Scales shall be of sufficient length to permit simultaneous weighing of all axle loads and shall be accurate to within 0.2 percent throughout the range of the scales. Prior to weighing any bulk materials the scale's accuracy shall conform to the applicable requirements of NIST HB 44 and shall be certified by an acceptable scales
SECTION 01 22 00.00 13 Page 3 W912ES-11B-0008 servicing company representative or by an inspector of the State Inspection Bureau charged with scales inspection within the state in which the project is located. The scales shall be capable of printing a weight ticket including time, date, truck number, and weight. If commercial scales are readily available in close proximity of site of work, documentation shall be submitted certifying that the scales meet the requirements of the specification. The Contracting Officer may elect to accept certified weight certificates furnished by a public weighmaster in lieu of scale weights at the jobsite. Scales will be checked and certified before hauling bulk materials and after each 50,000 tons increment of bulk materials weighed under this contract. As a minimum, each ticket shall contain the following information:
(1) Date and time.
(2) Vehicle number.
(3) Gross weight.
(4) Vehicle tare weight.
(5) Net weight.
(6) Job total for material weighed.
(7) Signature of weighmaster.
(8) Signature of Contractor's receiver.
Bulk materials stockpiled on the worksite will not be required to be re-weighed prior to placement.
1.5.1 Determination of Excess Bulk Materials
All bulk materials outside the limits and tolerances of the cross sections will be deducted from the quantity of new bulk materials for which payment is to be made. Weight of excess bulk materials will be determined from the cross sections obtained by the method provided for in paragraph Final Surveys below, on the basis that the cubic feet of volume (including voids) for each type of bulk materials, as listed in the Table in paragraph FACTORS USED FOR CONVERTING IN PLACE VOLUME TO WEIGHT of Section 35 31 19.00 13 SLOPE PROTECTION, is equal to one ton or 2,000 pounds for the bulk specific gravity and percentage of voids shown. If the bulk specific gravity of the stone furnished or the percentage of voids is other than as listed below, the cubic feet of volume equaling 2,000 pounds shall be recomputed as described in paragraph REVISION OF BID SCHEDULE QUANTITIES of Section 35 31 19.00 13 SLOPE PROTECTION. Should any excess bulk materials be disclosed above the tolerance line as defined in paragraph CONSTRUCTION TOLERANCES of Section 35 31 19.00 13 SLOPE PROTECTION, its volume will be computed by the average end area method, based upon the cross section in the following manner. The average end area of excess bulk materials above the tolerance line for two (2) successive cross sections, multiplied by the distance between the cross sections will be accepted as the volume. The Contractor will not be required to remove such excess bulk materials and deductions for the weights thereof will be made from contract payments for new stone. In addition to the above, bulk materials, which has been delivered to the site and has been lost or wasted or otherwise not properly incorporated into the final required work, shall be deducted from the quantity for which payment is to be made.
1.5.2 Final Surveys
Survey work and measurements required for determination of excess volume computations for bulk materials shall be performed in the presence of the Contracting Officer. Notify the Contracting Officer not less than 3 days in advance of each survey. In the event of unavailability of the
SECTION 01 22 00.00 13 Page 4 W912ES-11B-0008
Contracting Officer, perform the survey and certify to the Contracting Officer that it complies with the specifications. Cross section surveys shall be taken perpendicular to the axis of the structures. Elevations and soundings shall be taken on lines 50 feet apart measuring along the structure reference line, with the readings at 5-foot intervals and at breaks in the grade along the line. Other survey intervals and readings may be used if deemed appropriate or advisable by the Contracting Officer.
Additional cross sections, elevations, and soundings may be taken if determined necessary by the Contracting Officer. Determination of quantities will be made by the Government's on-site representative and having once been made, will not reopen, except on evidence of collusion, fraud or obvious error. Prior to performing any work under this Section, coordinate all operations with the Contracting Officer so that excess volume surveys will be made at the appropriate time. Bulk materials quantity computations shall be based entirely upon weights of new bulk materials as determined from carrier displacement or certified scale weight tickets. Existing bulk materials placed in lieu of new bulk materials from off-site sources is excluded from measurement and payment.
1.6 MEASUREMENT UNITS
When materials are measured in units other than the measurement units specified as the basis of payment, the measured quantities shall be converted to the specified unit of measure. Factors for conversions from one basis or unit of measurement to another shall be approved by the Contracting Officer.
1.7 UNIT PRICE PAYMENT ITEMS
Payment items for the work of this contract are listed in the BIDDING SCHEDULE and described below. The payment items provided for on the bidding schedule embody the majority of the work; but the work descriptions provided below do not specifically discuss all incidental work required to complete the contract work.
The unit price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.
