Questions and Answers-1

Question 1: The disposal areas requiring spillway pipe work and replacement that are not addressed by specific Bid Items for the above referenced solicitation are as follows:

No Bid Item for Base Bid

1. 562N - Replace pipes on spillway Shoal #5

2. 341N - Replace pipes on spillways Shoal #7

3. 204N - Replace pipes to spillways Shoal #8

4. 612S - Replace pipes to spillway Shoals 10, 11, 12

5. 1110S - Replace pipes on end of spillways Shoal 14

6. 1088S - Replace pipes on end of spillways Shoal 14

7. 1743CP - Replace pipes on end of spillway Shoal 17

Additives - No Bid Item

1. 2160 - Replace pipes on end of spillway Shoal 18

2. 2461 - Replace pipes on end of spillways Shoal 19

The cost for these spillway repairs is substantial. Should the bid documents be revised to include bid items for these repairs?

Answer: Based on our field visits to the disposal areas in May 09, we determined that the spillways/pipes identified for repair/replacement in the contract documents were of immediate concern and had to address for the disposal area to drain properly. We agree that the other spillways/pipes identified below are in less than ideal condition, but they should work. If during the execution of the contract new information regarding deteriorated conditions is revealed or a spillway/pipe failure occurs, the government will address the situation at that time.

Question 2: Can the award for the AIWW dredging be made but the NTP be issued at a later dater in order to allow individuals who may be at max dredging capacity the ability to still bid on the project?

Answer: This is an ARRA project, and we are required to obligate the funds and expend the funds as soon as possible. Therefore, we cannot allow a delayed NTP on this project.
