PLACEMENT OF DREDGED AND STOCKPILED FILL MATERIAL

PART 1 GENERAL

This section covers filling, grading and other related work for the placement of granular fill obtained from the designated borrow site and fine fill obtained from access and habitat dredging.

1.1 THE PLANT

The plant is defined as all marine and land based equipment necessary to accomplish the work.

The plant shall be subject to the inspection of the Contracting Officer at all times. The Contractor is responsible for supervision and direction of placement operations, including the safe and efficient operation of the plant. The Contractor shall maintain the plant to meet the requirements of the work. Submit information on all the plant equipment to be used for the placement of all fill materials.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-01 Preconstruction Submittals

Plant Equipment ; G

Submit information on all the plant equipment to be used for the placement of all fill materials.

08/15/24 Page 3 Amendment 2

SD-02 Shop Drawings

Settlement/Displacement Plan ; G

The Contractor shall prepare a plan in accordance with Paragraph:

FOUNDATION SETTLEMENT AND DISPLACEMENT.

1.3 EFFLUENT WATER QUALITY

The Contractor is required to meet the water quality standards as stated in the SECTION 401 WATER QUALITY CERTIFICATION for dredging and placement of fine fill, whether obtained by mechanical or hydraulic dredging methods.

These permits are located in Section 01 57 20.00 13 ENVIRONMENTAL PROTECTION. The Contractor shall submit for approval a Water Quality Plan addressing the requirements of the permits.

The Contractor is responsible for all sampling, testing and reporting of water quality limits as stated in the permits.

Prior to discharging the hydraulic dredging carriage water from the site, the Contractor is required to meet the effluent water quality standards as stated in these permits. Carriage water discharge shall cease immediately during periods when effluent water quality standards are obviously not being achieved.

PART 2 PRODUCTS

2.1 DEFINITIONS

2.1.1 Satisfactory Materials

Satisfactory materials shall be of a character and quality satisfactory for the purpose intended. Satisfactory material shall be free of ice, snow, frozen earth, trash and debris.

2.1.2 Construction Pads

Material for Construction Pads shall meet the requirements for granular fill.

2.2 MATERIALS

2.2.1 Fine Fill

Fine fill consists of satisfactory material as described in Section

35 20 23 DREDGING.

2.2.2 Granular Fill

Granular fill consists of satisfactory granular material obtained from the designated channel dredging sites for granular fill. If the Government exercises bid option "ISLAND CONSTRUCTION - GRANULAR FILL FROM PREVIOUSLY DREDGED STOCKPILES", then the granular fill for that CLIN must come from the Pine Bend or Boulanger stockpiles in accordance with Lock & Dam 2 Protective Island Excavation Guidelines and Borrow Area Work Limits, attached at the end of this section. The associated surveying requirements for that CLIN quantity are the Contractor's responsibility.

08/15/24 Page 4 Amendment 2

PART 3 EXECUTION

3.1 GENERAL

Placement of fill shall be performed to the lines and grades, and to the limits shown on the drawings.

3.1 FOUNDATION SETTLEMENT AND DISPLACEMENT

Significant settlement and displacement is expected in all fill areas. The Measurement and Payment Section 01 22 00.00 10 of this contract accommodates these conditions. The information collected in accordance with this paragraph is for documenting progress and conditions, and does not in itself constitute the measurement method for payment items in this contract.Report to the Contracting Officer any conditions discovered during the pre-construction survey that validate or invalidate settlement and displacement assumptions.

Submit for approval a Settlement/Displacement Plan showing the proposed type and arrangement of the settlement/displacement gages or borings to be used. On this plan, the Contracting Officer will mark the range over which the settlement/displacement measured by each gage(s) or boring(s) will apply. The Contractor shall at its own expense either: erect settlement/displacement gages prior to berm/island construction; or have borings taken within 30 calendar days following completion of berm and/or floodplain construction. These gages shall be installed on the prepared foundation at a point directly under the centerline of the planned feature section prior to placing of fill material and shall be maintained during the entire remaining contract period.

Take measurements and/or surveys to determine elevations on the settlement/displacement gages prior to placing fill material and again within 48 hours after completion of placement of the fill at the sites of the gages, as required, in order to determine the settlement/displacement of the foundation. If, in the opinion of the Contractor, the gages will not be effective, then the Contractor may take borings on the centerline to determine the settlement/displacement. All measurements, surveys, and borings will be verified by the Contracting Officer. Data collected by multibeam or single beam sonar technologies may augment the contractor's measurement methods described in this section.

In cases where gages are destroyed or displaced due to failure of the foundation, the settlement/displacement may be determined by taking borings near the gage location(s) if the Contracting Officer directs.

3.2 PLACEMENT

3.2.1 Direction of Work

The Contracting Officer may require the specific order of placement of fill material to effect a proper disposition that is consistent with environmental constraints and permits. When the parameters of the operation are established, the absence or presence of the Contracting Officer does not relieve the Contractor of the responsibility to maintain a proper placement operation. The Contracting Officer is authorized to stop operations if the placement operation is not meeting permit requirements. See attached pre-authorized mechanical placement method for

08/15/24 Page 5 Amendment 2 consolidation and displacement of soft river bottom soils.

3.3 COMPACTION

Place granular fill in lifts and compact until the Contracting Officer observes that short term consolidation during construction has ceased. For mechanically placed material, compaction requires additional successive passes by grading equipment to reach consolidation. Operation of heavy machinery on the fill constitutes compaction effort; that is, equipment designed specifically for compaction, such as rollers, are not required.

The lift thickness for fine fill shall be whatever is practical. Do not over-compact fine fill such that turf establishment will not occur.

For hydraulically placed fine fill, if applicable, compaction shall be achieved by allowing the water to drain out and then performing successive passes over the embankment with grading equipment.

Mechanical compaction of the fine fill in the mudflats is not required.

3.4 TOLERANCES

Unless shown or indicated otherwise, island construction shall conform to the following tolerances:

Top elevations (fine fill) +3 inches -3 inches

Fine fill layer thickness +4 inches -0 inches

Granular fill elevations +3 inches -3 inches

Mudflat fill elevations +3 inches -3 inches

The elevations shall not vary beyond the tolerances indicated irrespective of the other tolerances shown. Tolerances above grade may be revised at locations where, in the opinion of the Contracting Officer, such revisions will not impair the design or appearance of the island.

3.4.1 Excess Material Outside Tolerances

The Contractor, at the Contractor's own expense shall be responsible to recover/remove material that exceeds the tolerance specified.

3.4.2 Construction Pad Removal Tolerances

Construction pads required to be removed shall be removed to 0 feet to 0.5 feet above preconstruction depths.

3.5 FINISHING

All fill areas including transition areas shall be reasonably smooth, compacted, and free from irregular surfaces and suitable for the application of turfing materials. The degree of finish required is that ordinarily obtainable from a blade-dozer with a skilled operator.

3.6 SLIDES

In the event of a slide on a project feature prior to acceptance, the feature shall be rebuilt at no additional cost to the Government.

08/15/24 Page 6 Amendment 2

3.7 PROTECTION

Build the granular fill portion of the island cross section up to the design elevation and cap it with at least six (6) inches of fine fill as soon as practicable. At the end of any construction season, cover the granular fill with a one-foot thick cap of fine fill. Scarify and recondition the fine fill beginning of the next construction season to receive additional fine fill to complete island construction.

Protect newly graded areas from traffic damage and erosion. Prior to acceptance, repair any settlements and repair any areas that have washed away or subsided. Re-establish the grades, elevations, and slopes according to the drawings.
