Section SF 1449 - CONTINUATION SHEET

STATEMENT OF WORK

Scope of Work High Mast Lighting Inspection

U.S. Army Corps of Engineers, St. Paul District

1. Contractor shall provide all plant, labor, and material to inspect all high mast lighting poles at Locks 1 through 10 in the St. Paul District. High mast lighting is up to 100 feet above ground level at some locations. These facilities are located along the Mississippi River from Minneapolis, Minnesota to Guttenberg, Iowa.

a. Safety – Contractor shall be responsible for following all applicable state and federal safety laws and regulations as well as special provisions found in USACE EM 385-1-1, Safety and Health Requirements Manual.

b. Uniform – All contractor personnel shall wear an appropriate work uniform consisting of full length trousers, steel toe (or equivalent) safety shoes, and at a minimum a short-sleeved shirt. PPE such as hard hat, work gloves, hearing protection, and eye protection shall be worn as required.

2. Inspection shall consist of visually inspecting the luminary poles, their base plates, anchorage, and foundation.

The coding guide from FHWA NHI 05-036, “Guidelines for the Installation, Maintenance and Repair of Structural Supports for Signs, Luminaries and Traffic Signals” published in March 2005 shall be used to assign a condition state to each element inspected. Specific inspection techniques shall be required as listed below:

a. Ultrasonic Testing (UT) of all anchor bars. The inspector shall determine the length of the partially embedded bars and inspect for cracks or other defects in accordance with AWS D1.1. Government personnel will remove paint from the ends of the anchor rods in order to facilitate UT testing. Government personnel will perform touch up painting.

b. Magnetic Particle Testing (MT) of weldments joining the pole to the base plate. Government personnel will remove the paint from this area and provide touch up painting after testing is complete as required.

c. Pole wall thickness measurements shall be taken on all sides no more than one foot above the base plate or anchorage location.

d. Anchor nuts shall be tested with a torque wrench for tightness by attempting to further tighten each nut.

If nuts do not turn when 125 foot pounds of torque is applied, it will be considered a positive tightness test.

e. Photographs. At a minimum one general photo of each light pole is required at the base. All significant defects shall be photo documented and included in the final report.

f. Inspection of the interior of the pole for corrosion. The access door for the luminary raising/lowering system shall be removed and the interior of the pole shall be inspected for corrosion at each light pole. Sufficient illumination must be supplied to allow for a visual inspection.

3. Hands on inspection of elements over 8 feet above ground level will not be required. Inspection of elements greater than 8 feet above ground level shall be inspected by using optics with at least a ten times magnification factor. (Binoculars or spotting scope with greater than 10X magnification are acceptable).

4. Personnel Requirements. Inspection teams shall be led by a qualified inspection team leader. The inspection team leader shall be present for the entire duration of inspection work. If the inspection team leader must leave the site, inspection activities shall cease until he/she returns.

a. Inspection Team Leader – Required to have passed the two week FHWA course for inspection of in service bridges and shall have at least five years of relevant bridge inspection experience.

b. Inspector – Required to have passed the two week FHWA course for inspection of in service bridges.

c. Non-destructive Testing Technicians – Shall be certified as a CWI Level II or greater. It is acceptable to have a CWI Level I working under the direct supervision of a CWI Level II.
