The A-E shall furnish all labor, management, investigations, studies, travel, facilities, supplies, equipment, and materials to perform the required services. The A-E is responsible for determining what disciplines and skill sets are required for accomplishing the work under this SOW and form a team accordingly. The A-E shall accomplish the required services and furnish to the Government reports and other data together with supporting material developed during the period of service as set forth herein. During the execution of work, the A-E shall provide adequate supervision and quality control to assure the accuracy, quality, timeliness and completeness of the work.

1.1 Objective

Develop multiple design packages, in stages, to 100%, to then enable the Government to put in place multiple contracts for construction of the project. In addition to design, responses to requests for information during construction contract solicitation, participation in pre-proposal site visits and support during construction (optional item) are to be provided. The overall project is to follow a Design-Bid-Build process. Based on the Project Definition Report (Draft Submittal, May 2017, European Reassurance Initiative Army Prepositioned Stocks and Maintenance Complex), the Government plans to design and construct the APS and MSA. The overarching requirement is to deliver a 100% design package for the project, containing all the necessary documentation required for solicitation for construction under a Design-Bid-Build Contract methodology, fully approved by all relevant National, and Customer entities, and with all necessary permits acquired to start construction.

1.2 Requirements

• This Contract includes preparation of 100% design documents adequate to construct complete and usable facilities as outlined in this SOW and attachments.

• The A-E Contractor shall coordinate all design documents with the Project Design Team (PDT), Installation personnel, and local utility providers, as necessary.

• All geotechnical investigation, topographic survey, UXO survey and design requirements shall be provided by the A-E.

• The Construction Cost Estimate/Current Working Estimate shall be provided by the A-E.

• The statutory limitation for basic A-E design services is 6% of the Construction Cost Limitation.

Non-design services are not subject to this limitation. As such, the proposal will be evaluated per requirements of the Brooks Act.

• A-E fee proposals must be clearly delineated between design and non-design.
