STATEMENT OF WORK / SPECIFICATIONS

GROUNDS MAINTENANCE SERVICES

(MOWING/TRIMMING & FALL/SPRING GROUNDS CLEANUP)

LEECH LAKE DAM RECREATION AREA

C-1. GENERAL.

C-1.1. Scope of Work. The work to be performed under this contract consists of furnishing all plant, materials, equipment, supplies, labor, supervision, and transportation and performing all work as required by the CLIN SCHEDULE of the contract, in strict accordance with this Scope of Work and attachments, all of which are made part hereof. All work materials and services not expressly called for in the scope of work or shown on the attachments but which are necessary for completion of the contract requirements shall be performed and furnished by the Contractor at no increase in cost to the Government.

C-1.2. Services. The Contractor shall furnish mowing, trimming, and grounds cleanup services for Leech Lake Recreation Area.

C-1.2.1. Mowing and Trimming Overview. The areas requiring mowing and trimming (service areas) are color coded on the site map (C-7.1, Attachment 1, Page 1) and each area has its own written requirements that are addressed in section C-3 of this Scope of Work (SOW). The service areas are defined as: Service Area One (1=Green) which is approximately 25 acres and Service Area Two (2=Yellow) which is approximately 10 acres. The total combined Service Areas (Area one – Green and Area two – Yellow) cover approximately 35 acres. The quoted price will be per each mowing for each area. Weather and moisture conditions will vary week to week. Frequencies and timing of mowing’s will fluctuate. It is expected that the contractor will utilize knowledge, skills, and abilities to plan work around weather forecasts and moisture conditions. For example morning dew or overnight rains could allow for trimming in the morning and mowing in the afternoon. Another example may be to target low areas first during favorable forecasts and focus on higher grounds during less favorable forecasts. More information regarding the mowing/trimming service requirements is provided later in this scope of work.

C-1.2.2. Grounds Cleanup Overview. The areas requiring cleanup services, also known as Fall and Spring Cleanup, are color coded on the site map (Attachment 1, Page 2) highlighted in red and green. The Total Service Area covers the same areas as mowed areas (approximately 35 acres). The Red Service area has a dense population of trees and may require a second “touch-up” cleanup in the Spring if and when directed by the Site Manager. The quoted price will include three contract line items: 1) Lump sum amount for the Fall cleanup (Red) Service Area;

2) Lump sum amount for the Spring cleanup (Green) Service Area; and 3) Lump Sum amount for touchup cleanup (Red Service Area) to be completed in the Spring, if required. The work for Fall clean-up (Red) shall be completed 21 October through 30 November and the work for Spring cleanup (Green) and touchup (Red) shall be completed 01 April through 30 April of each year. All requirements of the Spring cleanup service must be completed prior to 01 May of each year. Snow and moisture conditions vary from year to year sometimes causing conditions which make clean-up difficult even into May. It is expected that the contractor will utilize knowledge, skills, and abilities to plan work around weather forecasts and moisture conditions. As noted, the Red Service Area may require additional services in Spring. The Site Manager will notify the Contractor prior to 1 April of each year if Red touchup is required. Upon completion of all Spring (including touch-up) and Fall cleanup, but not later than 01 May for Spring cleanup and 1 December for Fall cleanup, the contractor shall schedule a grounds inspection meeting with the Site Manager. All cleanup requirements must be complete at the time of the grounds inspection meeting. Detailed requirements regarding the grounds cleanup services is provided in section C- 4 of this SOW.

C-1.4.3. Invoices. The contractor shall submit accurate and correct invoices to the Site Manager to initiate payments. Invoices shall match submitted work logs. However, the contractor must be aware prior to quoting that the area shown on Attachment 1, Page 3 (Fall 2016 Partial Grounds Cleanup Service Area Map) has been cleaned but ALL of the grounds cleanup requirements in section C-4 shall be completed prior to 01 May 2017.

C-1.7. Suspension of Work. The Contractor may be instructed to suspend all or a portion of work due to wet conditions, extended periods of dry weather, construction activities or safety hazards. During any period of work suspension the contractor will not be paid.

C-4. SPRING AND FALL GROUNDS CLEANUP SPECIFICATIONS

C-4.1. General. The service areas requiring cleanup have been mowed and trimmed in the past.

The contractor will easily determine areas that are maintained versus areas that are left un-mowed. Boundaries will be discussed during the orientation session as described in paragraph C-1.11. All work shall be conducted in a prudent manner to protect the grass, turf, trees, shrubs, and fixtures in the areas, and to insure the safety of all persons and property around the operation. All soft and damp areas that could be rutted by heavy equipment shall be serviced with light weight methods for cleanup.

C-4.2. Cleanup Specifications. Cleanup consists of removing all litter, fallen tree branches, and debris; and evenly removing 95% of leaves, pinecones, and needles from the work areas as defined in the attached Grounds Cleanup Service Area Site Map (Attachment 1, Page 2). All debris shall be removed from the work boundary.

C-4.2.1 Spring (Green) Cleanup. Cleanup litter, fallen tree branches and debris and evenly remove 95% of leaves, pinecones, and needles from the Green work area as defined in the attached Grounds Cleanup Service Area Site Map, Attachment 1, Page 2. (This does not apply to CLIN 0001. Reference C-1.6.3 and C-1.2.2 for CLIN 0001 requirements.) The contractor shall schedule a grounds inspection meeting required by section C-1.2.2 prior to 01 May and all requirements shall be complete prior to the meeting.

C-4.2.2 Spring (Red) Touchup. Winter conditions may exist which make a second touchup of the Red service area necessary in the Spring. If notified by the Site Manager, the contractor shall complete a Spring Touchup of the Red service area. This service shall require the contractor to clean up litter, fallen tree branches, debris, leaves, pinecones, and needles from the Red work area (Grounds Cleanup Service Area Site Map, Attachment 1, Page 2) which have fallen during the winter months. The contractor shall schedule a grounds inspection meeting required by section C-1.2.2 prior to 01 May and all requirements shall be complete prior to the meeting.

C-4.2.3 Fall Cleanup. Cleanup litter, fallen tree branches and debris and evenly remove 95% of leaves, pinecones, and needles from the Red work area as defined in the attached Grounds Cleanup Service Area Site Map, Attachment 1, Page 2. C-4.3. Disposal. The Corps of Engineers will not provide a disposal site for vegetative debris.

Litter may be disposed of in park garbage receptacles.

C-4.4. Work Time Limitations. Operations will be allowed 7-days per week during day-light hours during the contract performance period for Spring (01 April to 30 April) and Fall (21 October to 30 November). Deviation from this schedule is prohibited without prior approval from the Site Manager.

C-4.5. Work Extension. The contractor may request in writing a completion date extension if weather conditions prevented the completion by 01 May. Work extensions will require the contractor to provide a detailed work schedule and the contractor will be limited to times that they are allowed to work due to visitation by the visiting public. The request must document precipitation or snow cover as valid reasons for the extension. Cold air temperatures by themselves are not considered valid for an extension request.

C-4.6. Use of fire inside the park is prohibited.

C-5. CONTRACT PERFORMANCE

C-5.1. Acceptance of Work. In accordance with the inspection of services provisions of the contract, clause 52.212-4(a) Inspection/Acceptance, the Contractor shall provide services in a timely manner. The Government may require the Contractor, at no additional cost, to replace or correct work that fails to meet contract requirements.

When unacceptable performance occurs, the Contracting Officer will inform the Contractor.

This will normally be in writing unless circumstances necessitate verbal communication.

When the Contracting Officer determines formal written communication is required, a Contract Discrepancy Report (CDR) will be given to the contractor.

The contractor shall acknowledge receipt of the CDR in writing. The CDR will specify if the contractor is required to prepare a corrective action plan to document how the contractor shall correct the unacceptable performance and avoid a recurrence. The CDR will also state how long after receipt the contractor has to present this corrective action plan to the Contracting Officer.

The response statement shall identify causes for failure to perform, and identify ways to prevent future occurrences of the same performance failures. The Contracting Officer will assess the need for further action, based on past performance and written plan for future incident prevention.

Failure to perform required services in a timely manner may result in payment reduction. Any CDRs may become a part of the supporting documentation for contract payment deductions or other actions deemed necessary by the Contracting Officer.
