About this file
This document is a Justification and Approval (J&A) for Other than Full and Open Competition for the U.S. Army Corps of Engineers St. Paul District. The procurement seeks three 150 HP Honda Marine BF150A2XA outboard motors with clockwise rotating XL (25") shafts for Launch 23, valued at $45,000. The motors are required to replace mechanically failed existing motors and must directly interface with current Honda Marine components without modifications.
The justification cites 10 U.S.C. 3204(a)(1) to sole-source these specific motors due to compatibility requirements with existing fleet equipment. Alternatives would require costly replacements of wiring harnesses, engine mounts, throttle cables, and other components, which exceed the in-house technical capabilities of the Channels and Harbors unit. The procurement strategy includes using the Federal Supply Schedule (GSA E-Buy) with a 100% Small Business Set-Aside, with potential vendors including Slidell Marine Inc, The Washington Marina Co, and Central Florida Yamaha. The solicitation (W912ES25Q0061) is currently in pre-solicitation status as of June 2025.

Justification Review Document for Other than Full and Open Competition - FAR Part 6
Program/Equipment: Three (3) 150 HP outboard motors, with clockwise rotating, XL (25”) shafts.
Authority: The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(c), Application for brand-name descriptions. An acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, FAR 11.105(a)(1), A particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the feature do not meet, or cannot be modified to meet, the agency’s need.

1. Requiring Activity: Channels and Harbors
2. Contracting Activity: The Corps of Engineers St. Paul District, St. Paul, MN is the contracting agency responsible for this action.
3. Description of Action: This is a new procurement of Brand Name Honda outboard motors for installation on Launch 23. The government intends to award one (1) firm fixed-price contract.
4. Description of Supplies/Services: Three 150 HP outboard motors, with clockwise rotating, XL (25”) shafts. Motors are to replace the motors on Launch 23 which have mechanically failed and need replacements. These motors and controls must directly interface as a plug-and-play solution with existing Honda Marine Model BF150A2XA components, including standard Honda twin motor controls, compatible standard dual electrical harnesses for each motor, gauges, steering components, and mounting specification. No modifications to existing equipment should be required for installation and operation. Estimated total value is $45,000.00.
5. Authority Cited: The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(c), Application for brand-name descriptions. An acquisition or portion of an acquisition that uses a brand name description or other purchase description to specify a particular brand-name, “A particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature do not meet, or cannot be modified to meet, the agency’s need.” FAR 11.105(a)(1)
6. Reason for Authority Cited: Justifications citing FAR 6.302-1(c) specifying brand name shall be supported in accordance with DFARS 206.302-1(c)(2). Brand name does not provide for full and open competition. The use of brand name descriptions is essential for compatibility to existing boats, mitigating higher costs to use other manufactured motors resulting in the replacement of wiring harnesses, engine mounts, throttle cables, gauges, and steering components.
a. Background: Channels and Harbors (C&H) use Launch 23 to perform hydrographic surveys and other activities are critical to the Corps mission. Launch 23 was equipped with Honda Marine BF150A2XA motors, as are the other launches used by the section. The original motors on Launch 23 had mechanical failure. One of the failed motors will be used for parts, and the other will be repaired for use as a spare, if one of the other motors is damaged or has mechanical failure.

1. Justification: Honda BF150A2XA outboards will be fully compatible with the existing controls, wiring, gauges, and electrical systems on Launch 23. This will allow the motor installation to be performed quickly by Government personnel. Replacing the motors with the same model will allow C&H to quickly replace a failed or damaged motor with a spare, or to swap motors with another launch, without having to change wiring harnesses, reprogram ignition and starting systems, or other work which requires trained technicians
b. Alternatives: Alternatives to requiring Brand Name Honda BF150A2XA outboard motors are installing outboard motors from another brand or model. Installing outboard motors from another manufacturer would require either the replacement of the wiring harnesses, engine mounts, throttle cables, gauges, and steering components; or the installation of a harness adaptor and reprogramming of the ignition and starting systems. Both tasks are beyond the abilities of C&H personnel and would require dealer technicians to install. The additional replacement of equipment to accommodate a different motor and technician to install would not be a benefit to the government, resulting in higher costs. Because the outboards are used in tandem on the launches, the motors must be of the same type, running within the same parameters. Replacing the outboards with different brands or models would inhibit the ability to use the spare motor on hand or swapped from a different vessel in tandem with the functional motor. Additionally, through attrition, C&H currently has 6 spare lower units that are available in the event they are needed at a replacement cost of approximately $3000 each, not including downtime for repair or replacement. Lastly, as C&H currently has a Honda Certified Mechanic, many Honda specialty tools have been acquired for increased inhouse repairs.
c. Impact if not approved: While alternative motors might be available, they would not offer the same level of inter-compatibility with the existing fleet of Honda motors. This limits the ability to easily interchange parts, share maintenance expertise, and leverage existing training programs. Continuing to rely on the current, unreliable motors, or introducing a non-Honda alternative, will negatively impact the operational efficiency and effectiveness of the Channels and Harbors unit compared to the advantages of maintaining a homogenous Honda fleet.
7. Efforts to Obtain Competition: Market research has found the model of outboard required available on the Federal Supply Schedule (GSA E-Buy), supplied by at least three small businesses. The Contracting Officer has or will publish the notices required by FAR 5.201 and any bids or proposals received shall be considered."
a. Effective competition: It is anticipated that these motors will be purchased using either the required source of supply, FAR 8.4 Federal Supply Schedules, or by 100% Small Business Set-Aside
8. Actions to Increase Competition: The brand name J&A will be posted to the GSA ebuy site, alongside the RFQ, allowing vendors to suggest alternatives to replacing the outboards with the same brand and model. The RFQ will be posted to the GSA site, and notice sent to multiple vendors.
9. Market Research: A search was conducted in PCF, SPS and FPDS-NG for previous acquisitions. Three previous competitive acquisitions were found to supply parts for equipment repair, including one to supply parts for the same equipment earlier this month. Searches in SAM and DSBS found many small businesses capable of supplying Honda OEM motors.
10. Interested Sources:
From the GSA Advantage! site:
Slidell Marine Inc (SB, WOSB) The Washington Marina Co (SB) Central Florida Yamaha (SB,SDB)
11. Other Facts: Due to the exact fit of the motors, excess of spare parts inventory, and specialized tooling that has been purchased to repair the motors, requiring the name brand would be justified since the cost of retrofitting the vessels to accommodate other brands of motors would be cost prohibitive.
a. Procurement history: Searches for previous acquisition were performed in PCF. The previous acquisitions listed below, all were100% Small Business Set-Asides and generated Multiple competitive quotes. W912ES21P0025 was for two motors and generated 6 quotes, W912ES23F0064 was for two motors and generated three quotes, W912ES24F077 was for 2 motors, was issued as a brand name/sole source and generated two quotes.

(2) All three were 100% Small Business Set-asides and only W912ES24F0077 used a brand name/sole source justification.
(3) Authority previously cited if less than full and open competition was used: In accordance with Federal Acquisition Regulation 8.405-6, it was determined that the Honda Marine brand Model BF150A2XA outboard motors listed are manufactured from only one source, are available through a distributor network, and brand competition is precluded for the reasons indicated below. There are no substitutes available.
(4) According to the justification prepared for W912ES24F0077: The outboards supplied must be fully compatible with the existing controls, wiring, gauges, and electrical systems on Launch 22. This will allow the motor installation to be performed quickly by Government personnel. Replacing the motors with the same model will allow C&H to quickly replace a failed or damaged motor with a spare, or to swap motors with another launch, without having to change wiring harnesses, reprogram ignition and starting systems, or other work which requires trained technicians. Installing outboard motors from another manufacturer would require either the replacement of the wiring harnesses, engine mounts, throttle cables, gauges, and steering components; or the installation of a harness adaptor and reprogramming of the ignition and 2 of 2 starting systems. Both tasks are beyond the abilities of C&H personnel and would require dealer technicians to install. Lastly, as C&H currently has a Honda Certified Mechanic, many Honda specialty tools have been acquired for increased in-house service.
(5) There has been no prior contract for this requirement that was accomplished using full and open competition, so there is not a detailed explanation of the changed circumstances causing this action to now limit the sources.
(6) An explanation of any unusual patterns that may be revealed by history, e.g., several consecutive, urgent buys: There have been no unusual patterns.
(7) If a justification was prepared to support the procurement made before this one, briefly describe the circumstances justifying the procurement and whether there have been any significant changes: The above justification was used for the last purchase and there have been no significant changes since the procurement.
