The following have been modified:
STATEMENT OF WORK
Lock and Dam No. 2- Concrete Crossover Joint Repair Scope of Work
1.1 GENERAL
The work shall consist of cleaning and preparing the joints, and properly install a polyurethane (PU) grout(s) through methods of pressure injection or an acceptable alternative method proposed by the contractor. The original copper water stops may have been compromised and soil movement through this joint appears to be occurring. A total of two (2), expansion joints (EJ) need repair and are located at the bottom of the dewatered lock at Lock and Dam No. 2 in Hastings, MN. The joints extend from the bottom of the lock chamber and end in the confined space vaults that house electrical conduit. The top of the landwall joint can be seen in Figure 2. The top of the riverwall joint can be seen in Figure 3. The crossover vaults run underneath the lock chamber and can only be accessible via a series of ladders. Each concrete crossover vault has an exterior perimeter of 9' x 9' (accessible dimensions of 6’ 6” x 4’ 6”) and the joint can be observed as see in drawing M-L2-20/33 FS in Appendix A. The contractor shall be responsible for all equipment, materials, labor, and other items and services required to accomplish the work. See Figure 1 for an overview of the project site. Figure 4 shows a view of water leaking into the crossover tunnel.
The lock chamber floor is accessible via stairs. The Government will have the lock chamber floor and crossover vault clear of silt/mud and will operate pumps to maintain the dewatered status.
Figure 1: Site Plan.
1.1 GOVERNMENT RESPONSIBILITY
The government has dewatered the lock chamber and will provide safe access to the lock chamber floor. Any access to the interior crossover vaults will be the contractor’s responsibility to ensure safe access of their employees. The lock chamber will remain dewatered during the duration of this contract.

a. Submit for approval a detailed schedule for completion of the work.
1.3.2 Work Plan
a. Submit a description of the anticipated work to be performed. The Government reserves the right to accept or reject the plan.
b. Accident Prevention Plan (APP) A qualified person must prepare the abbreviated APP found in Appendix B. The APP must interface with the Contractor's overall safety and health program referenced in the APP in the applicable APP element and make site-specific. The Government considers the Prime Contractor to be the "controlling employer" for all work site safety and health of the subcontractors. Contractors are responsible for informing their personnel of the safety provisions under the terms of the Contract and the penalties for noncompliance, coordinating the work to prevent one craft from interfering with or creating hazardous working conditions for other crafts, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out. The APP must be signed by an officer of the firm (Prime Contractor senior person), the individual preparing the APP, the on-site superintendent, the designated SSHO, the Contractor Quality Control Manager, and any designated Certified Safety Professional (CSP) or Certified Health Physicist (CIH). Work cannot proceed without an accepted APP. Once reviewed and accepted by the Contracting Officer, the APP and attachments will be enforced as part of the Contract. Disregarding the provisions of the Contract or the accepted APP is cause for stopping of work, at the discretion of the Contracting Officer, until the matter has been rectified. Continuously review and amend the APP, as necessary, throughout the life of the Contract. Changes to the accepted APP must be made with the knowledge and concurrence of the Contracting Officer, project superintendent, SSHO and Quality Control Manager. Incorporate unusual or high-hazard activities not identified in the original APP as they are discovered. Should any severe hazard exposure (i.e. imminent danger) become evident, stop work in the area, secure the area, and develop a plan to remove the exposure and control the hazard. Notify the Contracting Officer within 24 hours of discovery.
Eliminate and remove the hazard. In the interim, take all necessary action to restore and maintain safe working conditions to safeguard onsite personnel, visitors, the public (as defined by ASSP A10.34), and the environment.
c. Refer to Appendix C for the District confined space program. Rescue equipment is required when Contractor personnel is entering a confined space. Government is available to inform contractor of potential hazards in or around confined space. The Government requires the presence of a Competent Person for fall protection onsite and personnel who wear fall protection equipment must be trained as an end user.

PART 2: PRODUCTS
2.1 EXPANSIVE ROPE
Natural jute rope comprised of strands, having a twist of approximately 1-1/4 turns per foot. The loose twist is easily unraveled to allow for fitting into joints or annular spaces from 1/2” to 2”. When combined with polyurethane grouts and water, the system swells to seal cracks, joints, and annular spaces.
Table 1: Characteristics for the Expansive Rope Weight .4 lbs. / ft at 2" dia.
Diameter Approximately: 2" (8 strands twisted) Conforms To Federal Specification HH-P-117 Material Jute
2.2 POLYURETHANE GROUT(S)
2.2.1 Hydrophilic Polyurethane Grout: This is a single component polyurethane low viscosity liquid resin designed to form a flexible gasket when injected into cracks and joints in concrete structures. The grout expands on contact with water and quickly cures to a tough, flexible foam that is resistant to most organic solvents, mild acids, alkali, petroleum, and micro-organisms.

Tensile Strength >174 psi ASTM D3574 Elongation % 100 ASTM D3574
2.2.2 Hydrophobic Polyurethane Grout: This a single-component polyurethane low viscosity injection resin designed to fill wide gaps in concrete, where the structure is not subject to movement. The grout expands on contact with water and expands to form a closed cell, watertight, rigid foam that is resistant to most organic solvents, mild acids, alkali, petroleum, and micro-organisms. A catalyst maybe required to adjust the reaction times.

2.3 EXPANSION JOINT SEALANT
Single Component gun grade polyurethane sealant: ASTM C 920, Type S, Grade NS, Class 100/50, Use NT, single component, moisture curing, non-staining, non-bleeding, capable of being used for continuous immersion in water. Any primers, as required, recommended by the manufacturer of the specified product, approved by the COR.
PART 3: EXECUTION
3.1 PREPARATION OF EXISTING JOINTS
Clean joint surfaces of residual sealant, fillers, and other contaminates capable of affecting sealant bond to joint surface by wheel grinder, wire brush, joint cleaner, pressure washer, or other methods recommended by the sealant manufacturer. Prior to the installation of the expansive rope, the contractor shall ensure the joint surfaces are clean of debris and in a self-saturated dry (SSD) condition. No standing water shall be present within joint. The debris shall be removed from site and not allowed in the waterway.
3.2 INSTALLATION OF POLYURETHANE RESIN
Install Polyurethane resin in accordance with manufacturers recommendation. Hydrophobic polyurethane grout shall be injected along the exterior perimeter of the four (4) vertical and two
(2) bottom horizontal joints. Then the interior joint section will be injected with hydrophilic polyurethane grout.
3.3 INSTALLATION OF EXPANSIVE ROPE
The Contractor shall complete the installation of expansive rope in accordance with the manufacturer’s instructions or as stated herein, across the top 9 linear feet of each joint (18 linear feet total). The rope shall be soaked in the hydrophobic polyurethane resin and shall cover the joint completely up to the depth of the joint sealant. Ensure a minimum 1/2” from the top surface within the joint is free of expansive form and or other debris that may cause debonding during the joint sealant installation.
3.4 INSTALLATION OF JOINT SEALANT
Install joint sealants in accordance with ASTM C 1193 and manufacturer's instructions across the top 9 linear feet of each joint (18 linear feet total). Ensure that the sealant does not obstruct the tunnel or nearby conduit openings. Maintain finished joints free of embedded matter, ridges and sags during the curing period.
