If submitting as a joint venture, the joint venture entity must be registered in SAM prior to receiving an award. (See Section 00600 of the Solicitation, CCR Instructions)
Evaluation Factors for Award
The source selection process will use a two-step Phase selection approach as authorized under 10 U.S.C. 2305a.
The first Phase of the selection process will determine if the contractor meets the minimum qualifications outlined in the solicitation. If a contractor’s proposal is considered among the highly qualified in Phase I, they will be required to submit additional information for Phase II for evaluation.
Phase I
1. Evaluation Factors:
The following factors will be considered in evaluating the proposals:
a. Factor One (1) - Experience
b. Factor Two (2) - Past Performance
c. Factor Three (3) - Management Approach
The SSA will use the consensus ratings from the evaluation of the Phase I proposal submittals. Offerors evaluated as most qualified will be notified by the Contracting Officer to submit the Phase II Proposal Requirements.
2. Evaluation Factors:
In accordance with Federal Acquisition Regulation (FAR) 15.304, the following factors will be considered in evaluating the proposals:
a. Factor One (1) – Qualifications of Key Personnel
b. Factor Two (2) – Price
3. Basis for Award:
Subject to the provisions contained herein, award will be made to one (1) Offeror who is deemed responsible in accordance with the FAR, conforms to the solicitation requirements and whose proposal is determined to be technically acceptable, and offers the best-value tradeoff to the Government, with respect to experience, past performance and price. This source selection approach, called Best-Value Tradeoff, includes an evaluation of all factors: experience, past performance, qualifications of key personnel, organizational management approach, and price. The Government reserves the right to award to other than the lowest proposed price offeror; however, the degree of importance of price as a factor will become greater as the non-price factors of proposals approach equality. The greater the equality of non-price factors of proposals, the more important price shall become in selecting the best-value to the Government.
Unreasonably high or low proposed prices may be grounds for eliminating a proposal from the competitive range based upon an assessment that the Offeror does not understand the requirement or the Offeror has made an unreasonable proposal.
Relative Importance of Factors: The proposals will be evaluated based on the five (5) evaluation factors;
Phase I: Factor One (1) Experience, Factor Two (2) Past Performance and Factor Three (3) Organizational Management Approach; Phase II: Factor One (1) Qualifications of Key Personnel and Factor Two (2) Price. All non-price factors are of equal importance and when combined are approximately equal to price.
4. Discussions:
It is the Government’s intent to award without discussions. However, in accordance with FAR 15.306, should discussions become necessary, the Government reserves the right to hold them. If this occurs, a competitive range will be determined and Offerors notified in accordance with FAR 15.503.
5. Competitive Range:
The competitive range may be limited for purposes of efficiency in accordance with FAR 15.306(c)(2).
Offerors are urged to reflect their best possible terms, to include price related elements, since less than the best potential terms / prices could result in the exclusion of the proposal from further consideration.
6. The following are definitions of commonly used terms in the evaluation process:
Significant Strength is an aspect of an Offeror’s proposal that has appreciable merit or appreciably exceeds specified performance or capability requirements in a way that will be appreciably advantageous to the Government during contract performance.
Strength is an aspect of an Offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Weakness means a flaw in the proposal that increases the risk of unsuccessful contract performance (see FAR 15.001).
Significant Weakness in a proposal is a flaw that appreciably increases the risk of unsuccessful contract performance (see FAR 15.001).
Deficiency is a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level (see FAR 15.001).
Phase I

a. Projects that demonstrate experience working in Latvia.
b. Projects with a cost of $250,000 to $1,000,000. (Offerors are allowed to use higher value contracts if there is a scope of work with a measurable performance period and measureable monetary value within the larger project. An example could be a single contract that includes separate facilities, buildings, or Phased construction. Offerors shall clearly describe this project and how it related to the overall contract. (Smaller projects bundled into a larger project are not considered relevant.)

5) Demonstrate experience in exterior building repair and renovation to include paint, plaster, windows and doors, insulation, and stairs and steps
2. Projects demonstrating experience in multiple trades listed above will be considered more relevant than those projects demonstrating one trade.
3. If more than the maximum of three (3) projects are submitted, only the first three (3) will be evaluated.
4. An Offeror will not receive credit under this factor for the relevant experience of an individual or for key personnel experience proposed for this project. An Offeror should not submit base indefinite quantity contracts and multiple award construction contracts as projects, however, individual task orders under those contracts may be submitted as projects.
