SECTION 01 00 00 - GENERAL REQUIREMENTS

The following have been added by full text:

AMENDMENT 0001 RFIS

W912GB-15-R-0033 SHAPE International School RFI Questions and Answers

Q1: Considering two contractually separable Tasks have been joined to form one contract and execution of these tasks will not be performed simultaneously but consecutively with a gap in between, would it be possible to arrange the amounts of Performance (or Bid) Bonds to cover the costs of each Task separately for the related durations and then be reduced after turnover of each independent phase so that the related bond of the Task2 is to be delivered before commencing the second phase? This would reduce the costs of performance bond without any risk to the USG and will be beneficial to the budget of the project for all parties. We believe it is avoidable to face with the big cost in the case of a single performance bond for the entire contract for a very long duration.

A1: The Government is not able to accommodate this request. The Big Guarantee should be in accordance with FAR clauses 52.228-1 “Bid guarantee”, 52.228-2 “Additional Bond Security”, 52.228-11 “Pledge of Assets”, 52.228-12 “Prospective Subcontractor Requests for Bonds” and 52.2118-15 “Performance and Payment Bonds – Construction”.

Q2: As discussed in the Pre-Proposal Meetings, would it be possible to arrange the timeframe of Task1 to be in accordance with the end of school season when issuing the NTP? Otherwise, the pre-determined 30 days of gap between two phases may need to be extended afterwards which will cost to the USG.

A2: Task1 period of performance is fixed. NTP will be issued no later than 30-days after contract award. If contract delays occur during Task1, acceptance of Task1 can only occur during the months of December, April, June, July or August. Task2 will commence 30-days after final acceptance of Task1.

Q3: We understood that there shall be a full time SSHO on site and additionally a third party safety coordinator on site according to European law. Please confirm.

A3: We Confirm.

Q4: What is the general warranty period for this project. Please inform.

A4: Please refer to the Technical Specifications Volume I for General Warranty information and special warranties on specific items and FAR 52.246-21 Warranty of Construction Alt I.

Q5: Please provide DWG or DXF-files of the design drawings. This will allow faster measurements in the short bidding phase.

A5: DWG are provided via email from SAFE

Q6: As all Banks and Insurances request a fixed amount for a Bank Letter of Assurance (BLA) and as the issuance of a BLA requires 7 to 10 days after the value of the proposal is finalized we request the following: Please incorporate a general minimum amount in EURO into the Bank Letter of Assurance (BLA) like for example “10% of EUR XX.000.000,00” which has to be followed by all competitors. Please provide a changed BLA with a fixed EUR amount.

A6: The BLA shall be issued for 10% of the value of the proposal Q7: During the Pre-Proposal Conference it was mentioned that the Government will provide a Time Schedule with School Vacations for the next two years. If possible, please provide the School Schedule with vacations and quiet days during testing for the next 3 years.

A7: SHAPE International School published the annual schedule in April for the following year.

Attached are the 2015-2016 schedules. Dates can be approximated for future years.

Q8: During the Pre-Proposal Conference it was mentioned that the Government will provide the shown drawing of laydown areas to the participants. Please provide this drawing.

A8: Please find attached the Technical Arrangement SIS Construction Project file which outlines the proposed laydown areas.

Q9: Please provide a definitive amount for the BLA to be provided with our proposal. We suggest the amount of € 500.000,-, as it was given in solicitations for SATCOM and NETCOM projects. So we can get the BLA from our bank in time.

A9: The amount of the BLA will be based on 10% of the total amount proposed.

Q10: Which format or proof do you expect for the Letters of compliance with Articles 16 and 17 of Belgian Decree 8 Jan 1996? In a JV is this letter required from all partners of the JV or just one?

A10: We require a copy of the JV agreement. Letters of commitment are required for subcontractors.

Q11: Going through the specification for the above mentioned solicitation we found following items need further information for a better understanding of the content/scope:

10.16.11 - Interior sunscreen blinds with horizontal blades in aluminum

These sunscreens appear in some sections, do they have to be provided for all windows?

A11: The interior sunscreens are shown on the sections and the exterior elevations with the symbol "SU". The interior sunscreens will have to be provided for all classrooms, offices, science classrooms etc.

Q12: Do they have to be provided on the inside of the curtain walls? (All or some of them?)

A12:

Regarding these two items we made the following assumptions , could you confirm/correct?
