SCOPE OF WORK
Lock and Dam No. 6 Winter Maintenance Dewatering:
Instrumentation for Prestressing Miter Gate Diagonals
1.0 TECHNICAL SCOPE
This scope includes instrumentation services that will be required to prestress the upstream and downstream miter gate diagonals (48 diagonals total) during the Winter Maintenance Dewatering Project at Lock and Dam No. 6 (LD6) located in Trempealeau, Wisconsin. The main lock chamber will be dewatered for the duration of the prestress operation. A total of four main lock chamber miter gate leaves will be prestressed. Each miter gate leaf has twelve diagonals (Six on the upstream side and six on the downstream side.) The upstream miter gate leaves are 23 feet high and the downstream miter gate leaves are 25 feet high. The main lock chamber is approximately 660 feet in length. The instrumentation services include, but are not limited to the following: installation of instrumentation, provide real-time stress and strain readings for all gauges on all diagonals simultaneously, and data reporting. The contractor shall provide final complete forms recording the final strain value of each diagonal, a description of the equipment used, names of individuals involved, dates worked, and photographs of each gate with instrumentation attached.
2.0 INSTRUMENTATION PROCEDURE
The general procedure for prestressing the gates is as follows. The respective diagonals are installed slack. The USACE-MVP Maintenance and Repair (M&R) crew will ensure that the quoin end of the gate is plumb and that the bottom girder will be horizontal. At this point the diagonals will be clamped. The contractor shall install the strain gages. Next the diagonals will be stressed to their intended load and measured for deflection. The contractor will report the average strain in the diagonals. In an iterative process, M&R will then adjust the stress in the diagonals as needed. Finally, M&R will measure the out of plumb deflection and will make any final adjustments to the diagonals based on gate deflections and strain readings.
2.1 INSTRUMENTATION – WELDABLE STRAIN GAGE REQUIREMENTS
Strain gages shall be installed on both faces of each diagonal, see sketch in Figure 1. Strain gages must be waterproof and be bonded to the diagonal member by capacitive discharge, or clamped to the face of the diagonal. In no case will the Contractor be permitted to attach strain gages to the diagonals with any sort of chemical adhesive, epoxy, or glue. There are twelve diagonals per leaf, each with four strain gages installed for a total of 48 strain gages per leaf. Sufficient spare strain gages shall be available to replace any gages on a leaf undergoing prestressing operations. The Contractor shall install strain gages on two gate leaves at a time. After completing pre-stressing activities on one gate leaf the Contractor shall be prepared to start on the adjacent leaf within two hours of completing the prestress operation on the previous gate leaf. The Contractor will be allowed up to four hours to move their instrumentation set up between the upper and lower gates. Enough data acquisition shall be on hand to ensure that all strain gages on one of the upper or lower gate leaves can be read simultaneously (12 diagonals & 48 strain sensors). The data acquisition must be capable of reading all 48 strain sensors plus a steel temperature reading simultaneously. The purpose of using gage pairs on opposing faces is so that axial strain can be isolated from flexural strain. Axial strain can be taken as the average of the two strain measurements and flexural strain can be taken as half the difference between the two gage readings.
The strain gages and completion circuits shall be temperature compensated for steel and temperature reading shall be taken such that real-time temperature compensation can be performed. Strain reading are to be zeroed, when the diagonals are in an unstressed condition, such that all recorded readings are relative to zero axial stress. The data acquisition shall be capable of performing temperature compensation in real-time and be able to perform additional calculations including strain to stress conversion and computation of axial stress from a pair of strain gages. Raw data shall be recorded along with all calculated results.
Figure 1: Strain gage instrumentation layout.
2.2 SCHEDULE
The contractor will be required to provide an Instrumentation Team and the required equipment up to four (4) consecutive days for a minimum of ten (10) hours a day. USACE-MVP will inform the contractor a minimum of five (5) days prior to the commencement of work. Contractor must be available 04 January 2022 through 15 March 2022, including weekends. Prestressing of the gates will occur during winter rain and/or snow conditions on the miter gates of LD6. High winds and low temperatures should be anticipated. The Contractor shall be capable of working in ambient air temperatures as low as -20 degrees Fahrenheit, wind chills as low as -40 degrees Fahrenheit, wind speeds up to 35 miles per hour, as well as periods of active precipitation to include snow, sleet, rain, freezing rain, and/or ice pellets.
2.3 INSTRUMENTATION TEAM
The contractor shall provide a two (2) person instrumentation team, which will work with USACE-MVP M&R crew as a joint team.
1. Both team members provided by the contractor shall have strain gage installation and operation experience.
2. A minimum of one (1) team member shall be proficient with operation of the respective software, evaluate the output, and apply the final data. This team member shall be present for the entire prestressing operation and be able to provide “real-time” results to the M&R crew prestressing the gates for all 12 diagonals simultaneously.
3.0 GOVERNMENT FURNISHED EQUIPMENT
The following Government Furnished Equipment will be provided to the contractor while prestressing the miter gate diagonals.
1. Power will be available on-site for all pertinent equipment.
2. A snorkel lift and operator will be provided for strain gage installation.
A radio will be provided to stay in communication with the USACE-MVP M&Rs’ crew
4.0 MEASUREMENT AND PAYMENT
4.1 LD6 Miter Gate Instrumentation & Monitoring
Contractor shall provide all plant, labor, and material and perform all operations necessary to install and provide real time strain monitoring and reporting and recording services on all four main lock chamber miter gates as described in the paragraphs above. Instrumentation and monitoring services duration shall not exceed four ten-hour days.
4.2 Report Forms & Summary
Contractor shall provide final tabulations of the strain in each diagonal for each miter gate leaf on the attached forms in .pdf format.
4.3 Additional Instrumentation/Monitoring Days
The Contractor shall provide all plant labor and material and perform all operations necessary to perform an additional day of instrumentation and monitoring services if work cannot be completed in four ten-hour days due to weather or other unanticipated difficulties or delays. Each additional day shall include up to ten hours of additional instrumentation and or monitoring and reporting services.
5.0 SUBMITTALS
The following shall be submitted before and after performing the work:
1. Catalog cuts for all instrumentation to be used to record the strain readings during the prestressing operation shall be submitted for approval by Engineering (Structural Section). A description, with an example of the output, of the software is also required for approval.
2. Strain gage readings shall be recorded in the attached table and submitted to the USACE-MVP at the conclusion of prestressing the gates. Final output is due to the USACE-MVP within five days of work completion.
