SECTION 00 00 00 - PROCUREMENT AND CONTRACTING REQUIREMENTS

The following have been modified:

STATEMENT OF WORK

HOMME DAM

SPILLWAY JOINT SEALANT

REPAIRS

1.1 GENERAL

SCOPE OF WORK

The work shall consist of removing the current joint sealant, backer rod, and Turbo Seal, clean and prepare the joints, and properly install a polyurethane grout / expansive rope and a joint sealant. The contractor shall be aware that the joint repair work includes all expansion joints (EJ) and construction joints (CJ) extending a minimum of 2 feet upstream of the ogee crest to the end sill at the downstream end of the stilling basin at Homme Dam near Park River, ND. The Contractor shall be responsible for all equipment, materials, labor and other items and services required to accomplish the work.

1.2 GOVERNMENT RESPONSIBILITY

The Contractor shall give the Government two weeks’ notice prior to the start of on-site work. The Corps of Engineers will start drawing the Homme Dam pool down 3 feet below the top of the ogee crest. Drawdown will begin no earlier than 1 September 2020.

1.3 CONSTRUCTION SCHEDULE

Onsite work shall begin after approval of pre-construction submittals and conduct of the pre-construction meeting. Work shall be complete no later 1 November, but installation of sealant may not proceed if ambient temperatures are below manufacturer's recommendations for installation. Work may begin prior to 1 September, but the Corps of Engineers will not begin drawdown of the Homme Dam pool until 1 September, or after (dependant on contractor notification), so it is probable that the joints upstream of the ogee crest will be underwater or subject to wave action until drawdown has occurred. The Corps of Engineers will drawdown the pool by three feet, but an extreme rain event may cause overtopping of the ogee crest. For safety and construction purposes the Contractor must monitor weather conditions and forecasts at the site.

1.4 ACCESS

Access gates to the spillway are located on each side of the spillway approximately 70 feet down from the spillway crest. The contractor shall erect on one side temporary scaffolding with stairs from on top of the dam abutment wall down to the spillway. The concrete spillway surface, shall be cleaned to provide a safe walking surface. All debris, such as driftwood, shall be removed prior to joint preparation. The Government will supply a Flygt 3153 pump to dewater the stilling basin. The contractor shall supply a 30kw generator with a minimum capacity of 14 AMPS to operate the pump. The contractor shall fully dewater the stilling basin and sufficiently clean the exposed joints. The contractor shall inform the government a minimum of 5 day prior to starting the work within the stilling basin.

1.5 BID ITEMS

Bids will be evaluated based on the total of all the bid items. Submit the sealant applicators, including reference projects of similar scope and complexity, with current phone numbers and contact names for verification. Reference the “Specification for Joint Sealant Replacement” included in this solicitation for manufacturer and applicator qualification requirements.

1.6 PRE-CONSTRUCTION MEETING

After the contractor has been given notice to proceed, the contractor shall attend a preconstruction meeting with the COR at the U.S. Army Corps of Engineers Western Area office in Fargo, ND. The purpose of this meeting is to discuss construction schedule, safety, work hours, scope of work, and to review other contract requirements.

The contactor shall conduct an on-site meeting during the preparation and sealing of the first joints (prototype joints). The contractor shall coordinate and schedule the meeting such that the sealant manufacturer’s representative and the COR are in attendance. The sealant manufacturer’s representative shall submit a report including observations, compliance with Manufacturer’s installation instructions, and any supplemental instructions provided to the contactor.

1.7 DRAWINGS

Select as-built drawings of the dam spillway are included for reference. Location of the joints to be repaired are shown in Appendix A: Figure 1 and 2.

1.8 SUBMITTALS

Submittals shall be approved before any material is installed in the spillway joints.

1.9 SAFETY

All work shall be in conformance with the Corps of Engineers Safety and Health Requirements Manual EM 385-1-1 (latest edition). Copies of this manual will be furnished to the Contractor. The manual is available at the Corps of Engineers web site: http://www.usace.army.mil/publications/eng-manuals/

1.10 CLEAN-UP / RESTORATION

The contractor shall be responsible for clean-up of all work that is required in this contract. The contractor shall repair, at no expense to the Government, damage to the dam, and other existing facilities resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. Clean adjacent surfaces soiled by sealant installation. Pick up all old joint sealant, filler and debris from contractor’s operations and dispose of off-site properly.
