4.6 COMPOSITION OF MIXTURE:

4.7 REQUIREMENTS:

Aggregate Grading requirements shall meet “Class 2, 3/4"” aggregate base; Class 2, 1 ½” aggregate base;

Class 2, 3” aggregate base; and Class 2, 6” identified below in “Aggregates Grading Requirements”. The combined aggregate shall conform to the quality requirements given.

4.8 COURSE AGGREGATES:

Course aggregates consisting of angular fragment of uniform density and quality shall have a percentage of wear not to exceed 50 percent after 500 revolutions when tested in accordance with ASTM 131. The amount of flat and elongated particles shall not exceed 30 percent. A flat particle is one having a ratio of width to thickness greater than 3, and an elongated particle is one having a ratio of length to width greater than 3.

a. Crushed Gravel: Crushed gravel shall be manufactured from gravel particles 50 percent of which by weight are retained on the maximum size gradation specified.

b. Crushed Stone: Crushed stone retained on each sieve specified shall contain at least 50 percent by weight of crushed pieces having two or more freshly fractured faces with the area of each face being at least equal to 75 percent of the smallest mid sectional area of the piece. When two fractures are adjacent the angle between the planes of the fractures must be at least 30 degrees to count as the fractured faces.

4.9 BINDER MATERIAL:

Binder material shall consist of screenings, angular sand, or other finely divided mineral matter processed of naturally combined with course aggregate. Liquid limit and plasticity index requirements shall apply to any component that is blended to meet the required gradation and shall also apply to the completed course.

The portion of any component or of the completed course passing the No. 40 sieve shall be either non-plastic or have a liquid limit not greater than 25 and a plasticity index not greater than 8.

5.0 LIQUID LIMIT and PLASTICITY INDEX:

Liquid limit and plasticity index requirements stated herein shall apply to any aggregate component that is blended to meet the requirement and also to the aggregate in the completed base course. The portion of the aggregate passing the No. 40 sieve shall be either non-plastic or have a liquid limit not greater than 25 and plasticity index less than 8.

5.1 SAMPLING AND TESTING:

5.2 AGGREGATES GENERAL: During production and prior to delivery sieve analysis and laboratory report identifying the proposed aggregates contents and resistance to loading (R-value) shall be submitted along with each contractor bid.

Samples and/or laboratory reports shall be the basis of approval of specific sources or stockpiles of aggregates for the aggregate requirements. Sieve and Plasticity testing will be performed every 7500 tons delivered.(If test results are found to be non-compliant daily test will be performed for every 200 tons until compliance is regained and results are approved by POC. Testing shall be completed by a third party.

5.3 SOURCES:

Sources of aggregates shall be selected well in advance of the time the materials are required to be delivered. The Contracting Officer shall direct the contractor to make appropriate test and other investigation as necessary to determine whether aggregates meeting requirements specified herein can be produced from proposed sources. If a sample of material from a new source fails to meet specification requirements, the material represented by the sample shall be replaced and the cost of testing the replaced sample shall be at the expense of the contractor. Approval of the source of the aggregate does not relieve the contractor of the responsibility for delivery at the job site of aggregates that meet the requirements specified herein.

5.4 AGGREGATE BASE:

All aggregates shall be clean and free from decomposed materials, organic material and other deleterious substances and shall be of such a nature that it can be compacted readily under water and rolling to form a firm stable base.

Course aggregate is materials retained on the No. 4 sieve; fine aggregate is material passing the No. 4 sieve; and supplemental fine aggregate is added fine material passing the No. 30 sieve. Unless otherwise specified in the special provisions, the aggregate grading shall conform to the following:

6 inch fractured drain rock

Vendor will supply a letter validating the correct size of drain rock aggregate. The POC will approve all drain rock aggregate sizes thru a visual inspection.

5.5 WATER CONTENT OF AGGREGATES:

Aggregate being delivered shall not have a moisture content that exceeds 5-7 percent.

5.7 PART III - EXECUTION:

5.8 DELIVERY, STORAGE, AND HANDLING OF MATERIALS:

5.9 DELIVERY:

Contractor shall deliver ¾” aggregate base, 1-1/2” Aggregate Base, 3” aggregate base and 6 inch fractured drain rock to the depot. All materials shall be delivered in bottom dumps unless otherwise specified prior to delivery by the Contracting Officer. All materials shall be wind rowed as directed by crews working on site. If other work at SIAD precludes the windrowing then mineral aggregates shall be delivered to the contractor site and stockpiled in such a manner as to preclude fracturing of aggregate particles, segregation, contamination, or intermingling of different materials in the stockpiles. The route of delivery shall be determined upon the source selected. Delivery through Sierra Army depot back gate will be allowed and will begin approximately 30 days after contract award. Delivery days will be Monday – Friday. The daily delivery quantity and delivery days may be adjusted by the government based on its ability to work the rock as it is delivered. These adjustments will only be done by the government.

(2) NOTE: There is no “expected” or “target” length of time for proposal submission; size and content may be factors, therefore offerors are strongly cautioned to submit their proposals allowing adequate time for submission.

(3) Solicitations may remain posted on the ASFI Open Solicitation Web page after the solicitation closes.

Even though the system will allow you to submit a proposal after the closing date/time, your proposal will be considered late and may not be considered for award.

(f) Security Note: If you choose to password-protect access to your bid/offer, you must provide the password to Sierra Army Depot at least ten days prior to the opening/closing date. (2) All applicable fill-in provisions. For solicitations issued on an SF 33, this would include Sections A, B, F, and K., For solicitations issued on an SF 1442, this would include Sections 00010 and 00600. For solicitations issued on an SF 1449, you must review the solicitation to ascertain where all of the required fill-ins are located since commercial acquisitions do not have designated sections.

(3) A statement of agreement to all the terms, conditions, and provisions of the solicitation.

(4) Any other information required by the solicitation.

(h) Please see FAR 14.406 for a description of the steps the Government shall take with regard to unreadable electronic bids received via the media described in paragraphs (b) above. See FAR 15.207(c) for a description of steps the government shall take with regard to unreadable proposals.

(i) Bidders/Offerors shall make every effort to ensure that their bid/proposal is virus-free. Bids/proposals (or portions thereof) submitted which DO reflect the presence of a virus, or which are otherwise rendered unreadable by damage in electronic transit, shall be treated as “unreadable” per paragraph (h) above. Use of any formats other than those listed above may result in the file being quarantined and will be considered by Sierra Army Depot to be “unreadable” files.

Note (Macros): The virus scanning software used by our e-mail systems cannot always distinguish a macro from a virus. Therefore, sending a macro embedded in an email message or an email attachment may cause the email bid/offer to be quarantined. In that event paragraph (g) above applies.
