5.1.1 Integrated Pest Management: The Contractor shall incorporate IPM techniques into all pest control operations, in accordance with the Fort McCoy Integrated Pest Management Plan (Fort McCoy Regulation 200-3). IPM is a process for achieving long-term, environmentally sound pest suppression through the combined use of a wide variety of physical, mechanical, biological, cultural, and chemical practices. A central premise of IPM is that pest control treatment is performed only when pest presence is confirmed and preventative treatment is generally not conducted. When effective, the contractor should use non-chemical methods to eliminate, reduce, exclude, or repel pests, and to control or eliminate invasive species populations prior to implementing chemical control. When chemical control methods are deemed necessary, the contractor shall select and use the least toxic and least persistent, target-specific pesticide(s) and herbicides, applied at the lowest concentration that will effectively control the target pest or invasive species.
5.1.2 Pesticide Mixing: All pesticide formulations shall be mixed at the Pest Control facility or at the site of application.
5.1.3 Pesticide Spills: Pesticide spills shall be reported to the Fire Department (911), DPW Environmental Division (608-388-2160), and the GPOC and are cleaned up in accordance with current spill prevention and cleanup guidelines (Fort McCoy Regulation 420-28). The contractor shall carry an emergency spill kit at all times.
5.1.4 Certification Identification: The Contractor shall maintain a copy of their certification in their possession at all times while conducting pest control operations on Fort McCoy property. Only certified applicators are allowed to mix and spray pesticides on Fort McCoy property.

The Installation Integrated Pest Management Coordinator (IPM Coordinator) will submit these licenses / certifications to an Army Environmental Command (AEC) Pest Management Consultant (PMC) for validation and approval.
5.1.6 Contractor Work Plan (CWP). The Contractor shall develop and follow a detailed Contractor Work Plan (CWP). The CWP shall specify the schedule, technical approach, and resources required for the planning, execution, and completion of the performance objectives. The CWP shall address continuous monitoring, pest response and removal procedures, record keeping, warranties, and education and communication to Installation personnel to prevent the establishment of pests and disease vectors in and around specified buildings. The CWP shall include a list of pesticides proposed for use, including labels and Material Safety Data Sheets (MSDS), and comply with all applicable Army, State, and Federal regulations. Chemicals must be kept in labeled containers suitable for its contents per MSDS. MSDS will be kept onsite in a single binder in building 2220 (and a copy given to the GPOC and updated as necessary) for all chemicals used or stored on government property.
5.1.7 Coordination With The Directorate of Plans, Training, Mobilization and Security (DPTMS): The Contractor is required to coordinate weed management work occurring within military training areas and ranges with The Directorate of Plans, Training, Mobilization and Security (DPTMS) to avoid conflicts with military training activities. When Pest Management services require work within the training areas, the Contractor shall contact the DPTMS Radio Room prior to entering the training areas. Due to military training activities, not all areas may be accessible on a given day.
