RFP No. W912GB-16-R-0014 FY16 Italy MATOC

Pre-Solicitation Responses to Questions

Q# Question Response** 1 With reference to the PreSolicitation dated 19 November- Qualification submission, point 1, states:

“1. A description of the teaming arrangement, as applicable, demonstrating how the potential Offeror and their proposed team meet the qualification requirements. List all firms, to include sub-contractors, that contribute toward satisfying the stated Societa Organismi D'Attestazione (S.O.A.) requirements and how the firm(s) contribute to the satisfaction of the requirement.”

The teaming agreement refers to satisfying the SOA requirements. At this phase of the solicitation is an agreement with our design firm also required?

You are required to ensure your firm satisfies the S.O.A. requirements. If your subContractors assist your firm in meeting the minimum requirements of S.O.A., clearly indicate which firms contribute toward satisfying the S.O.A. requirements.

2 Presolicitation synopsis notes that “all interested firms are required to submit … documentation to assist in the determination of their status as a qualified contractor”.

Firms working in several European Countries may qualify on all items, except the Italian DURC (Documento Unico di Regolaritá Contributiva) at this point in time, a certification that proofs that all social contributions were regularly paid in Italy. However, if the financial activities of a firm are currently determined to be in another European country for fiscal reasons, an equivalent status confirmation report could easily be provided by another European Agency, but not the Italian DURC. The DURC can only certify the Italian activity status, but not one of a neighboring country. Of course, if prequalified, it would be easy to activate the accounting in Italy and to provide a DURC in Italy with regard to the upcoming solicitation.

As this solicitation is open for all bidders that are able to do business in Italy, we hereby request that at the end of item 4 b) “comply by providing a ….converted into law .

266/2002.”….will be added „or an equivalent certification according to local European laws”.

Europe equivalents are not acceptable as Italian certificates are required.

3 Clause 52.225-4002, at the very end of the paragraph it says that it should be submitted with the price proposal. Does this mean that we do not need to submit it as part of the pre-qualification effort?

The documentation required by #6 is also due on the same date/time as the other questions #1-5. We will accept electronic submissions for the pre-solicitation, but require hard copies with the actual proposal.

Q# Question Response** 4 Can we submit the self-certifying the attainment of Article 38 De Lise Code on Italian language?

If the self-certification is not in English, an English translation is required to accompany the submission.
