Questions/Clarifications for Hartwell Project Proposal W912HN-09-R-0034 13 July 2009

Q: In relation to reference TP 4.2, no Appendix P is provided in the list of appendices.

A: There is no Appendix P; the reference will be removed.

Q: Can you please confirm if 2500 hours of surveying will be required each year of the contract?

A: Such surveying last occurred at the Hartwell Project around the early 1990’s. If this occurs, it most likely will happen only once during life of contract, not annually. The contractor, however, must be able to provide such service if requested.

Q: Is the government going to provide the notepad microcomputers in survey execution? If not, what type and style will be needed? Need the spec’s on the notepad microcomputers. Please clarify.

A: In the past, the government has provided needed notepad microcomputers and we expect the same to be true in the future. However, as stated in the referenced TP, the contractor may be required to provide additional computers if needed. Specifications are not known at this time.

Q: In reference to TP 6.0, no Appendix A-D provided.

A: Appendix A-D is included in the solicitation and consists of an overview map of the Hartwell Project that identifies recreation areas. (This is not Appendix A through D, but simply A-D. Appendix A, A-A, A-B, A-C and A-D are all somewhat related.)

Q: In reference to TP 20.0, no Appendix D is provided.

A: There is no Appendix D; subject reference will be removed. These areas were covered in detail during pre-bid meeting.

Q: Since the site visit was held on the 7th of July and the proposal is due on the 22nd of July, that is only a two week period. At a minimum, can the due date of proposal be moved to 31 July? Normally the COE gives 30 days after the site visit to submit a proposal and get questions answered.

A: It is imperative that the schedule remain as currently established to ensure adequate time for award prior to end of existing contract.

Additional questions as of 15 July 2009 Q: On the average, how many minor construction projects are required? Also, examples on the type of scope of work.

A: Part 1. In relation to proposals, Appendix N should be used for cost estimating. Appendix N provides various information. For example, in relation to minor construction, Section TP-14 indicates that 1 building, 20 camp sites and 1 playground is typically required to be constructed each year and 250 feet of riprap is to be placed per year; In relation to building maintenance, TP-5 shows that there are 33 comfort stations (aka bathrooms) on the project and 22 shower buildings, all of which have to be maintained as needed. Part 2. Each TP listed in the solicitation is an example of the type work that may be required under the subject contract.

Q: Can the USACE provide an example of the typical service calls during a one month period?

A: Though it is not clearly understood what is meant by a “service call”, each TP identifies the type work potentially required by the contractor. The nature of the contract makes it very difficult (and in relation to some requirements impossible) to provide examples of “typical” work tasks required within a given time frame. Appendix N is provided for cost estimating.

Q: Appendix N is titled as Facility Inventory. When you read through it, there are items listed throughout the appendix in parenthesis with statements such as (tons per year), (sq. yds per year), (per yr.), etc. Are these inventory items or quantities of items and work the Corps is requiring each year?

A: See answer above. The primary thing to note about Appendix N is that it is an estimate only. It is intended to simply give an idea of what might be expected in a given year and to provide the actual number of certain facilities on the project. Appendix N consists of both inventory and the average need for certain items per year. When “per year” appears in parenthesis, it is indicating the average estimated quantity needed per year and/or times per year that specific activity may need to be performed. For example, TP-9, Beach Sand (tons per year) indicates that on average, 1500 tons of replacement sand will be required. Under TP-14, Camp Sites (Per yr.), indicates that on average 20 campsites will need to be refurbished. There are items that do not indicate “per year”, but refer to a per year basis such as TP-11, Seedlings, 3000 or Tree Removal, 50.

Q: Reference: TP-1.6.3 Materials, Paragraph states that “$50 to 70 thousand dollars in inventory will be transferred” with the contractor being provided an inventory breakdown after award. In order to provide a most realist technical and cost proposal, we request a reasonable breakdown of material types and quantity.

A: The amount of inventory on hand is irrelevant in relation to proposals; all contract proposals are to identify how the respective contractor proposes to accomplish the given scopes of work and at what cost they can accomplish it starting with a zero base line.
