This solicitation is issued as a Request for Quote (RFQ) under the authority of FAR Part 13 - Simplified Acquisition Procedures, and is 100% set-aside for small business concerns.
The magnitude of ths project is estimated to be betw een $25,000.00 and $100,000.00. In accordance w ith FAR 28.102-1(b); payment protection is required for any resultant contract greater than $35,000. If contract aw ard is for under $35,000, no payment protection is required.

SUPPLY AND INSTALL CURED-IN-PLACE PIPE LINER SYSTEM AT CROSS LAKE
RECREATION AREA
The work site is located at the U.S. Army Corps of Engineers, Cross Lake Recreation Area, which is located at 35507 County Road 66 in Crosslake, MN. All work is to be performed in strict accordance with the specifications and according to County, State and National Safety Standards. The contractor shall supply all equipment, labor and materials required to clean the existing pipe so that they can furnish and install a resin-impregnated flexible felt tube inserted or inverted into the existing pipe using hydrostatic pressure. Curing shall be accomplished by an approved method that shall produce a hard, corrosion resistant, composite pipe with no annular space between the cured-in-place pipe (CIPP) and the existing sewer. The existing sewer line is approximately 290 feet in length and 8 inches in diameter. It is the responsibility of the contractor to determine the correct liner length and size and additional materials prior to bidding.

DESCRIPTION/SPECS/PERFORMANCE WORK STATEMENT
SUPPLY/ INSTALL NEW CURED-IN-PLACE PIPE LINER SYSTEM AT
CROSS LAKE RECREATION AREA
C-1. GENERAL.
C-1.1. Scope of Work. The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor and transportation and performing all work as required by the SCHEDULE, Section B of the contract, in strict accordance with the specifications and in accordance with federal, state and local laws and regulations. All work materials and services not expressly called for in the specifications or shown on the drawings, but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor at no increase in cost to the Government.
C-1.2. Payment. Payment will be made upon completion and acceptance of all contract work. The contractor must submit a detailed invoice to Corrine Hodapp, Section Supervisor for payment at the following address: US Army Corps of Engineers, Cross Lake Recreation Area, 35507 County Road 66, P.O. C-1.3. Description and Location. Cross Lake Recreation Area is a Corps of Engineers managed recreation area that includes heavily utilized facilities including a dam, campground, boat ramps, picnic areas, playgrounds, etc. It is located on the eastern shore of Cross Lake within the city of Crosslake, Minnesota in Crow Wing County. A map detailing the work location can be found in Attachment C-4.6 Site Map.
C-1.4. Schedule. All contract work must be completed and the newly lined pipe available for use by 01 MAY 2021. Work will be permitted during daylight hours, Monday through Friday.
C-1.5. Safety. All work shall be performed in accordance with all state, federal and local laws and regulations and the Corps of Engineers Safety and Health Manual, EM-385-1-1. A copy of this manual can be found on line at:
http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1- 1.pdf. The contractor shall be knowledgeable and compliant with the Confined Space Entry Program within the manual and provide proper testing and documentation prior to work.
C-1.6. Orientation and Pre-work Meeting. Prior to the start of work, the Government will provide an orientation and pre-work meeting to the Contractor and their personnel which will include discussion of contract requirements, facility inventory, safety considerations, quality control, security, and administration. C-1.7. Submittals.

3. Proposed method and procedures to be used in curing the liner including but not limited to curing schedule and recommended cool down procedure.
4. The name of the liner manufacturer and location of the facility where the liner was manufactured.
5. Safety and Confined Space Entry Plans
C-2. General Description of Work: Work under this contract includes:
1. Cleaning/cutting roots within the existing sewer pipe to allow for the proper installation of a CIPP system.
2. Supply and install a CIPP system within the existing sewer pipe.
3. Televise sewer line to ensure proper cleaning prior to CIPP installation and televise and provide a digital recording to the Government showing the successfully completed CIPP system within the pipe.
C-3. SPECIFICATONS: Clean/cut roots/prepare the existing sewer pipe, televise for inspection prior to CIPP installation and install a CIPP system as described within these specifications. Preparation and installation shall include labor and all necessary components for successful completion. The contractor shall ensure the proper operation of the CIPP system, it shall be fully functional upon completion of work and a digital video of the newly installed CIPP liner provided to the Government for review.
C-3.1 Cured-in-Place Piping: The CIPP lining shall be a resin-impregnated, flexible polyester felt, or equivalent material tube which is inserted into the sewer to be rehabilitated and cured-in-place by an acceptable curing method. The tube shall have a suitable membrane coating for protection of the interior surface and to provide a uniform, smooth flow surface. When cured, there shall be no film or plastic membrane between the existing inner sewer surface and the resin filled felt liner. The resin shall be a polyester type liquid thermosetting resin and shall be suitable for the design conditions as well as the curing process. The CIPP shall provide a service life of 50 years and shall have these minimum structural properties:
Flexural Strength 4500 psi Flexural Modulus of Elasticity 250,000 psi
1. The felt content of the liner shall be determined by the contractor but shall not exceed 25 percent of the total impregnated liner volume.
2. When cured the liner shall form a continuous, tight fitting, hard, impermeable liner that is chemically resistant to chemicals found in domestic sewage and which provides the maximum available abrasion resistance.
3. The liner shall be fabricated to a size that when reformed will tightly fit the sewer being rehabilitated. Allowance for longitudinal and circumferential expansion shall be considered when sizing and installing the liner. All dimensions shall be field verified by the contractor prior to delivery of the liner.
4. The length of the liner shall be that deemed necessary by the contractor to effectively carry out installation and seal the liner at the inlet of each manhole. The existing sewer pipe is approximately 290 feet in length and 8 inches in diameter. There are PVC cleanouts near the center of the existing sewer line. All measurements are the responsibility of the contractor and shall be verified by the contractor prior to construction.
C-3.2. Cleaning:
1. Selection of cleaning equipment shall be based on the conditions of the existing sewer line at the time the work commences. All high velocity sewer cleaning equipment shall be constructed for ease and safety of operation.
2. The existing sewer pipe shall be cleaned using high velocity jet equipment. The equipment selected for cleaning shall be capable of removing dirt, grease, rocks, sand and other harmful materials and obstructions from the sewer lines and manholes. Tree roots were cut within the pipe to remove blockages in 2018. Any tree roots within the existing pipe shall also be removed by the contractor to allow for proper CIPP installation
3. During sewer cleaning operations, satisfactory precautions shall be taken to protect the sewer line from damage that might be inflicted by the improper use of cleaning equipment.
4. All sludge, dirt, sand, rocks, roots, grease and other solid or semisolid residue, debris and material resulting from cleaning operations shall be removed at the downstream (South) manhole of the sewer line.
5. All debris, residue and other materials resulting from cleaning operations shall be removed from the site at the end of each workday and shall be disposed of in an approved manner.
6. Acceptance of sewer line cleaning shall be contingent on satisfactory completion of the television inspection. If television inspection shows the cleaning to be unsatisfactory, the sewer line shall be re-cleaned and re-inspected until the cleaning is shown to be satisfactory.
C-3.3. Existing Manholes: There are manholes located at each end of the existing sewer pipe. Each manhole is approximately 3 feet in diameter and about 3 feet deep. See attachments for manhole photos and locations.
C-3.4. Confined Space Entry: The Contractor is responsible for taking all safety requirements for entering the manholes. The Contractor may use their confined space entry program (after review and acceptance by the USACE Safety Manager) or use the USACE program obtained through the District Safety Manager. Coordination for this section shall be through Jason Hauser (651-290-5791).
C-3.5. Delivery: The Cross Lake Recreation Area is located at 35507 County Road 66, Crosslake, MN 56442. The Contractor shall contact Corrine Hodapp (651-290-5790) or Jason Hauser (651-290-5791) of Cross Lake Recreation Area to coordinate delivery and installation of the equipment.

This solicitation is a Request for Quote (RFQ), which should result in one firm fixed price contract. This solicitation is not an Invitation for Bid (IFB) or Request for Proposal (RFP).

52.222-23 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL
EMPLOYMENT OPPORTUNITY FOR CONSTRUCTION (FEB 1999)
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) -
ALTERNATE I (APR 1984)
The Contractor shall be required to (a) commence work under this contract within ten (10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 30 April 2021. The time stated for completion shall include final cleanup of the premises.
The completion date is based on the assumption that the successful offeror will receive the notice to proceed by 02 Apr 2021. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.

52.211-18 VARIATION IN ESTIMATED QUANTITY (APR 1984)
If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.
52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (MAY 2020)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (d) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, when the Contracting Officer explicitly requires it for an order issued under a multiple-award contract.
(d) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code(s) assigned to this contract. The small business size standard corresponding to this NAICS code(s) can be found at https://www.sba.gov/document/support--table-size-standards.
(e) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(f) Except as provided in paragraph (h) of this clause, the Contractor shall make the representation(s) required by paragraph (b) and (c) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause, or with its offer for an order (see paragraph (c) of this clause), that the data have been validated or updated, and provide the date of the validation or update.
