About this file

This is a Questions and Answers document related to the sale of surplus scrap mixed metal (ferrous and non-ferrous) at Sierra Army Depot under solicitation W912GY26Q003S. The document addresses contractor inquiries regarding material composition and loading capabilities. The non-ferrous metals in the approximately 75-ton pile include aluminum, brass, and copper, though no exact breakdown of quantities or other material types is provided. Regarding loading operations, while roll-off bins are the preferred loading method, end dumps can accommodate the material since it is staged on an above-grade concrete loading dock.

The broader opportunity requires contractors to remove all material by 30 September 2026, with the first removal due within 7 business days of the Sales Agreement effective date. A 20% earnest deposit of the total proposal price must be submitted within 5 calendar days of award through pay.gov before material removal is authorized. Payment for all property must be submitted prior to removal, and the contractor is responsible for weighing material on the depot's certified commercial scale. The material may contain up to 5% foreign materials without cost deduction, and no sorting is permitted on site. Contractors must provide proof of removal documentation (manifests, weight tickets, or bills of lading) to both the on-site Recycling Facility Point of Contact and the SIAD Contract Point of Contact within 3 business days of each removal.
