2.5.1.3 VOLUME I – CONTRACT REQUIREMENTS & PRICE PROPOSAL. Organized as follows:

TAB A – Standard Form 1449, completed and signed by an authorized person from the company or team.

TAB B – Section 00600 of Solicitation – Representations and Certifications.

TAB C – PROPOSAL DATA SHEET – See the format provided in (Appendix A). Ensure to include Offeror’s telephone number, FAX number, Cage Code, Tax Id#, e-mail address and DUNS number. If a separate DUNS has been created for a joint venture (J-V) it must be submitted. A DUNS number shall also be provided for each company identified in any proposed contractor-subcontractor associations of firms.

Mentor-protégé are cautioned that only protégé past performance can be evaluated. “

Question: The above referenced solicitation states a requirement in section 2.5.1.3 Volume I, Tab A for Standard Form 1449. This appears to be a mistake as this form is for unit pricing and this proposal is a lump sum contract.

Please confirm the correct form required is Form 1442 as included in the solicitation.

Answer: The correct form for solicitation W912HN-09-R-0109 is Form 1442.

Question: With regard to TAB B, there is a Proposal Schedule (Section 00010 of Solicitation) in the Solicitation documents and also one in the Technical Specifications. Which one do we need to submit as they are slightly different?

Answer: Address the Schedule/ Plan in the Technical Specifications. Omit TAB B.

Question: With regard to TAB C - Section 00600 of Solication - Representations and Certifications, do we need to do anything other than make a copy of these pages and include them with their respective Tab? There are no requests for signature that we can see. Please explain.

Answer: Fill out the form and submitted it with TAB C there is no need to sign.

Question: We are the factory rep for Ross Valve Mfg. Co., Inc. in the Carolinas and are asking about the Vee Notch Ball Valve With Electric Motor Operator

There is a much better valve to use than an electrically operated ball valve.

A Ross, Model 42WR Globe valve is an Electrically Controlled On-Off (Wide Open Or Fully Closed) Valve, using a 120V two way ASCO solenoid, which allows the valve to operate with a simple 120 Volt electric signal.

Maintenance on this valve is much easier and less expensive, in that the globe valve never has to be removed from the line for overhaul. Everything inside the Ross Valve is accessed from the top of the valve. Ross is the nation's oldest automatic control vavle manufacturer (1879).

A limit switch can be used on the valve to indicate whether the valve is open or closed. Dual limit switches can show when the valve is open and closed.

Orangeburg County uses Ross valves in their system and is happy with them. They are extremely rugged, easy to diagnose and simple to repair. Field service is also readily available.

When the ball valve is worn, it has to be removed from the pipeline in order to service or replace the ball or the ball seat. In Many cases, the pipe will move when the valve is taken out, making reinstallation of the vale extremely difficult.

The electric operator is susceptible to water intrusion when they are in a vault. Vaults sometimes fill with water, which can get into the electrical conduit and ruin motor operators.

Maintenance on the ball type of valve could be difficult to obtain as well.

The Ross Valve and the ASCO solenoid on the Ross valve will operate under water.

We ask that an addendum be issued to allow that Ross, Model 42WR Electric Operated Globe Valve be used.

Answer: This ball valve allows for adjustment of flow rates throughout the distribution system, in the event there is an unusual demand at some particular location that dictates a higher delivery rate or pressure. The valve proposed by Jack Moore and Associates, Inc. must be either open or close and there is no way to throttle flow.

We appreciate their suggestion, but in this application the electrically operated vee notch ball specified in the solicitation, valve works best.

Question: Bid Item 0001AB Temporary Construction Facilities includes specification section 1500A; paragraph

1.2 Temporary Project Safety Fencing. This section references an approved location. What is the intended location and extent of this fencing?

Answer: The intended location for safety fencing is to be as determined by the Contractor's approved Work Safety Plan with respect to hazards encountered during construction protection around open trenches at the end of the work day.

Question: Can you clarify Item No. 0001 Recovery All Work Complete ….On the bid form? It appears that the intention is to provide a subtotal of all Recovery work items in the proposal. However, on page 10 of the solicitation, the “TOTAL” indicates the Total Amount for Item 0001. Is the total mount listed on page 10 supposed to match the amount listed in Item 0001 on page 3?

Answer: Yes, the total amount on line item 0001 should match the amount listed in Item 0001 on page 3.

Question: There is an Item 0001AW Non Recovery 12” Diameter Pipe, which is further defined in the technical specifications as the 12” pipe north of Station 131+80. There are no items for butterfly valves, jack and bores or air release valves north of Sta. 131+80. Is this work also Non Recovery work and are these costs to be included in Item

0001AW?

Answer: Payment for the 12" water main only was itemized as Recovery and Non-Recovery work. Payment for all blow-offs, butterfly valves, jack and bore, and all other items associated with the pipeline construction (no matter where they are located along the water main routes) shall be included in their respective unit prices.

Question: Will the contractor to be allowed to close one lane of Tee Vee Road to facilitate installation of the 12” water Line? Will the contractor be allowed to place dirt in the road?

Answer: As it states in the General Provision of the approved SCDOT Encroachment Permit, "Adequate provision shall be made for the protection of the highway traffic at all times. Necessary detours, barricades, warning signs and flagmen shall be provided.....in accordance with the South Carolina Manual on Uniform Traffic Control Devices.

The work shall be planned and carried out so that there will be the least possible inconvenience to the highway traffic."

Question: The detail shows a 4-1/2” weld boss outlet. I am assuming that it is to be threaded to receive the 2” nipple up to the SS ball valve.

Answer: Yes, the factory welded boss outlet is to be threaded to receive the 2” nipple on the stainless steel ball valve.

Question: Can you explain what straw mylon is?

Answer: This was a misspelling. The specification should read straw mulch, not straw mylon.

Question: Will the Engineer approve hydro seeding with 70/30 wood blend with tack for the entire job?

Answer: Hydro seeding will be approved if application rates are as stated in the seeding schedule.

Question: Please clarify 0-2% slopes no mulch or 4000lbs straw mylon per acre.

Answer: Straw mulch only needs to be added if the slopes are greater than 2%.
