SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RESPONSES TO INDUSTRY QUESTION

Responses to Questions from Industry

1. Please confirm “Fully Burdened” rates include wages, overhead, and profit.

Labor rates shall include direct wages, benefits, overhead and profit.

2. How many past performance references are required?

There is no minimum or maximum number of past performance references required. The statement of past performance shall be no more than six pages.

3. Past Performance Questionnaires PPQ is noted as Attachment 1 but was not included in the RFP. Can you please provide this information and instructions for completion?

See attachment (Amendment 1)

4. Are PPQ’s required for all subconsultants named in our team’s proposal?

No past performance references are required for subconsultants, but if they are proffered, they will be reviewed, as some subconsultants may play a more dominant role—depending on the organization, or relationship, between the prime and sub.

5. Can we continue to ask questions, as they arise? If yes, what is your cut-off date for questions?

Questions may be submitted in writing to John.P.Riederer@usace.army.mil up to two full business days prior to solicitation close.

6. Block 28 indicates that two signed document must be returned to the issuing office. So does that mean that two hard copies (to include all parts of the proposal) are to be sent to arrive by 2:00 local time (Central) 14 June 2022, and that electronic submission is not an option?

The date of the solicitation close has been extended. Please monitor the solicitation posting at www.SAM.gov for the deadline that proposals must be received by. Electronic submissions are requested. Please send proposals to John.P.Riederer@usace.army.mil by email. Please limit email attachments to no more than 25 MB per email (multiple emails are acceptable.

7. Our understanding is that offerors must be small businesses under NAICS code 541720 (size standard 22M). Can team members be other than small business if we, the prime, are a small business?

The prime contractor must be a small business under NAICS 541720 (average annual revenues at or below $22 million). The prime contractor may subcontract work to entities of any size, so long as at least 50% of the contract price goes to small businesses (either the prime contractor or similarly situated small business subcontractors). (See FAR 52.219-14)

8. Will delivery orders issued under the contract be fixed price or ?

Task Orders issue under the contract resulting from this solicitation will be firm-fixed price. A request for proposal will be issued to the contractor, with the work requirements. The contractor’s proposal will be analyzed and the final price for the work negotiated, if necessary.

9. The solicitation seems to be missing Attachment 1 (referred to on page 18 of the solicitation, first paragraph). Can you identify what it is and whether you will be providing it?

See attachment

10. I am unclear on how you want us to provide CPARS and PPQs (page 18, paragraph 1)? If we include a project in our Project Summary, then we could send CPARs if they were done by the agency who funded the project. But would we get a recent PPQ for that project as well? Or include previously received PPQs for that project from other proposals that we’ve written. If it a non-federal project we’re showcasing, how would we provide something similar to CPARS/PPQs, or would you just contact the “Reference” included in the Project Summary. Do the projects included in the Project Summary have to be 100% complete? If not, what percentage complete do they have to be?

Refer to Amendment 1 – Revised ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS--

COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

Also see included Past Performance Questionnaire (PPQ)

11. If there an overall length limit for the proposal? As far as I can tell, page limits for only a few sections are included. Under Factor 1, how are staff qualifications to be handled? Do you want to see resumes? If yes, is there a limit on number of resumes included? Do you want staff called out by name in the proposal or only for the key positions?

There are no page limits to the overall proposals, only limits to the sections specified. It is not necessary to submit resumes. Staff should NOT be called out by name in the proposal or for key positions.

12. On page 20, under Factor 3: Price, are you allowing escalation from the Base Year through Option Year 4?

Entities submitting proposals may escalate their hourly rates for positions for each ordering period (year), so long as the pricing is not unbalanced.

13. Would you please provide the Past Performance Questionnaire (PPQ) form mentioned on page 18 (Section 3)?

See attachment 1

14. For the Schedule of Labor Rates, should we base the rates using wage determinations for a specific location identified by the Corps, or using the location of our office? Or, assuming rates will vary by project location, should we identify a location that will cover labor rates across any location in both districts?

The most current Service Contract Act wage determinations are available at www.SAM.gov. The Contractor must pay the prevailing wage for each position based on where the work is performed, be that in the field or in the office. The locations of work sites are unknown at this time; only that they are within the geographic boundaries of the USACE St. Paul and Rock Island Districts, which cover portions of the states of North Dakota, South Dakota, Minnesota, Wisconsin, Iowa, Illinois and Missouri.

15. Does the Corps already have a list of projects to be completed under this contract and if so can you provide a general sense of the locations and types of projects, etc?

The Government does not have a complete list of projects to be completed under this contract, but there are several known work requirements. We know there will be architectural mitigation work in Fargo, and small to medium surveys at our various rec sites. We also will have an evaluation of some Corps infrastructure within an urban historic district. There may be larger Phase I surveys as well. It’s a mixed bag and falls throughout the two districts. Greater specificity is just not available at this time.

16. Does the Corps expect the annual project funding to be average 2 mil per year (NTE 10 mil over 5 years) or could amount of work be a lot less?

Based on current projections, yes. However, the quantity of work may vary widely over the duration of the contract.

17. I am trying to gather more information on what to expect under this contract in terms of workload and locations.

Please refer to question 14 and question 16.

18. Also, if the Corps had similar contracts in previous years, can the Corps provide some feedback on how satisfied the Corps was with previous contractors work and comment on particular difficulties and issues that were encountered ?

The district has not had a similar contract in the past. We developed this RFP based on what we anticipate the shared needs of the two districts might be, given our current funding levels. We have worked through other district contracts in the past and received services that met contractual requirements.

The greatest obstacles for contractors working in this part of the country are always weather and access to the project areas. Some of the project sites are quite remote, with intense weather fluctuations. The season [for fieldwork] is short here and can sometimes be pretty inhospitable.

Additionally, site records for States such as North Dakota are not available electronically—so file searches must be performed in Bismarck by appointment.

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 14-Jun-2022 02:00 PM to 28-Jun-2022 02:00 PM.

The following have been modified:

ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (NOV 2021)

General Overview of Selection Process. Award of contracts will be based on the best value concept for proposals deemed to be most beneficial to the Government. The Tradeoff Source Selection Process (FAR 15.101-1) will be applied to achieve a best-value contract award.

Consideration will be given to three factors used to evaluate quality of product or service.

These factors include (1) Technical Excellence, (2) Past Performance, and (3) Price.

1. Subfactors that fall within these three criteria will consist of a management outline including organization information and capability of subcontractor staff and facilities, under factor 1. A specific performance history that is focused on diversity of professional skills and working relationships under factor 2. Price will address staff position wages and require prices for several tasks including architectural histories and archaeological field survey.

2. The three factors will be rated using Combined Technical/Risk Ratings and Past Performance Relevancy, Performance Confidence Assessments, all per FAR 15.305 (Proposal Evaluation), the Department of Defense Source Selection Procedures, and the USACE Acquisition Instruction (“UAI”).

3. Submission Materials: The Offeror must provide an annotated project summary that identifies project name, contract and delivery order number, award amount, services provided and reference information. A Statement of Past Performance (not more than 6 pages) will accompany the project summary (see below) and will highlight specific performance history including work products, and location of work performed. Will include a review and evaluation of CPARS and Past Performance Questionnaires (PPQ (Attachment 1) and will be rated using the Performance Confidence Assessments Rating Method – Table 5 (“Department of Defense Source Selection Procedures” 3.1.3.3). It will also address specific performance history including work products, and location of projects within the region Finally, the Offeror must provide Past Performance reviews from CPARS that will indicate prior experience and familiarity working on Government projects.

FACTOR 1: Technical Excellence The Offeror has a demonstrated record of meeting or exceeding the technical and managerial requirements in the delivery of the following types of work products (Technical consists of six

(6) equally important sub-factors rolling up into an overall rating):

a. Integrated geomorphological/geoarchaeological investigations

b. Remote sensing projects

c. Geographic Information System (GIS) and Global Positioning System (GPS) services including designing and producing complex and comprehensive geospatial data work products such as 3D visualization, and probabilistic models.

d. Full scale and complex data recovery, including development of work plans, Unanticipated Discovery Plans, and project reports.

e. Development of mitigation and preservation plans, including treatment plans, and documentation for historic properties.

f. Public engagement and community outreach in support of archaeological and historic-properties education.

Submission Materials:

Offerors shall provide a Project Summary. This summary should list the project name, contract number and delivery order (if appropriate), amount of contract or delivery order, services provided, and a reference. All projects should fall within the past 10 years. Services provided should select from the list at PWS Section “2.1 Character of Services.” An example of a project summary is provided for your use.

a. Statement of Past Performance. Provide a description (not more than 6 pages) to highlight previous project experience—Past Performance. Select significant Project Summary entries and discuss specific performance history, focusing on work products and location of projects with the region.

b. Statement of Capability. Provide a Statement of Capability (not more than 6 pages) demonstrating how your firm met the technical and managerial requirements of projects identified in the Project Summary. Incorporate discussion of the following resources in the Statement:

i. Facilities

ii. Location

iii. Staffing

iv. Teaming Partners

v. Equipment

As with the Statement of Past Performance, significant projects that best represent your firm should be chosen for the Statement of Capability.

c. Past Performance reviews from CPARS.

FACTOR 2: Past Performance The Offeror has a demonstrated record of meeting or exceeding satisfactory performance in the delivery of the following types of work products (Past performance consists of six (6) equally important sub-factors rolling up into an overall rating):

Submission Materials: The Offeror must provide an annotated project summary that identifies project name, contract and delivery order number, award amount, services provided and reference information. A Statement of Past Performance (not more than 6 pages) will accompany the project summary and will highlight specific performance history including work products, and location of work performed. Finally, the Offeror must provide Past Performance reviews from CPARS that will indicate prior experience and familiarity working on Government projects.

FACTOR 3: Price The Government will evaluate offers for award purposes by adding the total price for all ordering periods to the total price for basic requirement. The Total Evaluated Price will be that sum. It is expected that there may be tradeoffs in the evaluation and negotiation phases of the acquisition process. The Government may have to pay more for a contractor with a better technical capability and past performance. Price will be evaluated as part of the total proposal considering technical excellence and past performance to determine the overall best value to the Government.

Although the price proposal is lower than the others in importance, it will contribute to the source selection decision. While price proposal will not be rated as is Past Performance and Technical Excellence evaluation criteria (Factors 1 and 2), it will be evaluated in terms of fairness and reasonableness.

Submission Materials: The Offeror must provide fully burdened rates for each position as listed on the Schedule of Labor Rates.
