Question 1: Reference: Solicitation Factor 3 Management Approach subparagraph 4, pg. 15. The requirement states that the Management Approach for task order completion should demonstrate: Obtaining and providing proof of Defense Base Act (DBA) insurance and Bank Letter of Guarantee (BLG). Is DBA insurance required in the proposal for Phase I or just the process for how we will obtain DBA? 1.2. Is a BLG required in the proposal for Phase I or just the process for how we will obtain a BLG?

Answer 1: It is NOT required to provide DBA insurance and a BLG as part of your Phase I proposal.

Rather, subparagraph 4 on page 15 is asking to demonstrate the process of how you would obtain DBA Insurance and a BLG when awarded a task order.

Question 2: For this MATOC effort, is it acceptable to submit a proposal as a prime contractor and to participate as a key-subcontractor in a competitor's proposal?

Answer 2: Yes. However, if the competitor’s proposal leads to the award of a contract, with you as the key-subcontractor, your firm will be precluded from being a awarded a contract as a prime contractor.

Question 3: Reference: Factor 3, Management Approach, Solicitation page 15, par. 3 requires: "The Offeror's plan for management (...) and letters of commitments from additional personnel required to meet the minimum standards of the contract..." 3.1. Please specify if letters of commitment are required for key personnel that will be involved in the project and that is currently an employee in the contractor's company. 3.2. Please specify if a letter of commitment is needed to be attached for a key subcontractor whose Experience and PPQ will not be part of the 5 projects to be evaluated. 3.3. Please specify if a letter of commitment is needed to be attached for licensed designer appointed for this MATOC effort.

Answer 3:

a. 3.1 – Letters of commitment are NOT required for key personnel who are employees within the Offeror’s company.

b. 3.2 – Letter of commitment is NOT required for a key subcontractor whose experience and PPQ will not be part of the 5 projects to be evaluated in Phase I.

c. 3.3 – Although a letter of commitment isn’t specifically required, there are multiple requirements per page 15 “Factor 4 – Design Capability” which are to be met as part of Phase

II.

Question 4: MATOC Armenia solicitation procedure time frame: 4.1. Please specify what is the expected period for PHASE I proposals evaluation. 4.2. When PHASE II Solicitation is expected to be issued? 4.3 What is the estimated period for first Task Order issuance after award?

Answer 4: Expected period for Phase I proposal evaluation and issuance of Phase II solicitation cannot be specified at this time. However, the contracts are slated to be awarded in fiscal year 2016. An estimated period for the first task order cannot be determined at this time.

Question 5: Under Para 5. PROPOSAL FORMAT (page 11 and 12 of 167), please confirm that Phase I (Factors 1, 2 and 3) and Phase II (Volumes I and II) are both to be received by the Government “by the date and time indicated on the SF1442.”

Answer 5: By the date and time specified on this SF1442 amendment, Offerors shall submit the Phase I (Factors 1, 2, and 3) proposal. Phase II proposals will be due at a later date for the Offerors who advance to Phase II.

Question 6: Section 13.A. of the SF1442 states that “Sealed offers in original and 2 copies to perform the work required are due at the place specified in Item 8 by local time.” Page 12 of the RFP asks for 1 Original and 4 Copies. Please specify how many copies are required.
