Certain technical and administrative questions arise after the site visit:

1. What kind of roofing can we offer? Asbestos-free slate or tin roofing?

2. Since the sports hall is planned to have a new roof and insulation, the height of the roof will change, as well as the height of the building. How will this be resolved legally?

5. Where is the rainwater from the newly installed roofs supposed to go? The description provides for the installation of French drainage in the green areas, but according to the current situation, they include a children's playground. Should the dismantling and re-installation of the playground be considered? Maybe there is a possibility to lead the rain to the rain collection wells belonging to the city networks?

Certain technical and administrative questions arise after the site visit:

*Do we need to do geological survey ? Is there any existing geological survey ?

* Waterproofing and insulation – how deep it is necessary to dig up the foundations ? How deep the foundation wall needs to be insulated ? Insulation material – can it be PUR foam ?

* Schoolhouse roof – can the existing insulation layer be left on the roof ceiling ? And add an additional layer of insulation according to the requirements.

* Existing open cracks in the external walls and facades – whether and what we should consider in these positions ?

* Pavement width around the buildings perimeter - on site visit there was this information, that the surrounding area is probably inclined towards the building, so our limit of the job (1 m width pavement) will not give the desired waterproofing result. Which specific volumes of work should we consider in the proposal ?

* What specific permits and approvals we need to obtain in connection with the renovation of various buildings ?

10048022 Contracting Page 18 of 39 The Contract due date Comment Classification: Controlled Unclassified Information (CUI)

We have a remark about the schedule due date. In the Solicitation it is said that we have to complete the work within 455 days after NTP.

Please see following text under the topic "Schedule Assumptions.:

"For the purposes of evaluation under this factor, the Offeror should utilize the following assumptions: plan for a 455 calendar day construction duration, Offeror should use the dates of 30 March 2023 for award and 15 April 2023 for issuance of the NTP, and should prepare the schedule assuming that all base line items and options will be awarded on that date."

In Estonia there are four seasons and best seasons to build a roof and also to do drainage works (including exchanging insulation on the plinth) are end of spring till end of summer.

If we plan that NTP is on the 15.04.2023 and we must apply for building permit, then we assume that we will get all the permits and 100% Design ready by end of summer. That means next best time to build is in year 2024 spring-summer. But is you add 455 days to 15.04.2023, then due date for the work is 13.07.2024.

Our question is: Is there a possibility that the due date for this work would be 01.09.2024 = +50 days = 505 days from the NTP (assumed that the NTP is on 15th of April 2023).

On: Jan 03 2023.

Government Response. . Yes, the Government will change the period of performance to 505 days, given that this extended period will affect better offer pricing. Forthcoming amendment will be provided. On: Jan 04 2023 Current Request Status: Request Closed

10048092 Civil 2.10.1 STORM SYSTEM Comment Classification: Controlled Unclassified Information (CUI)

Storm water / drainage systems - There is no existing ponds/ditches having sufficiently low base level to lead drainage water there with natural slope (as drainage pipe will be located more than 3 meters below ground level). It means that the only way is to use pumping systems. Do we have to consider the drainage system with the pump? Or where do we have to lead drainage water?

On: Jan 03 2023.

Government Response. . See forthcoming amendment, which will clarify that a storm water pump may be required for the drainage system and which will provide minimum expectations for a storm water pump, if needed. The contractor shall design and construct the storm drainage system in accordance with the requirements stipulated in the statement of work, plus local codes and standards. On: Jan 06 2023

How deep do we need to excavate around the building perimeter?

SOW says that we have to assume demolition and replacement of 1 meter wide section around building perimeters. Same time SOW says that we have to excavate down to the foundation top and remove loose exterior plaster, dirt and loose mortar.

Example the "School Building" basement is about 3 meters high. It means that we have to dig ... 2...3m wide section ( depending on soil conditions) so that we would not have a dangerous situation with edges of the ditch.

SOW paragraphs 2.11 and 3.4.3.1.1.

On: Jan 03 2023.

Government Response. . See forthcoming amendment, which will edit the statement of work to clarify that the 1 meter wide excavation is meant as a minimum expectation for bidding purposes. The contractor shall design and construct the walls below grade in accordance with the requirements stipulated in the statement of work, plus local codes and standards. On: Jan 06 2023

1. In the paragraph and 3.4.3.1.1. there is written "Excavate walls below existing grade. Excavate down to foundation top and remove loose exterior plaster, dirt and loose mortar. Thoroughly clean exterior walls below grade with pressure cleaner. Allow walls to dry in accordance with manufacturer requirements. Provide fluid-applied monolithic membrane waterproofing on all existing concrete and masonry walls below grade.". There is mentioned many times "below grade". Does below grade mean below existing asphalt level? As the plinth (in Estonian sokkel) for some buildings is above the grade, then we see that for correct finishing we must also renovate some part of the exterior wall that is above the grade. May you please confirm? May you please send us pictures of the buildings with marked section till what line we have to renovate the exterior walls?

2. What do we do with the windows in the basement? Do we have to demolish them and fill the openings with masonry?

On: Jan 03 2023.

Government Response. . 1. Confirmed. "Below grade" in the statement of work means below the existing asphalt.

2. The contractor shall leave the existing windows in place. On: Jan 06 2023 Current Request Status: Request Closed

1. In paragraph 3.4.3.2.1. there is written: "Roof and wall insulation must be continuous to eliminate thermal breaks". Our question: Do we have to insulate walls? What is meant by this point? As much as we understand vertical insulation of walls is not considered to be in our scope.

2. In paragraph 3.4.3.2.1. there is written: "Metal roofs must have a 20 year warranty". Our question: Do we understand correctly that the metal roof material must have a 20 year warranty? Or do you mean that the whole roof as a construction (including work) must have a 20 year warranty? We have understood that the project has a 2-year warranty.

On: Jan 03 2023.

Government Response. . 1. See forthcoming amendment, which will clarify that this refers only to roof insulation and not wall insulation. See also paragraph 3.4.2.3 THERMAL INSULATION, 3.4.3.1.1 WALLS BELOW GRADE, and

3.4.3.1.2 EXTERIOR WALL INSULATION. The statement of work requires insulation in the exterior walls only below grade (not the walls above ground in contact with the roof). The contractor shall design and construct the insulation in accordance with the requirements stipulated in the statement of work, plus local codes and standards.

2. Confirmed. The metal roof must have a 20 year warranty in accordance with the Section 01 10 10 Statement of Work paragraph 3.4.3.2.1. The whole roof as a construction must have a 2 year warranty in accordance with the Warranty of Construction clause contained in the solicitation Section 00 73 00. On: Jan 06 2023

1. In paragraph 3.4.3.2.2 there is written "Provide roof overhangs a minimum of 600 mm from the face of exterior walls".

Do all the roofs must have a minimum of overhangs of 600 mm from the face of exterior walls? Example Gymnasium roof side and end walls need extra construction to have overhangs of 600 mm or more. Same questions about end walls of School building and Kindergarten, where existing overhang is much less than 60cm.

2. In paragraph 3.4.3.2.2 there is written "Enclose all eaves and overhangs with factory finished metal soffits". May you please provide an example of the product for metal soffits? In Estonia we usually build lower horizontal part of eaves and overhangs with wooden boards. As it is built previously for the School building and Kindergarten.

3. Do we have to build netting system on the eaves against insects and birds?

4. Do we have to renovate the canopies of the entrances? As well provide overhangs of 600 mm minimum?
