About this file

This document is an Amendment (0001) to a federal solicitation for lead paint abatement services at the U.S. Army Corps of Engineers Fountain City Service Base in Wisconsin. The amendment modifies the original solicitation (W912ES25Q0059) by extending the response deadline from 26-Jun-2025 to 01-Jul-2025 and adding a new Contract Line Item (CLIN 0004) for boiler pipe removal and asbestos testing. The scope of work involves removing seven lead-painted shelving units, replacing an interior metal door, remediating the door jamb, and removing abandoned air exchanger ductwork in Building 2. The contractor is required to properly dispose of materials off-site, recycle metal shelving, and comply with all federal, state, and local regulations regarding lead abatement and hazardous waste handling.

Key changes include slight modifications to existing CLINs, specifically CLIN 0002's description changing from "replace or remediate door jamb" to "remediate door jamb", and the addition of CLIN 0004 for boiler pipe removal and asbestos testing. The project is set aside for small businesses, with a NAICS code of 562910 (Remediation Services) and an estimated value under $25,000. The work will be performed at 431 North Shore Drive, Fountain City, WI 54629, with on-site supervision by Cody Wiig (Facilities Specialist) or Adam Loven (Facilities Manager).

STATEMENT OF WORK

PROJECT DESCRIPTION:

The St Paul District of the U.S. Army Corps of Engineers (USACE), Fountain City Service Base (FCSB), Physical Support Branch (PSB), requests the award of a contract for FCSB Building 2 Lead Painted Shelving Removal. Building #2 is being reconfigured for file storage and the existing shelving and air ducts need to be removed. Lead testing with XRF analyzer resulted in a detection range of .8 to 13.9 mg/cm² for all indicated shelves, door, and air return ductwork. The items containing lead paint shall be removed and recycled or disposed offsite to reduce exposure to USACE employees.

LOCATION:

The project is located at the US Army Corps of Engineers Fountain City Service Base at 431 N Shore

Drive, Fountain City, WI 54629. Building #2 is an unoccupied storage room where remediation will occur.

SCOPE OF WORK:

This specification covers but is not limited to FCSB Building 2 Lead Painted Shelving Removal. This work shall include:

Supply labor and materials to remove interior door found to have been sealed by paint containing lead, replacement of metal door, remediation or removal and replacement of existing door jamb. Door frame is not load bearing, but there is a legitimate concern that removal of the frame could compromise the existing brick above door as there is no header in the existing construction. Contractor shall remove as much paint as possible from door frame by scraping or other methods that do not create hazardous conditions.

Supply labor and materials to remove abandoned air exchanger ductwork found to have been sealed by paint containing lead.

Ensure any existing disturbed paint is properly sealed and properly disposed Contractor to be responsible for offsite disposal of all identified shelving, door, ductwork, waste materials and disturbance of lead contaminated products in compliance with Federal, state, and local regulations Contractor to be responsible for TCLP testing of any debris generated during the removal process to determine if waste is above the regulatory level. Cutting debris must be collected and stored properly to restrict off-target transfer

All metal shelving, outside of metal cutting debris generated, MUST be recycled to reduce reportable waste generation for the Government

As much material to be disassembled without grinding/cutting where possible, to minimize reportable waste

If reportable generation exceeds 220lbs, contractor to adhere to Planned Episodic Event Generation Alternative Standards as defined by Subpart L (40CFR 262.232), in order to maintain Fountain City Service Base’s current waste generator status as Very Small Quantity Generator

All other hardware, devices, or controls for safe and efficient operation
