SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
Q & A
RFQ W912ES20T0027 Questions
Do you anticipate starting with LDP-2 or LDP-3? Ans. Probably LDP-3
Will the government provide Wi-Fi access or Internet connections in the classroom? Ans.
Wi-Fi access will be available.
Does the District offer a tier 1 LDP? If so, is it a prerequisite for tier 2? Can the contractor review the tier 1 training plan? Ans. The district has a tier 1 program. It is not a pre-requisite for tier 2. The selected contractor can review the tier 1 plan.
Does the District anticipate the same cohort of students moving directly from tier 2 to the next year’s tier 3 class, or is it more likely that tier 3 students will have completed tier 2 several years prior?
Ans. It is unlikely any of the tier 2 students will move directly to the next tier 3 class and certain that the entire tier 2 cohort will not move to the next tier 3. Tier 3 classes are comprised of supervisors and senior level program and project managers. Some tier 3 participants will have taken the tier 2 class in the past, but currently, the minority of tier 3 participants will fall in this category. This will change in the future as more past tier 2 participants rise to the supervisory ranks.
Page 3, paragraph 5 – To what regulation is this referring? We were unable to find a FAR 252.209-7992 or DFARS 252.209-7992. Is this provision addressed as part of SAM registration, and if so, not necessary to include in the proposal? Answer – yes, you do not need to include in proposal
Paragraph 1.3.2 and Definitions – Is it the government’s intent that one CPF oversee both LDP-2 and LDP-3, or may there be two separate individuals, one for each program? Ans. There is no objection to separate CPFs for LDP-2 and LDP-3. Only one level will be taught in any given year.
Paragraph 1.3.3, Level 3 – Is it valid to assume that this training will be provided by USACE cadre rather than the contractor? If so, will this be presented during the normal CPF-led monthly sessions or outside of class?
Ans. Students will achieve this outside of the classroom through participation in meetings, interaction with senior leaders, participation on district teams, etc. It is a USACE responsibility to provide these opportunities.
Paragraph 3.2.6 – Will these consultation sessions be expected at the beginning of each training year? Will there be one session for each LDP tier or one session to cover both LDP-2 and LDP-3? Ans. The consultation sessions are expected each year for both tier 2 and tier 3. Only one tier will be provided each year. The first consultation session is before the start of the year to review the upcoming year’s program.
The remaining consultation sessions (three with the Steering Committee and two with supervisors/mentors) are check-in meetings during the course of the year to discuss progress by the students, address concerns, resolve problems, and/or to provide guidance to the CPF. These five progress/status meetings shall be held in conjunction with the regularly scheduled classes so that no additional travel is required.
Paragraph 3.2.6 – Is the orientation intended to be conducted during the same 2- day period as the workshop? In other words, should the orientation be in the morning of day 1 with the workshop starting that afternoon?
Ans. There is no mention of an orientation in Paragraph 3.2.6. It is assumed this question refers to paragraph 3.3.1. The half-day orientation is not to be conducted in conjunction with the 1.5 day workshop.
It’s intended to be an opportunity for the class to meet each other and the CPF, to learn what to expect in the upcoming year, and to receive instructions for anything they are required to do in advance of the 1.5 day workshop (e.g., instructions for diagnostic tests that might be conducted, reading assignments)
Paragraph 3.3.1 – Is onsite storage available to the CPF for the storage of required AV equipment for the duration of the contract? Is the training room(s) equipped with projectors and screens? Ans. The primary classroom is a relatively small conference room with a whiteboard and a screen will not be needed. The contractor will be required to provide a projector. Onsite storage is not available for the projector or other contractor equipment.
Paragraph 3.3.3 – Within the context of the LDP programs, what is the purpose of the climate survey and expectations for feedback? Ans. The climate survey is for Tier 3 participants only. Tier 3 participants lead organizations/teams. The intent of the climate survey is for the participants to receive feedback from their work units on employee perceptions regarding their work experiences, their work unit culture, and leadership. This will give each Tier 3 participant an opportunity to see where improvements within their work unit are necessary or where things are going well and should be sustained. Feedback would typically consist of averaged numerical ratings of employee perceptions for a wide range of survey questions as well as written comments.
Paragraph 3.4.6 – Are we to provide the same book to each student for the oral presentation requirement, or does each student receive a different book? Are digitally formatted books acceptable? Ans. No more than two students should receive that same book. If two students receive the same book they may provide a combined oral presentation. Digitally formatted books are acceptable.
Paragraph 3.7 – What is meant by facilitate the ceremony beyond acting as a master of ceremonies? Is the contractor expected to do or provide during the graduation ceremony? Ans. Nothing beyond acting as a master of ceremonies is required for facilitation of the ceremony.
Paragraph 3.8 – This paragraph refers to both an interim and final written evaluation, however there’s no explanation as to when the interim evaluation is to be conducted. What is the expectation for an interim evaluation? Ans. The interim evaluation would be at the half-way point of the LDP sessions (probably after the 2nd or 3rd of six class sessions). The intent of the interim evaluation is to assess the effectiveness of the training to that date and/or opportunities for improvement so that adjustments can be made.
Paragraph 3.9 – May counseling sessions be conducted during class sessions by an assistant instructor?
Ans. No. Counseling should be conducted before or after the class sessions so that participants do not miss any training. An assistant instructor may conduct the counselling sessions, but that assistant should be participating in the class, reviewing journals, etc. so that he or she has observed and is familiar with the students.
Paragraph 4.5 – May these meetings and appearances be conducted virtually? Ans. No.
Will you accept a response with a contractor and a sub-contractor, plus other team members? Ans - Pricing should be from contractor.
What is the ideal timing for the delivery of the programs? i.e. One classroom session/month after the initial 1.5 days?
Ans. Ideal is one classroom per month after the 1.5 day workshop. It is preferred that the class sessions be complete by the end of the typical academic year (May or June).
Can the program components for the Tier 2 and Tier 3 groups be scheduled back to back, to minimize travel costs, i.e. 1.5 day session for Tier 2 and Tier 3 are scheduled on consecutive days? Ans. Only one tier will be taught per contract year. A typical pattern is that two or three years of Tier 2 classes will be held in between each year of a Tier 3 session.
Is the curriculum already developed either fully or partially? Ans. No, the curriculum is not developed. The selected contractor is to develop and propose a curriculum that fits into the framework set in the Performance Work
Statement, which includes a one-half day orientation session, a one-and-a-half day facilitated workshop, six 8-hour classroom training sessions, and three 45-minute counseling sessions.
From the RFP, it appears that the CPF and LDP coordinator might share some portion of the training. Does the CPF share training time and some responsibilities with the LDP coordinator? Ans. No, the CPF is fully responsible for the training. The LDP coordinator serves as a liaison between the Contract Program Facilitator and the LDP Steering Committee and provides administrative input and assistance to the Contract Program Facilitator, LDP participants, mentors and supervisors of LDP participants, and LDP Steering Committee members.

Regarding the CFP, I see that they are referred to as an individual. Will you accept a proposal that involves a team of three facilitators, specializing in different areas, teaming together in the CFP role? Ans - that would be acceptable
Is item 0001 for the base year and each subsequent Option Year 1-4 meant to reflect the total investment for that entire year? Ans - Correct, also, you do not need to put pricing on 0001, only the sub-ClINS ie 0001AA- 0001AG, 1001AA-1001AG and so on.
In reference to Item 0001, 1001, 2001, 3001 & 4001 AD for Mentoring: It is indicated that this service may be covered during the 1.5 day workshop. Would we then simply put $0 for this service, since it is being covered under another item? Ans - Mentoring is a priced CLIN 0001AD, 1001AD, 2001AD, 3001AD, 4001AD
-It is indicated that the Final Evaluations will be incorporated into the final class training. Would we indicate a $0 cost for this, since it would be covered under another item? ANS. The graduation and final evaluation are incorporated in the final classroom session. The final training topic, the evaluation, and the graduation shall all be done in 8 hours.
-On the schedule, part 001AG it specifies in paragraph 4.5 that the meetings will be “paid at the hourly unit price specified.” I’m not sure where that number comes from. I have seen he rates included in the RFP, but no jobs that tie to what we do? Ans - this will be your hourly rate where " Occasionally the CPF will be requested to meet with the LDP Steering Committee, LDP participants’ Supervisors, or District Managers; or to participate in special events and meetings, which are not specified in the statement of work. Forty hours of these meetings per year is estimated, and the Contractor will be paid at the hourly unit price specified, after completion of the meetings
-This is not in reference to the pricing section: For a facilitator flying in, would it be possible to store an easel and easel pad somewhere on-site to save on transportation costs of these oversized items between sessions? Ans - there is not any storage space for you to utilize
What is the name of the CPF that is providing LDP Tier 2 and Tier 3 training now, if anyone? Ans - EACC- Services
What is the current all-inclusive budget for each tier as delivered by this vendor? And is a lower price desired?
ANS - Previous contract is W912ES-16-P-0001
What has the St. Paul District liked most about the LDP program Tiers 2 and 3, as delivered to date, that you would want to ensure continues with the new contract? Ans - The Performance Work Statement reflects lessons learned, both positive and negative, from the current contract.
What would a new provider offer that might be better and different than what is currently provided? Ans - The Performance Work Statement reflects lessons learned from the current contract.
Should in-person training not be possible in the anticipated training year for Tier 2 to begin with, is the delivery of this training virtually an acceptable alternative? Ans - Virtual training will be considered if travel and stay-at-home restrictions are in place. If no such restrictions are in place, class shall be held in person.
Would the inclusion of a link to electronic examples of full Tier 2 and or 3 programs we have created for USACE in the past be helpful to the evaluators? Or would this constitute our exceeding the 15-page limit? ANS - 15 page limit
Will students be available for counseling the morning of the first day of class, the afternoon of the second day of class, or perhaps the day before or after classes in order to complete the counselling requirements? Ans - Yes.
In just two full days, is there enough time to teach (CLIN xx01AC), counsel (CLINxx01AF), and attend required meetings and appearances (CLIN xx01AG)? Ans. The counseling sessions and scheduled meetings with the LDP Steering Committee and program supervisors and mentors do not have to be held during the same class sessions.
Holding three counseling sessions per employee in conjunction with three of the six scheduled classes means that three class sessions remain for the three Steering Committee an two supervisor/mentor meetings, which can be held back-to-back.
The bottom of page 52 provides the following reference. Objective Area Solutions has an active Top Secret Facility Clearance and our proposed CPF has an active Top Secret Clearance. In the event of a contract award to a company with a Facility Clearance, would it be possible for this contract to include a DD-254 so that personnel could engage on the classified level both in the client spaces as well as class content? (Discuss the coaching aspect for comfort for clients that work in classified environments) “AT/OPSEC 13: Will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas. All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.” Ans. It is highly unlikely that any of the St. Paul District LDP participants work in a classified environment. There will be no need to engage on the classified level in either our space or in class content.
There is a need for flexibility and CPF availability to support this contract. Given the fact that event dates are not yet set, is there an expectation about the level of effort required for personnel to support ideal flexibility and availability and all of the items listed in the Request for Quote? Ans. The LDP Coordinator will facilitate a discussion between the CPF and the LDP participants to set the schedule. The practice under the current contract has been for the CPF to propose dates at the start of the contract period. Those dates are shared with the participants and some adjustments are made to eliminate conflicts and the schedule is set. Both the CPF and the participants have proven to be flexible when unexpected issues have risen that have required subsequent adjustments to the agreed-upon schedule. Generally, it has not been difficult to set a schedule that is acceptable to all.
In addition to the administrative, quality control, and management of the program, can the CPF also teach/facilitate some of the sessions? Ans. There are no restrictions on the CPF doing both administrative/management functions of the program and teaching
Is the timeline for the sessions restricted to a single topic being addressed over the session’s 8-hour time period, or (if approved) can the CPF recommend twelve 4-hour sessions (with two interdependent topics per session)?
Ans. A "session" is an 8-hour period of instruction/facilitation. The CPF may address more than one topic in a session.
In the past, are the topics the same for the Tier 2 and Tier 3 program (just a difference in perspective and application)?
Ans. Yes, there has been some overlap of topics with different perspectives and applications
In the past, do the topics change for the Tier 2 and Tier 3 program from year to year? Ans. There have been some adjustments to the topics taught in the Tier 2 and 3 programs from year to year, but no major changes.
Section 3.4.2 highlights the typical two-day class schedule (Day 1: 12:30pm-4:30pm; Day 2: 08:00am-12:00pm).
Is this the only time available with the participants or would there be additional time to meet with them for discussions? Ans. If this is with regard to the counseling sessions, participants will be available before 12:30 on Day 1 and after 12:00 on Day 2. They can also be available the day before Day 1 and the day after Day 2. Some participants may be traveling to the sessions and the two day schedule is to allow them sufficient time to travel to St.
Paul in the morning of Day 1 and return home on the afternoon of Day 2 as well as participate in their counseling sessions. Local participants will have more flexibility in their availability. Non-counseling formal or extended discussions outside of the classroom hours will have to be considered on a case-by-case basis.
Where do the ILDP sessions (3.9) fit into this schedule (assuming a minimum of 45min with each participant three times per year)? As instructions in this section highlight that counseling sessions are to held in conjunction with scheduled classroom sessions, is there an expectation that: 1) participants are pulled out of class for counseling; 2) the CPF may miss some of the topic session due to counseling (* a concern in respect to CPF’s responsibility for quality control and continuity of content)? Ans. Students shall not be pulled out of class for the counseling sessions. Counseling session should be held before 12:30 on Day 1 and after 12:00 on Day 2. It is possible to conduct some counseling on the afternoon before Day 1 or the morning following Day 2. Also, see the answer to Q9a regarding participants that travel to the training sessions.
Does the graduation ceremony on the final session replace time for final topic or would it be expected to be an extended session? Ans. The final session is not to be extended. The graduation ceremony, typically consisting of handing out certificates and some words from the Commander and/or other senior leaders, should be relatively brief and allow time for one or more topics to be covered during the remainder of the 8-hour session.
In multiple sections of the RFP, there is a requirement for the contractor to provide projector and projector screen.
Please confirm (as this seems odd given that the sessions occur in the established 180 E. 5th Street St. Paul District office classroom). We acknowledge the necessity to bring computer/laptop and flipcharts etc. Ans - you are to provide your own equipment, and there is no storage space for you to leave your equipment. A projector screen is not required. The classroom is a relatively small conference room with a whiteboard available as a projecting screen.
Section 3.3 describes the Orientation and Workshop in a way that suggest they would be conducted during the same period. The orientation is a half day meeting and the workshop is one-and-a-half-day; however, the “Travel” section at the top of page 12 lists the orientation session and one-and-a-half-day workshop as two separate trips. Can you clarify if they are to be conducted during a single two-day period or on two separate trips? Ans. The Orientation session and the Workshop are two separate events. The orientation is intended to be an opportunity for the class to meet each other and the CPF, to learn what to expect in the upcoming year, and to receive instructions for anything they are required to do in advance of the 1.5 day workshop (e.g., instructions for diagnostic tests that might be conducted, reading assignments, recommendations for choosing a mentor, etc.). In the current program there has been a two month gap between the orientation and the workshop. During this gap the participants have conducted an overnight field trip as a group, which is an opportunity for them to get to know one another.
The last question references an overnight field trip. Was that something in which the contracting company participated or organized Ans - The government is responsible for organizing the overnight trip. The contractor does not participate.
For our contingency planning purposes, does the St Paul District prefer or mandate the use of a specific video teleconferencing software?Ans. The USACE uses Cisco Webex so there should be no issues if that is used. Zoom can currently be access via browser (it cannot be loaded on our government laptops), but it is uncertain if that capability will continue.
Page 1, paragraph 8 – Please deconflict the inconsistency between the format for past performance spelled out in subparagraph a and that of the NOTE in subparagraph b:
• From subparagraph a, line 4-6: “Past performance … information shall include the contract number (if applicable), dollar amount/value, dates of service and one point of contact with a valid telephone number, email address, and other relevant information as appropriate.”
• From subparagraph b, NOTE: “… Past Performance refers … and is generally evaluated in terms of (1) quality, (2) schedule / timeliness of performance, (3) customer satisfaction, (4) management / personnel / labor,
(5) cost / financial management, (6) safety / security, and (7) general.’
Ans- we evaluate all those attributes of the past work
3. Paragraph 4.5 – Is it the government’s intent to conduct these occasional meetings in conjunction with the orientation, workshop, and class sessions? Ans. The meeting specified in paragraph 4.5 would be outside of the statement of work and would not necessarily be held in conjunction with any scheduled class activities. The date, duration, etc. of these meetings would be discussed as the need arises.
