The urgency of this fuel contract is due to the low fuel level of the dredge Goetz and its current location. The Dredge Goetz was working in pool 17. When the PR&C was created the scheduled next job was south of their location. Ingram Barge Companies portable refueling barge is located in Pool 16, north of the dredge location. Refueling needed to be accomplished prior to the dredge heading south. Due to the closure of the navigation channel in Pool 16 the Dredge Goetz has to conduct emergency dredging operations at Pool 16.
The Government would not be able to refuel the Dredge Goetz mid-stream, the Goetz may run out of fuel and its inability to accomplish its mission could impact the ability of barges to navigate the waterway.
None, urgency precluded taking any actions to increase competition.
Internet Search found no other sources in the Buffalo, IA area that can perform mid-stream refueling.
