--END OF PERFORMANCE WORK STATEMENT--
INSTRUCTIONS
Basis for Award:
This is a competitive acquisition for the award of a FIRM FIXED PRICE contract. A single award will be made from this solicitation. The Government intends to evaluate offers without discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and Past Performance standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Do not assume offerors will be contacted or afforded an opportunity to clarify, discuss, or revise their quotations.
Unless all offers are rejected, award will be made to the contractor who meets all solicitation requirements, conforms to all required terms, including all required submissions, has satisfactory Past Performance, can start work on 29 March 2016, and has the lowest overall price (total bottom line price of base Labor Hours rates, plus all options Labor Hours rates).
The following submittals are required to be considered for award. Lack of any one of the required submittals may be grounds for rejection of offer.
a) 52.212-3 Offeror Representations and Certification--Commercial Items
b) Factor 1: Technical Capability. Submission of a narrative (not-to-exceed one page) of how the offeror intends to complete the work set forth by the Performance Work Statement (e.g. including manpower, organizational structure, experience, etc.).
“PASS”- The offeror’s capability to complete the work set forth by the Performance Work Statement is acceptable. The offeror has the experience and necessary staffing available to perform satisfactorily or better. There is at least a satisfactory probability of meeting requirements with little risk.
“FAIL”- The offeror’s capability provides some doubt that the offeror can successfully perform the work set forth by the Performance Work Statement (e.g. the offeror did not include the necessary manpower, organizational structure, or experience to perform on this contract). There is doubtful probability of meeting requirements without a moderate or high risk rating.
c) Factor 2: Past Performance. Submission of three (3) Past Performance Questionnaires for like or similar services required by this solicitation. Questionnaires attached to this solicitation are to be utilized to fulfill this submission requirement. Any submission(s) in excess of this stated limit will be excluded by the Government. If the offeror possesses no relevant past performance, it should affirmatively state this fact. The Government will call references and ask questions pertaining to performance service levels.
The offeror has both the duty and discretion to determine which of its prior contracts are most relevant to the currently described requirements. The Government reserves the right to contact additional references to discuss currency and relevancy and ask questions pertaining to the offeror’s performance service levels, use other information such as, personal knowledge, and the Government-wide Past Performance Information Retrieval System (PPIRS), etc., in its past performance assessment under this factor.
Past Performance will be evaluated based on an assessment of the performance risk demonstrated on previous, recent, and relevant contracts to determine each offeror’s likelihood of success in performing the requirements stated in the solicitation. Basis for acceptability shall be relied upon the receipt of a “Pass” rating by the contents contained in the Past Performance Questionnaires. Failure to submit past performance information shall be considered certification (by signature on the offer) that the offeror has no past performance for like or similar items for the Government to evaluate.
“PASS”- The offeror’s past performance information collected confirm that prior customers are fully satisfied with the offeror’s past performance of similar work. There is at least a satisfactory probability of meeting requirements with little risk.
“FAIL”- The offeror’s past performance information collected provide some doubt that the offeror has successfully performed similar work. The Contractor personnel shall be responsible solely to the Contractor, who, in turn, shall be accountable to the Government.
b. The Government shall not exercise any supervision or control over Contractor personnel performing services under this contract. No employee shall be permitted on the installation when such a check reveals that his presence would be detrimental to the security of the installation or accomplishment of work.
When directed by the Contracting Officer, the Contractor shall remove any employee from an assignment to perform services under this contract for reasons of misconduct or breaches of security in connection with his or her employment or any employee determined otherwise objectional by the Contracting Officer.
