RECOVERY-REHAB REPAIRS TO INTAKE GATE AND FISH LIFT BRAIL, ST

STEPHEN POWER PLANT, ST STEPHEN SOUTH CAROLINA

W912HN-09-R-0072

QUESTION AND ANSWERS

1. Question: What is barge accessibility to transport gate out from St. Stephen?

Answer: For barge accessibility from the Cooper River, the barge would have to use the Santee Cooper lock for access to the lake, transverse Lake Moultrie to our intake canal, remove our no boating access cable, go under the four bridges over our intake canal (RR, Highways 35, 45, and 52), to the powerhouse. The contractor would need to: coordinate with Santee Cooper the potential of lock availability and water depth through the lake and verify the width dimensions required at the bridges.

The Contractor's crane would be required to load/unload the gate since our intake crane is not designed for this type extended operation. It is thought that the barge would need to be inside our intake forebay wing walls for the crane to load/unload; therefore, downtime of the powerhouse generating units would be required during these operations.

Depending on energy demand and water availability, coordination with Santee Cooper (our power customer) would be required and may require nighttime crane operations.

2. Question: "Plans state IBC shall Govern. Is the intent to redesign or to replace what is existing and have and Engineer review and sign off on materials for accuracy?"

Answer: It is the intent to replace what is existing, and have the engineer review and approve the drawings. Notify Contracting Officer in instances where the design does not meet the requirements of the IBC.

3. Question: WILL A BID AND PERFORMANCE BOND BE REQUIRED FOR THIS

PROJECT?

Answer: Yes. Please see clause 52.228-1 regarding Bid Bonds. Performance and Payment Bonds are referenced in Clause 52.228-15.

4. Question: WHEN WILL ANOTHER SITE VISIT BE GRANTED BEFORE THE

BID IS DUE?

Answer: Yes. 2nd Site Visit Scheduled for Thursday, July 23 at 10:30am. POC is Angela Kelly. Phone is 843-329-8060. No questions will be answered at this visit. All questions will need to be directed to Contracting Specialist-Angela Kelly at 843-329- 8060 or email angela.kelly@usace.army.mil

5. Question: WILL THE BID DATE BE EXTENDED FOR THIS PROJECT?

Answer: No, due to funding restrictions this is not an option.

EXISTING ONE ON SITE?

Answer: Yes

7. Question: WILL YOU PROVIDE A PAINT SPEC. FOR PAINTING THE INTAKE

GATE?

Answer: This is a design build project the paint is to be chosen by the design engineer.

8. Question: WILL THE INTAKE GATE REQUIRE NEW J-SEALS; I DID NOT SEE

ANYTHING IN THE SCOPE OF WORK ABOUT CHANGING THEM OUT.

Answer: The RFP requires the Intake Gate to be repaired with new metal framing and other components/materials required to bring the gate back to new operational functionality. As the J seals are required for the gate to work they are required.

9. Question: ONCE THE INTAKE GATE IS REPAIRED AND SHIPPED BACK TO

SITE, WILL THE CONTRACTOR INSTALL IT BACK INTO THE STORAGE

LOCATION OR WILL IT BE INSTALLED BACK INTO THE UNIT?

Answer: The gate will be installed into the unit.
