| TURKEY JOC QUESTIONS |
| For a JOC in Turkey, the Government may will incorporate a Unit Price Book (UPB) that will dictate the prices for all projects under the JOC. The Government intends to utilize a German UPB for this purpose. The German UPB is provided via attachment to this announcement. The German UPB is a compilation of construction-related tasks specifically tailored for the European community and is based on the Deutsche Institut für Normung (German Institute for Standardization – DIN) standards from the years 2011-2014. This UPB contains thousands of pre-priced line items, and the Offerors will propose a coefficient for Pre-priced Items in the UPB. The coefficient will be applied to the pre-priced line items totals and will account for all overhead, management/supervision, profit, etc. The coefficient can be negative (a discount off the pre-priced items) or positive (a premium on top of the pre-priced items). |
Do you see a need for a separate coefficient for work outside normal hours?
1. Do you see any concerns with utilizing the German UPB as described above (and provided via attachment) under a JOC in Turkey? If so, do you have recommendations of how the JOC can be re-designed to mitigate your concerns?
| 2. Do you know of any alternatives to the German UPB as described above (and provided via attachment) that would be suitable for a JOC in Turkey? For example: | |

3. Are there significant circumstances that impact your application of overhead expenses and profit on material costs vs. on labor costs? For a JOC, does it make sense to have a separate coefficient for Material/Equipment and another for Labor? For example: Material and Equipment 1.01; Labor 0.36
4. The Government intends to issue a JOC that will cover work across the entire country of Turkey. However the majority of the work will be done in Incirlik and Ankara. Please answer the following for each location.
