Excavated material may be wasted on site in a location(s) identified by the Contracting Officer. Such material shall be spread and compacted to form a smooth compact surface. Prior to construction of the concrete caissons, granular fill shall be placed to the elevation and compacted thickness shown in the attachments to this scope of work. Granular fill shall meet material and gradation requirements for open graded base as specified in Section 310 Open Graded Base in the Wisconsin Department of Transportation (WDOT) 2013 publication Standard Specifications for Highway and Structure Construction. Prior to bringing material on site the Contractor shall provide documentation from the material supplier verifying that the material meets the specified requirements. Granular fill shall be compacted using hand operated tools or equipment. Compaction of granular fill shall be conducted in the presence of the Contracting Officer and shall be continued until no further consolidation of the granular fill is observed.

10. FOUNDATION PREPARATION FOR PLACEMENT OF GRANULAR FILL

Prior to placement of the granular fill that will serve as a base for the concrete slab, the existing ground surface shall be stripped of topsoil and the subgrade excavated to a depth that will allow the placement of the granular fill and overlying concrete slab to the dimensions shown in the attachments for this scope of work. Excavated soil not required for backfill shall be removed from the site and disposed of in accordance with all federal, state, and local regulations. The finished surface of the subgrade shall be proof-rolled prior to placement of the granular fill. Proof-rolling shall be completed in the presence of the Contracting Officer, unless waived. Proof-rolling shall be accomplished within the limits of the work by passing a loaded 25 ton dump truck or rubber tired heavy equipment over the entire subgrade at a slow rate of speed. Proof-rolling shall be observed by a qualified observer not riding in the vehicle. Isolated areas of soft cohesive soils shall be excavated and replaced with satisfactory fill of a texture similar to surrounding subgrade soil. Loose zones of non-saturated granular soil shall be compacted. The Contracting officer has the option to direct subgrade correction. Granular fill placed as a base for the concrete slab shall meet material and gradation requirements as specified for granular fill for the concrete caissons. Material shall be placed in lifts and compacted as specified in Section 3.10.3 Construction of the WDOT 2013 publication Standard Specifications for Highway and Structure Construction.
