Solicitation Number: W912ES21R0002

Synopsis:

1. CONTRACT INFORMATION:

This contract(s) is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. A firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. Construction Quality Assurance (QA) Inspection Services are required for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide for the primary disciplines of Quality Assurance Inspection. It is anticipated that this contract will be awarded by June 2021. In the final selection process, the most highly qualified firms may be interviewed. The North American Industry Classification System (NAICS) code for this action is 541330 and the Small Business size standard is $16.5 million in average annual receipts. The period for this contract is five (5) years for a total IDIQ value not to exceed $10,000,000 per contract. Work under this contract is subject to satisfactory negotiation of individual task orders. Work will be ordered by firm-fixed price task orders. The District intends to award one IDIQ contract. The top ranked firm in the pool of the SF 330 evaluation will be requested to provide a firm fixed price proposal and may be awarded the contract, if negotiations are completed. If necessary, secondary selection criteria will be used as a tie breaker between firms considered as technically equal. The Contracting Officer will consider the following factors in deciding which contractor will be selected to negotiate in order: past performance; the special qualifications of the firms; the nature of the work involved in the task order; the capacity of the firms to accomplish the work in the required time; and knowledge of the region. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act as determined by the employee’s office location (not the location of the work). Rates will be negotiated for the contract period at the time of the original award.

2. PROJECT INFORMATION:

The Contractor shall furnish Construction Quality Assurance (QA) Inspection Services, as necessary, within the area of responsibility of the St. Paul District, U.S. Army Corps of Engineers. The majority of the work will be located within a 30-mile radius of Fargo, North Dakota but the services may be required anywhere within the District boundaries.

The Contractor shall provide all services, materials, plant, labor, and equipment (except that specified to be Government-furnished) required to perform the work under task orders issued by the Contracting Officer. The type of jobs on which quality assurance inspection shall be required will include, but are not limited to: levees, channels, drainage structures, fish passages, hydraulic gate installation and testing, stone placement, bank stabilization, parking lots, concrete and bituminous roads, water control structures, pump station and building construction. Quality assurance activities that may be required includes but is not limited to reading plans/specifications, monitoring, documenting, and reporting on construction contractor quality control activities, safety, submittal tracking and review, and communicating with the responsible Government personnel. The quality assurance inspectors will be responsible for ensuring that all phases of the contract are performed and completed in accordance with the terms of the construction contract. All monitoring and observation will be documented on the Inspector’s Quality Assurance Report electronically using the Resident Management System Government Mode (RMS GM).

3. SELECTION CRITERIA:

The specific selection criteria (a through d are primary and e is secondary and will only be used as a tiebreaker) in descending order of importance are as follows and must be documented with resumes in the SF330.

a. Specialized experience shall be experience in inspection of earthwork (e.g.

excavation/backfill or embankment work), stone/riprap placement, concrete, structural, mechanical, electrical, paving, building construction, and hydraulic gate installation.

1. LEVEL I

The individual(s) proposed for this position must meet all the Minimum Criteria to be considered acceptable. Acceptable ratings will be determined by reviewing information in the proposal that demonstrates, through a combination of education, training, and experience, the ability to meet the criteria defined below. Documentation must specify how the individual(s) materially participated in the work accomplishments listed.

Minimum Criteria: The individual(s) proposed as a LEVEL I must possess the following attributes in order to be considered acceptable:

1. Two (2) years of experience in general construction.

2. One (1) year of construction experience in earthwork, stone/riprap placement, concrete, structural, mechanical, electrical, paving, building construction, or hydraulic gate installation.

3. A total of three (3) years of experience in construction.

4. Successful completion of one (1) year of college studies that include at least six (6) semester hours of courses in one or a combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. Additional experience in the construction management/inspection field may be substituted for college studies if the individual possesses an additional two (2) years of experience managing and/or inspecting construction projects.

2. LEVEL II

considered acceptable. Acceptable ratings will be determined by reviewing information in the proposal that demonstrates, through a combination of education, training, and experience, the ability to meet the criteria defined below. Documentation must specify how the individual(s) materially participated in the work accomplishments listed.

Minimum Criteria: The individual(s) proposed as a LEVEL II must possess the following attributes in order to be considered acceptable:

1. Three (3) years of experience in general construction.

2. Two (2) year of construction experience in earthwork, stone/riprap placement, concrete, structural, mechanical, electrical, paving, building construction, or hydraulic gate installation.

3. A total of five (5) years of experience in construction.

4. Successful completion of two (2) years of college studies that include at least twelve

(12) semester hours of courses in one or a combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. Additional experience in the construction management/inspection field may be substituted for college studies if the individual possesses an additional four (4) years of experience managing and/or

considered acceptable. Acceptable ratings will be determined by reviewing information in the proposal that demonstrates, through a combination of education, training, and experience, the ability to meet the criteria defined below. Documentation must specify how the individual(s) materially participated in the work accomplishments listed.

Minimum Criteria: The individual(s) proposed as a LEVEL III must possess the following attributes in order to be considered acceptable:

1. Five (5) years of experience in general construction.

2. Five (5) year of construction experience in earthwork, stone/riprap placement, concrete, structural, mechanical, electrical, paving, building construction, or hydraulic gate installation.

3. A total of ten (10) years of experience in construction.

4. Successful completion of a full 4-year course of study leading to a bachelor's degree

(a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. Additional experience in the construction management/inspection field may be substituted for a college degree if the individual possesses an additional seven (7) years of experience managing and/or inspecting construction projects.

4. LEVEL IV

considered acceptable. Acceptable ratings will be determined by reviewing information in the proposal that demonstrates, through a combination of education, training, and experience, the ability to meet the criteria defined below. Documentation must specify how the individual materially participated in the work accomplishments listed.

Minimum Criteria: The individual(s) proposed as a LEVEL IV must possess the following attributes in order to be considered acceptable:

1. Eight (8) years of experience in general construction.

2. Eight (8) year of construction experience in earthwork, stone/riprap placement, concrete, structural, mechanical, electrical, paving, building construction, or hydraulic gate installation.

3. A total of sixteen (16) years of experience in construction.

4. Successful completion of a full 4-year course of study leading to a bachelor's degree

(a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics. Additional experience in the construction management/inspection field may be substituted for a college degree if the individual possesses an additional twelve (12) years of experience managing, supervising, and

b. Capacity to accomplish the work in the required time. (1) Ability to meet overall project schedules and certain phase schedules; (2) Ability to accomplish multiple task orders simultaneously in a one-year contract period for delivery of a quality product on a timely schedule, and capacity to perform up to $10,000,000 in work of the required type over the life of the contract, 5 years. The evaluation will consider the availability of an adequate number of key personnel, equipment availability and the extent of in-house facilities, versus subcontracting needs; (3) Ability to accomplish small task orders under $50,000 in a cost-effective, timely manner.

c. Past performance on DOD and other contracts with respect to quality of work, cost control and compliance with performance schedules. Evaluations will be based on established CPARS ratings and other credible documentation included in the SF 330 with respect to cost control, quality of work and compliance with performance schedules. CPARS ratings do not need to be provided with the SF330 submission as the Government will retrieve this information from PPIRS with the DUNS number provided. The “other credible documentation” needs to be provided with the SF330 and will count towards the 150-page limit.

d. Knowledge of the Upper Midwest region, including cold climate engineering, design, and construction.

e. Volume of DoD QA contract awards in the last 12 months, with the objective of effecting an equitable distribution of DoD QA contracts among qualified firms.

Volume of work for the St. Paul, St. Louis, and Rock Island Districts will also be considered under this factor. This last factor will be secondary and will only be applied as a tiebreaker, if needed, among the technically most qualified firms.

4. SUBMISSION REQUIREMENTS:

Interested firms having the capabilities to perform this work must submit an electronic copy of their SF330, containing Parts I and II of the SF330 information to the address below not later 2:00 PM CDT 02-26-2021. The SF330 submission shall be divided by electronic tabs separating Parts I and II, and tabs dividing the subsequent sections from each other (Note:

Parts I, II, and Subsequent Sections are as defined in the SF330 Instructions). Tabs do not count toward the 150-page limit for submission. b. Include the firm’s DUNS number on the SF330, Part 1, and Block B. On the SF330, Part 1, Block C, provide the DUNS number for each subcontractor or consultant, if available. c. SF330, Part I, Section H (Additional Information) shall contain the following information.

a. Item 1 - Management Plan - Include information on plans to ensure personnel availability as outlined in Paragraph 3a above.

b. Item 2 - Capacity to complete the work. Reference Paragraph 3b above. Provide a 1-2-page narrative discussing the capacity of the design firm to meet schedules, including adequacy of qualified personnel available and past experience in meeting tight schedules.

c. Item 3 - Volume of DoD contract actions issued within the last 12 months -

Reference Paragraph 3dabove. Provide a complete listing of all DoD projects designed within the last 12 months.

d. The total page limit for the SF330 submission, including Part I and Part II, is 150 pages, and will have a limit of twelve projects illustrating specialized experience.

A project is defined as a stand-alone contract or task order(s) for a single project. An IDIQ contract does NOT count as a project as it covers multiple projects. A page is one side of an 8 ½ x 11 sheet. If a fold-out is used, each sheet of a fold-out shall count as a minimum of 2 pages. Font size shall not be less than 10 font and margins shall be between one-half inch and one inch.

e. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the System for Acquisition Management (SAM) to be considered for award of a Federal contract. Information regarding registration can be obtained through the SAM website at www.sam.gov.
