Section SF 1449 - CONTINUATION SHEET
SCOPE OF WORK
REPLACEMENT STEERING COMPONENTS MOTOR VESSEL WARIOTO
1. PROJECT DESCRIPTION
The Contractor shall be responsible for procuring, installing, programming, commissioning, and final testing of the newly installed steering components. The proposal for the M/v Warioto steering equipment shall include all labor, materials, lodging, and travel expenses associated with installation. The Government will furnish all labor and materials to operate the M/v Warioto’s systems during the commissioning and testing of the newly installed steering components. The Government will provide feedback during the testing and commissioning on the new steering system as to the operational performance. All installation and programming shall take place at the contractor’s facility.
2. OPERATIONAL BACKGROUND
The M/v Warioto’s is used as a towing vessel for the dredge Goetz fleet. The M/v Warioto was built in 1986 by Superior Boat works Inc. Greenville, MS. The dimensions are 84 feet in length, 28 feet in width. The vessel is powered by a pair of Caterpillar 3512 engines producing 2,350 horsepower. The vessel is equipped with two main rudders and four flanking rudders. The rudders operate from hard over to hard over in 10 sec at a 45-degree angle. The vessel pushes a 600-foot tow which consists of varying dredging equipment.
The current steering system is electronic over hydraulic. The steering system was designed by SSI Steering Systems. The current SSI system consists of the following.
o Steering motor starters for pumps 1 & 2.
o Rudder feedback units for the flanking and main rudders.
o Engine room junction box.
o Wheelhouse distribution panel.
o Wheelhouse switch deck.
o Main rudder steering amplifier.
o Flanking rudder steering amplifier.
o Main rudder follow-up transmitter.
o Flanking rudder follow-up transmitter.
o Main rudder non-follow-up lever.
o Flanking rudder non-follow-up lever.
o Rudder angle indication gauges. (Wheelhouse)
3. SCOPE OF WORK
The Contractor shall assume complete responsibility for providing new steering components, performing the removal and installation, programming, commissioning, and testing in accordance with the requirements of this contract. Should the Contractor determine at any time that they are unable to fulfill those responsibilities, they shall immediately notify the Contracting Officer of the problem experienced and the proposed manner of correction.
The new components and installation shall meet U.S. Coast Guard Sub-Chapter M requirements for steering control systems onboard towing vessels.
The Contractor shall remove and install new steering motor starters for pumps 1 & 2, rudder feedback units for the flanking and main steering rudders, engine room junction box, wheelhouse distribution panel, wheelhouse switch deck, main and flanking rudder amplifiers, main and flanking rudder transmitters, main and flanking non-follow up levers and rudder indicator gauges for flanking and main steering systems. The Government notes that current electrical cabling may be reused and that the newer steering components may require new wiring to make all the connections.
The engine room shall have emergency steering stations to control the flanking and main rudders in the event the wheelhouse cannot control the vessel’s steering. The flanking and main emergency steering stations shall have a rudder indicator included in this system. The engine room shall have a steering alarm panel with, at a minimum, the following indicators: Power available, Power failure, control power available, control power failure, motor run, phase loss, dirty filter, overload, low hydraulic fluid level and high hydraulic oil temperature.
The wheelhouse steering control panel shall feature a pump selector switch for pumps 1 & 2 and a steering mode switch. The control panel, at a minimum, shall contain the following indicator lamps and alarms for: motor run, motor power available, motor power failure, control power available, control power failure, overload, phase loss, dirty filter, low reservoir, illuminated test button, illuminated alarm acknowledge button, audible alarm, and a lamp dimmer control.
The vessels hydraulic power unit (HPU), hydraulic reservoir, hydraulic steering cylinders, hydraulic solenoid control valves, steering levers and lines & hoses shall remain.
Cable penetrations throughout non-watertight bulkheads and decks shall have ample bearing surfaces. Cable penetrations through watertight decks or bulkheads shall use multi-cable transits like the ROX System, brass, or steel stuffing tubes. Multi-cable transits shall be installed to allow for additional future cables. Enclosure penetrations shall use brass stuffing tubes.
Existing multi-cable transits may be used as part of this work. The multi-cable transits must not exceed 90% fill at completion of the work.
