Question #1:
Solicitation “W912HN-09-R-0107 RECOVERY--R--USACE, Wilmington District, seeks professional services to update Master Plans at Falls Lake, Neuse River Basin, NC; John H. Kerr Reservoir, Roanoke River Basin, NC and VA; and W. Kerr Scott Reservoir, Yadkin-Pee Dee River Basin, NC: Scope of Work” states that an Environmental Assessment will be completed by the contractor for the proposed shoreline stabilization of Kerr Lake in addition to other tasks the contractor is to perform.
Solicitation “W912HN-09-T-0096 RECOVERY--F--008350--John H. Kerr Lake, VA & NC--US Army Corps of Engineers, Wilmington NC is soliciting offers to prepare an Environmental Assessment for a proposed shoreline stabilization project at JH Kerr Reservoir in Boydton, VA” states that an Environmental Assessment will be completed by the contractor for the proposed shoreline stabilization of Kerr Lake.
Can the US Army Corps of Engineers, Savannah clarify the scopes of work and/or identify, if any, the duplicity of the two solicitations? Is the USCOE soliciting two independent responses to perform the Environmental Assessment for a proposed shoreline stabilization? Should interested bidders not include in their portion of the response to Solicitation W912HN-09-R-0107 those tasks associated with the EA and submit, instead, their response ONLY to the EA scope of work under Solicitation W912HN-09-T-0096? Or does the USCOE intend to award two independent contracts involving two separate NEPA/EA requirements that have separate and independent utility from each other?
Solicitation “W912HN-09-R-0107 RECOVERY--R--USACE, Wilmington District, seeks professional services to update Master Plans at Falls Lake, Neuse River Basin, NC; John H. Kerr Reservoir, Roanoke River Basin, NC and VA; and W. Kerr Scott Reservoir, Yadkin-Pee Dee River Basin, NC” states that an Environmental Assessment will be completed by the contractor for the proposed shoreline stabilization of Kerr Lake in addition to other tasks the contractor is to perform. Shoreline stabilization does not appear anywhere else in this solicitation as a component of the master plan. Is the Environmental Assessment meant only to address shoreline stabilization activities, or will it address other activities that are proposed as part of the final master plan.
Answer #1
There is no intended duplicity in the two solicitations W912HN-09-R-0107 (Master Plan Development at Falls Lake and JH Kerr and Wk Scott Reservoirs) and W912HN-09-T-0096 (Preparation of an EA addressing Shoreline Erosion at Sites at JH Kerr Reservoir).
W912HN-09-R-0107 (Master Plans) Attachment B, ENVIRONMENTAL ASSESSMENT CONTENT; section, ENVIRONMENTAL ASSESSMENT (EA) PREPARATION, contains an error. The first sentence in this section states, "The contractor shall prepare an Environmental Assessment (EA) for the proposed shoreline stabilization." This sentence is deleted in its entirety and replaced with, “The contractor shall prepare an Environmental Assessment (EA) for the proposed Master Plan Updates.”
The Wilmington District intends to award two independent contracts involving two separate NEPA/EA and other requirements that have separate and independent utility from each other.
Question #2
1.
Under the Statement of Work, the section titled Instructions for the Preparation of Technical Proposal for Contractor Services states at the end of the first paragraph, "The price proposal shall include the signed SF-1449."
No SF-1449 was included with this RFP. In past projects it was always included.
2.
In the notice providing additional information about ARRA and the FAR provisions and clauses, near the end it states that "YOU ARE ENCOURAGED TO SUBMIT PROPOSALS ELECTRONICALLY". However, in the above Statement of Work, under the section titled Instructions for the Preparation of Technical Proposal for Contractor Services 1.A. it states that One Original and 2 copies of each Part should be submitted. These would be printed copies. Please clarify which set of directions for submittal is preferred.
3.
Is the DM 27, the 1981 Falls Lake Master Plan?
Answer #2
1. Disregard the SF 1449 requirement stated in the Statement of Work. To expedite publishing this solicitation to provide maximum available time for potential Contractors, the RFP was issued prior to completion of the SF 1449. Follow the directions as stated in the solicitation in the section, "PARTIES INTERESTED IN RESPONDING TO THIS RFP may...", for submitting your proposal in accordance with the format identified in the Statement of Work.
2. As the Government transforms into doing business more in accordance with standard business practice, electronic submittal is encouraged; however, if the vendor prefers submitting printed copies, that is also acceptable as directed in the Statement of Work.
3. DM 27 is Falls Lake Master Plan dated September 1981 as stated under, "Government-Furnished Property Provided to Contractor", item 1, on the Falls Lake requirement in the Statement of Work.
