2. Paragraph 9.b of the solicitation gives an email address for sending the SF330. Since you require hard copies be delivered on January 12 at 16:00 why do you offer the possibility of emailing the

SF330?

The SF330 submissions should be sent as a hard copy which will include two printed copies of the SF330 submission and one electronic copy (CD/DVD). The hard copies should be submitted to the following addresses:

For U.S. Military postal service:

Commander U.S. Army Corps of Engineers, Europe District ATTN: CENAU-CT (Hale) CMR 410, Box 7

APO AE 09049

For German postal service:

U.S. Army Corps of Engineers, Europe District ATTN: CENAU-CT (Box 7/Hale) Konrad-Adenauer-Ring 39 65187 Wiesbaden, Germany

3. Is it possible to email the Management Plan?

See answer above.

4. Is there a maximum number of pages for the Management Plan?

The Management Plan does not have a specific page limit; however Part I of the SF330 has an overall page limit of 75.

5. In paragraph 8 you state that "The SF 330 Part I shall not exceed 75 pages (8.5-in x 11-in or A4), including no more than 20 pages for Section H. The Government will stop evaluating proposals on page 75 for the SF 330 Part I and page 20 for Section H." Please clarify the total allowable length of Part I to include Section H. Is it 75 pages or 95 pages?

The total amount of pages allowed is 75 for Part I. Section H is a part of Part I but also has its own stand-alone page limit of 20.

6. Is there a maximum number of pages for Part II of the SF330?

There is not a page limit for Part II of the SF330. However as stated in the SF330, “Part II must show only the office or offices that are intended to have a key role in the contract”.

7. Our company is part owner of a number of companies that form the AE design team for this proposal. Most of these companies are located at the company headquarters and have the same mailing address. They are actually companies within the company. Should these companies be indicated as subcontractors or branch offices on the SF330 Part I? Should each of these companies complete a separate SF330 Part II? Do you require a separate letter of commitment for each of these companies?

If a company has a different name then the prime offeror then a separate SF 330 is required. All companies that are no listed as a Joint Venture (JV) needs to be listed as a subcontractor. A letter of commitment will be required for each company that the prime offeror will be utilizing.

8. Is this a follow-up to W912GB-17-X-0018?

Yes, W912GB-17-X-0018 was the Sources Sought posting for this requirement and W912GB-17- R-0022 is the Synopsis (Solicitation).

9. This appears to be a solicitation but you have indicated it as a pre-solicitation (see Notice Type on first page). Is this the actual solicitation?

Yes, this is the Synopsis (Solicitation).

10. The Italy A&E Services solicitation includes the following statement about volumes. “8. d) each volume shall contain a Table of Contents and include at the bottom left side of each page the volume and page number.” Can you confirm the use of "volume" indicates there is more than one volume, possibly SF330 Part I and Part II?

SF330 Part I is a volume and SF330 Part II is a volume.

11. Will the table of contents be counted as part of the page count limitations?

The table of contents will NOT be counted against the page count limitations.

12. The solicitation indicates each factor should be tabbed. Does the use of the word "volume" indicate each volume should be separately bound or just tabbed?

The volumes (Part I and Part II) do not need to be separately bound but they need to be tabbed for each of their separate sections within Part I and Part II.

13. The solicitation instructs offerors to include a "self-declaration" in accordance with DPR

445/2000 with our price proposal. However, since this is an SF330 submittal, no pricing is required at this time. Does the government intend for offerors to include the anti-mafia self-declaration with our SF 330 submittal, or is it to be submitted at the time of contract negotiations/award?

14. Solicitation section 8.d reads “Each volume shall contain a Table of Contents and include at the bottom left side of each page the volume and page number.” Since this is an SF 330, and not a multi-volume submittal, does the government intend for offerors to include a table of contents for SF 330 Parts I and II?

Yes, please include a table of contents for SF330 Part I and Part II.

15. Paragraph 8. SUBMISSION REQUIREMENTS (page 5) lists: “Submission: A-E Firms that have the capability to perform this work are invited to submit two printed copies and one electronic copy (CD, DVD or email) of Standard Form 330 for the proposed team (…) to the address below not later than the closing date of this announcement (located in paragraph 10, Due Date and Time). Para f) clarifies that “Offerors shall submit a CD or digital copy which may be emailed to cenau.proposal@usace.army.mil and bjorn.t.hale2@usace.army.mil <mailto:bjorn.t.hale2@usace.army.mil> ” Would you please confirm if the submittal is require in printed copies (as per para 8) or in electronic format?

The SF330 submissions should be sent as a hard copy which will include two printed copies of the SF330 submission and one electronic copy (CD/DVD). The hard copies should be submitted to the following addresses:

For U.S. Military postal service:

U.S. Army Corps of Engineers, Europe District ATTN: CENAU-CT (Hale) CMR 410, Box 7

APO AE 09049

For German postal service:

16. Para 13. LOCAL CLAUSES (Pre-Qualification, pages 9-10) requires that the Contractor shall submit: a) self-certification per Art. 75 of DPR 554/99, and b) a "Certificato d' Iscrizione al Casellario Giudiziale" for each member of the company as well as a "Documento Unico di Regolaritá Contributiva" pursuant to Art. 2 of Legislative Decree n.210/2002 converted into law

n. 266/2002. At the end of the last paragraph it also lists: “This documentation is to be included in your Price Proposal”. Usually the above mentioned documents specified in point a) and b) are required to be submitted from Construction Contractor, but are not required from A-E firms. It is also proved by the last row of the solicitation bid which clarifies on page 10: “This documentation is to be included in your Price Proposal”, since no price proposal is required for this solicitation.

Would you please double check and confirm if the A-E firm is required to submit:

a. The self-certification per Art. 75 of DPR 554/99;

b. The “Certificato d’Iscrizione al Casellario Giudiziale” for each OWNER of the firms

c. The "Documento Unico di Regolaritá Contributiva”

17. Para 6.c. regarding past performance: are both the PPIRS/CPARS and PPQs to be submitted for each project, or is one or the other sufficient?

One, either the PPQ or PPIRS/CPARS is sufficient. The Government will review PPIRS/CPARS for all relevant past performance by submitting firms.

18. Para 8. d: what are the separate volumes, and should a separate cover sheet and table of contents be provided for each? Does the cover sheet and table of contents count for the total number of pages?

Please see responses to questions 10, 11, and 14.

19. Para 13. regarding local clauses: how and when should the antimafia self declaration be provided, as this soliciation has referenced that it should be included along with the price proposal. In addition, shall the Documento Unico di Regolarità Contributiva and the Certificato d'Iscrizione al Casellario Giudiziale be presented now, or attached to the price proposal?

20. If a sources sought was presented on the pre-solicitation, can additional subcontractors still be added for this solicitation?

Yes, the sources sought is a separate document. Please submit the total sub-contractors that will be included in this requirement when responding to W912GB-17-R-0022.

21. In the recent RFP for General AE Services IDIQ – Italy (W912GB-17-R-0022) it states “The Offeror shall submit a maximum of six projects total, all six projects must be completed within the last six years”. Would it be possible to use projects that are slightly older than that? In the original sources sought solicitation it we were allowed to include comparable work performed within the past ten (10) years. We have a very relevant project in Italy that we would like to include but it was performed a little over 7 years ago.

All submitted projects will have to fall within the last six years.

22. RFP Section 6 (c) requires that ACASS, PPQ and other past performance forms be submitted for each of the six (6) projects as part of the AE’s Factor A: Specialized Experience and Technical Competence. Factor A is traditionally addressed in Section H of the SF330. However, RFP Section 8 states that Section H is limited to 20 pages. Given that traditional ACASS are 3 pages, these would occupy 18 of the 20 page limit. Can the ACASS and PPQ be excluded from the Section H page count?

Yes ACASS and PPQ will not be included in the 20 page limit for Section H.

23. RFP Section 8 Submission states that “Each side of a sheet of paper is a page.” What is the proposal is only printed on one side of each sheet? Would that be considered 1 or 2 pages. Could the RFP be reworded to read: Each printed side of a sheet of paper is a page”?

If content of the proposal is printed on only one side of a sheet, then it is considered only one page. If content is printed on each side of a sheet, then each side will be counted as a separate page.
