About this file
This is an amendment to a solicitation providing responses to vendor questions regarding replacement variable frequency drives for the dredge Goetz. The amendment provides 47 attachments including electrical schematics, equipment specifications, and clarification on requirements. Questions addressed include parts sourcing from qualifying foreign countries, integration with existing control systems, reuse of internal cabinet components, dynamic braking requirements, and motor blowers. The responses clarify that the new VFDs can utilize existing brake resistors and do not require an active front end, but must be installed in place. The solicitation is from the Department of the Army Corps of Engineers Engineering District St Paul for replacement of VFDs on the dredge operating out of Fountain City, Wisconsin.

AMENDMENT 1
The purpose of this amendment is to provide 47 attachments and answer the following vendor questions.
1. Question (Q): Can the Government provide electrical schematics and/or general arrangement drawings for the existing VFD’s and PLC control system?
Answer (A): Yes, see attached.
2. Q: Can the government provide details on the electric motors and/or required performance specifications for the equipment, which is necessary to properly size new VFD’s.
A: Yes, see attached.
3. Q: Is the Dredge Cutterhead VFD Drive model number actually MV3382P6A1A? Could it be MV3382A6A1 instead?
A: The correct part number is MV3382P6A1A.
4. Q: Can VFD components be foreign made (e.g. ABB in Switzerland, Siemens in Germany)?
A: All Qualifying Country components are acceptable. Both Germany and Switzerland are Qualifying Countries. Spare parts and service must be available in the local area of the dredge’s operations.
5. Q: The existing VFD’s do not have an active front‐end for regenerating back to the main AC line. They regenerate to dynamic braking resistors off of the DC bus. Do the new VFD's require an active front‐end for regenerating back to the main AC line? If so, can the dredge hotel load absorb this excess energy?
A: The new VFD do not require an active front end. The new VFDs will be a direct replacement for the current VFDs.
6. Q: The solicitation refers to the swing winch VFD drives when referring to regenerative / dynamic braking.
Do the drives other than the swing winch drives have the same regenerative / dynamic braking requirements?
A: Yes, they have dynamic braking.
7. Q: The solicitation states that the swing winch “drive’s regenerative / dynamic braking shall redirect power back to the main bus.” Does this refer to the AC bus or DC bus?
A: DC bus.
8. Q: Should the Swing Winch VFD's have a common DC bus?
A: Yes.
W912ES20Q0026
9. Q: Do the new VFD's require the same communication protocol and medium as the existing PLC to VFD interface, or can the PLC hardware and software be modified to accept a different protocol and medium?
A: The PLC could be modified if needed.
10. Q: Will the existing VFD cabinets be shipped to the Contractor for installation of new VFD's, or do new VFD's have to be installed in place?
A: The new VFD need to be installed in place. The Dredge will be at the Service Base in Fountain City, WI.
11. Q: Can any existing ancillary items internal to the VFD cabinets be reused if possible and/or practical (e.g.
internal blowers, air conditioning, heaters, breakers, disconnects, transformers, brake contactors, bus bars, wiring, terminal blocks, etc.), or should all items within the cabinets be replaced with new components?
A: Yes. Modifications may be required.
12. Q: Do VFD's require dynamic braking resistors (Swing Winches and other winches as well)? If so, are new dynamic braking resistors required, or can the existing braking resistors be utilized if possible?
A: Yes dynamic brake resistors are required. Yes, existing brake resistors can be utilized if possible.
13. Q: Do existing electric motors have blowers? If so, are new contactors required for the blower motors?
A: The two pump drives motors and cutter motor have blowers. New contactors are not required.
All other terms and conditions remain unchanged.
