C.1.5 Scope of Work In order to control erosion within U.S. military facilities and/or to reduce the adverse effects of these erosive actions the military continuously performs erosion control measures throughout the training areas. In addition to general ongoing repair work, the military constructs features such as trafficable crossings, check dams, roadways and/or other erosion control measures along water courses. Check dams can be found in training areas and other military facilities that support training. Each year, ongoing maintenance is performed on these structures in order to assure their continued proper functioning. Beyond the upkeep of the existing erosion control structures, erosion problems along watercourses and other areas that erode as a result of adverse weather conditions and/or troop movement need to be re-stabilized on a periodic basis. Additionally, structures such as culverts and maneuver trails may need to be repaired when there are associated erosion problems.

These actions assist with carrying out a program of planning for, and the development of, maintenance, and coordination of natural resources related services. This includes fauna habitat improvements or modification, range (or training area) rehabilitation where necessary for support of protected species, and generally supporting the execution of the Integrated Natural Resources Management Plan (INRMP). This also includes prevention and control of invasive species in accordance with the INRMP and EO 13112, Invasive Species/ DoDI 4715.03 and

4150.07. Specific actions include the detection and response to eradicate or control populations of invasive species along with monitoring the results. More specifically, natural resources management actions include, but are not limited to, mapping of the occurrence of invasive species, repairing infrastructure that provides access to buildings housing threatened or endangered species, improving access to bat roosts, camera/monitoring systems , maintenance and installation of bird and bat nesting boxes, maintenance of historic orchards, collection of scions from historic fruit trees, and documentation of management actions. Any plan or project not directly connected with or necessary for the management of Host Nation designated areas of the European net “Natura 2000,” but likely to have a significant effect thereon, either individually or in combination with other plans or projects, shall be subject to appropriate assessment of its implication for the site in view of the site’s conservation objectives.

The Contractor shall furnish all personnel, materials, and services required to reduce erosion through the repair, maintenance, improvement or construction of control structures or protection of deteriorating terrain within areas used by the U.S. military in Host Nations. C.2.1 General Work Tasks under Anticipated Task Orders The following types of TOs have been identified for possible execution under this contract:

C.2.1.1 Preparation of Work Plans for Erosion Control Work Under an individual TO, the Contractor may be asked to develop a work plan. This work may include, but is not limited to, performance of a check dam and/or retention basin survey (determining the need for check dams/retention basins), design of check dams and/or retention basins, torrent structures, placement of pipelines, or any other erosion control measures deemed appropriate. The TO will specify work plan requirements, including the identification of sites to be evaluated, distribution of the document, format, etc.

C.2.1.2 Protecting/Preventing/Repairing Eroded (or Potentially Eroding) Areas Under an individual TO the Contractor may be required to correct or improve problem areas in the training areas where erosion has occurred or where there is danger that this could occur in the future. Actions that could be requested include re-contouring terrain through the movement of soil in or adjacent to the site or the addition of material supplied from off-site; compacting these areas; placing topsoil; and/or seeding. In areas where it has been determined that protection measures are required or where the existing measures have failed, the Contractor may also be required to install and secure erosion control mats, place quarry rock, or perform other erosion control measures deemed appropriate. Some repair of maneuver trails, service roads, and/or tank roads may be required in order to redirect vehicular traffic away from areas that are subject to erosion.

C.2.1.3 Repairing/Constructing Check Dams/Retention Basins/Dams Based on information obtained from the check dams, retention basins and/or dams survey (or from dam inspections) the Contractor may be requested to correct the identified deficiencies. This work could include erosion repair; re-contouring and strengthening areas where settlement has occurred; replacement of broken end culverts at check dam, retention basin, and/or dam structures; clearing clogged drainage pipes; removal of vegetation (small trees etc.); refilling holes created by small animals, training exercises, or any other repair work deemed appropriate. Shall the need be identified, new check dams, retention basin, and/or dams could be constructed under this contract. In this instance, soils investigations, physical testing and any design analysis required for this structure would typically be performed under a separate contract. Line items from this contract would then be used to construct the check dam, retention basin, and/or dams. Examples of typical check dams are included as Figures 1A and 1B.

C.2.1.4 Installing Simple Wooden Structures To restrict the flow of water the Contractor may be requested to install wooden control structures such as torrent structures. Example diagrams of torrent structures are attached as Figures 2A and 2B.

C.2.1.5 Cleaning Watercourses Work required of a Contractor under an individual TO could include the removal of sediment, debris, small trees, etc., along water courses (typically within 10-year high water limits) in order to assure the unimpeded flow of water.

C.2.1.6 Repair/Placement of Pipelines Short stretches of pipeline may need to be replaced or installed in order to direct water in a manner that will reduce erosive forces. This could include installation of pipelines under roadways. Typically, feasibility studies would not be included in this contract. This contract will only be used to install the desired structures.

C.2.1.7 Aerial and Ground Seeding In instances where large areas need to be seeded this may be accomplished through ground seeding or aerial seeding with an aircraft. Specific details regarding aerial seeding are included in Appendix A. Work required of an individual contractor would include the use of a plane to perform aerial seeding, to be priced on a per hour basis (flight time only), with a minimum of 3 hours usage per task to include flight time to and from a local airport.

C.2.1.8 Construction of Trafficable Crossings Trafficable crossings are constructed to provide accessible vehicular crossings of low areas, typically valleys.

C.-2.1.9 Dust Control Measures The Contractor shall apply dust control in areas specified under an individual T.O. The application of dust control chemicals is performed to reduce the raising of dust along roads, thereby reducing potential for decreased visibility of military vehicles.

C.2.1.10 Repair of Maneuver Trails, Access and Maintenance Roads, and Tanks Trails This contract may be used to construct maneuver trails. Maneuver trails are typically 3-6m in width, topped with limestone gravel and considered, if not temporary, certainly ephemeral in that when no longer required, they are no longer maintained. Maneuver trails are constructed to control the movement of traffic to reduce erosion within the training area.

C.2.1.11 Repair of Sinkholes This contract may be used to repair sinkholes. Repair of sinkholes is performed to eliminate safety hazards.

Sinkholes may develop during heavy rain events or for other reasons. Repair work may include, but is not limited to:

Replacement of failing standpipe(s) of a check dam Repair of eroded ditch(s) Removing vegetation Creating slopes Creating Berms Repair of gullies Removal of soil Backfilling Placement of rock dams Construction of a ditch Sludge removal

C.2.1.12 Brush Clearing/Tree Pruning for Threatened and Endangered Species (TES) Maintenance and to Meet Training Requirements This contract may be used to provide selective management of certain plant species to aid in erosion control and soldier safety. Certain invasive plants either out-compete or inhibit the growth of native herbaceous plants that are beneficial in helping to control soil erosion. Other invasive plants may pose severe safety threats to those using the training area and must be removed in a timely basis.

C.2.1.13 Survey Work This contract may be used to perform vertical control surveying work and topographical surveys. Vertical control surveys are performed to ensure that construction or repair work on culverts and torrent control structures are at the correct height and that water flow upstream and downstream of these structures is satisfactory. Topographic surveys may be performed at existing check dams to evaluate the retention capacity of those structures for further analysis.

C.2.1.14 UXO Survey and Identification Using Magnetometer Sweep and Removal of Located UXO. In support of the other types of work listed, this contract may be used to perform unexploded ordinances (UXO) survey and identification using a magnetometer sweep. This includes labor for the equipment operator, all mobilization and demobilization. costs, and use of UXO survey equipment. The equipment shall have a minimum depth sensitivity of 3 meters for all soil types. Additionally, the contract may be used to remove identified UXO and general scrap metal up to 200 cm in depth. This includes all labor, job site equipment (detection devices, cutting devices, small wheel loader, truck, all-terrain vehicles, and other auxiliary and operating resources), storage (if needed), disposal and/or destruction of UXO materials (including with explosives if necessary). Also, required is the opening of the cleared area with a final clearance report and a quality inspection by a US Explosives Safety personnel.

C.2.1.15 Develop Land Rehabilitation and Maintenance (LRAM) Plans. LRAM is a preventive and corrective land rehabilitation and maintenance program that reduces the long-term impacts of training and testing on installation lands. LRAM primary function is to maintain land to ensure its accessibility, capacity and capability to support the training mission. It mitigates mission and training and testing effects by combining preventive and corrective land rehabilitation, repair, and/or maintenance Best Management Practices to reduce the impacts of training and testing on an installation. It includes training area redesign and/or reconfiguration to meet training requirements and must always be completed in coordination with the local Integrated Training Area Management (ITAM) program.

C.2.1.16 GIS Mapping and Database Development. Prepare and develop GIS resources that are related to the specific task order requirements such as recording locations and results of resource surveys, repair actions and vegetation clearing.

C.2.1.17 Natural Resources Management Actions. This also includes prevention and control of invasive species in accordance with the INRMP and EO 13112, Invasive Species/ DoDI 4715.03 and 4150.07. Specific actions include the detection and response to eradicate or control populations of invasive species along with monitoring the results. More specifically, natural resources management actions include, but are not limited to:

Using a global positioning system (GPS) with sub-meter accuracy, conduct mapping of the occurrence of invasive species. This effort shall also provide geographical representations of invasive species control efforts that may be tracked over time as part of an overall invasive species monitoring program. The Contractor shall follow the most current Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE). The latest data management requirements within the Department of Defense dictate that geospatial data included in projects deliverables is standardized to insure compatibility with GIS and CADD systems. This includes data used for both military operations and public works. All geospatial data submitted as part of a U.S. government contract must be compatible with the SDSFIE, formerly known as the Tri-Service Spatial Data Standards, as well as all applicable Federal Geographic Data Committee (FGDC) standards.

SDSFIE terminology shall correspond to ESRI terminology using the following format:

Entity Set = geodatabase --- eg.<buildings.gdb> Feature Data Set = ‘feature data set’ (ESRI)-----------------eg.<buildings> Feature Class Name = ‘feature class’ (ESRI)------------eg.<structure_existing_site>

There may be circumstances in which SDSFIE and/or FGDC compliance cannot be maintained. In such circumstances, proposed deviations from the standard must be communicated by the contractor and reviewed by the government.

Several protected bat species inhabit buildings in historic villages in training areas. In order to maintain the buildings as suitable habitat for bats minor improvements or repairs to the buildings are required. This effort includes providing improved or maintaining access for personnel by installing or repairing infrastructure that provides access to the building. This may include such items as a removable ladder and platform, steps into the building, or doors. Also, gaps in wooden window frames shall be sealed and owl ingress prevention devices shall be maintained or installed.

Access to and from a cellar locations is required to maintain bat roost habitat. Efforts include, but are not limited to: stone-in-concrete repairs of existing walls and loose stones at entrance areas to the bat roosts, using a mini excavator that is able to access the cellars (e.g., able to move over rough terrain) along with the use of a conveyor belt to transport debris out of the target cellar, after access is acquired, the existing cellar location will be repaired, if required, by repairing masonry work with existing original stone material (“Bruchsteine”) and removing loose material and fixing/renewing failing or missing joints.

Improving access to bat roosts for bats by cleaning existing trenches using equipment or cleaning by hand.

This effort also includes profiling the existing ditch/depression so that water is directed from the cellar sites to ensure dry conditions of cellar floor.

Various types of camera/monitoring systems are used to monitor TES species and their habitats. As described within an individual Task Order, specified monitoring equipment will be procured by the Contractor and installed at designated location(s). Examples include, but are not limited to; remotely controlled video cameras, scouting/trail/game cameras, and associated power supplies and data storage devices. Additionally, this equipment shall be maintained as described within an individual Task Order.

This effort may include maintaining the camera devices, the solar panels, the battery banks, the wiring associated with the system and any other electronic equipment and associated mounting or housing for the system. Downloading and providing data to the appropriate point of contact designated within the individual Task Order may also be required.

As described within an individual Task Order, bird and bat nesting boxes will be inspected for appropriate maintenance actions. Appropriate maintenance actions includes cleaning out and, if required, repairing the boxes. Some boxes will not be repairable and will require replacement. Separate CLINs will be utilized to replace and install boxes. At each box site, the number of and species of animal using that box will be recorded.

Maintenance of historic orchards is required to maintain specific varieties of fruit trees. Within individual

Task Order, specified orchards will require the following efforts: mowing of open areas within the orchards to reduce grasses and weeds; pruning of individual trees (may be designated within the Task Order to prune in manner to obtain viable tree scions) and watering stressed or newly planted trees.

Collection of scions from historic fruit trees is required to maintain certain historic fruit tree varieties. Older aged trees are pruned in manner to encourage viable scions for future collections. The scions from these trees will be removed by a senior biologist (botanist preferred). Before scions are collected, the senior biologist shall coordinate the selection of which trees will have scions removed with the appropriate personnel at the garrison environmental office. After the scions are collected they will prepare the scions for transport and storage and then provided to the tree nursery.

Documentation of management actions taken using a GPS and providing digital maps and a report of all work completed along with recommendations of work to be completed in the future as a result of the present management actions (employing adaptive management).

C.3 TASK ORDER EXECUTION

C.3.1 Request for Proposal (RFP) As each project is identified for execution under this contract, the Contractor will be notified by an RFP letter. Each RFP letter will contain the project title, project location, scope of work, and schedule for submittal of Contractor’s proposal for that TO.

C.3.2 Task Order Scopes of Work An RFP under this contract will include a site or project specific scope of work. Scopes will vary in detail but will provide an adequate description of the actual services required to allow suitable negotiations. Typically the individual TO will provide the Contractor with the location, description of work, and schedule of execution. When applicable, the quantities of a particular item that is required will be stated. As attachments to the scope, the Government will provide, as necessary, a map showing the location of the required work, access route to that work, any drawing details which further clarify the work effort and any additional applicable project background information.

C.3.3 Task Order Requirements Additional specific requirements will be identified with the RFP and the related site-specific scope of work. Some of the more common requirements are discussed below:

Time Schedule: The Contractor shall be required to commence work required by a TO within the time specified on that TO. The Contractor shall perform the work and complete the entire project not later than the completion time specified in the TO. Any order issued during the effective period of this contract and not completed within that time period (i.e., prior to expiration of the base or option year of the contract) shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the effective period of the contract.

Approvals: As required under the TO, the Contractor shall receive approval from the Contracting Officer or Contracting Officer’s Representative (COR) on all site specific plans (such as work plans) prior to initiating any on-site activity and prior to any new/next phase of planned or scheduled work.

Price Proposals: The Contractor shall be required to propose a price for each TO. Instructions pertaining to the required level of detail will be stipulated in each TO RFP. The Contractor is reminded that, in accordance with FAR 52.215-20, the Contracting Officer may require additional Other than Cost and Pricing Data to support analysis as required to determine a price fair and reasonable in accordance with

FAR 15.403-1..

Notifications: The Contractor is reminded that neither it nor any of its sub-contractors are to accept direction or to proceed with any activity that is outside the scope of any particular TO without the written authority of the Contracting Officer. Upon completion of a TO, the Contractor shall notify the Contracting Officer or COR.

Limitations: Frequency and magnitude of TOs are limited in accordance with FAR 52.216-19, although the Government may exceed the stated minimum/maximum task order limitation upon mutual agreement of all parties. Other than this, there is no limit to the number and size of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations. If, due to the scheduling needs, the Contractor has multiple TOs underway simultaneously; the Contractor shall complete all orders within the schedule allowed. The Government reserves the right to divert the Contractor to work on TOs of higher priority. In such cases, time extensions will be granted for completion of TOs that have been delayed because of Government actions.

C.3.4 Performance Standards Performance standards will be identified for each TO and shall be specific to the type of work being executed under that TO.

C.4 GENERAL REQUIREMENTS

C.4.1 Point of Contact The Government will name a point of contact (POC) at the award of a TO. The Contractor shall supply a single point of contact for this contract upon award of the base contract.
