1.4 General Requirements.

A. Project Start and Completion Dates and Hours of Work. All work shall be initiated after September 15 2010. All work, including site clean-up, shall be completed by 15 October 2010.

B. Work Restrictions and Coordination with Others.

i. Work Restrictions. The campground area will remain open during the work period. For public safety purposes, in coordination with the Facility Manager, the Contractor can close portions of the recreation area to public access during working operations. The Contractor shall furnish all barricades and signage necessary to safely close the areas to public access. The Contractor shall conduct operations so as to minimize the closure of the areas and to cause the least possible interference with normal operations of the activity. Work shall be performed only during the hours of 9 AM to 5 PM. Any variance should be coordinated with the Facility Manager.

ii. Coordination with Others.

a. The Facility Manager is Ray Nelson. His office is located in the main office building at the Crosslake Recreation Area. His office phone number is 218-692- 2025.

b. There may be campers on some sites during work period.

If so, the Contractor shall make reasonable efforts to coordinate work efforts with the Facility Manager to avoid conflicts and interference. If conflicts occur that cannot be reasonably resolved, the Contractor

10-T-0068_CampsiteRehabCrosslake 12 shall immediately notify the Contracting Officer about the situation.

C. Site Visit. Contractors are encouraged to visit the site prior to bidding. Contact Ray Nelson (Ph: 218-692-2025) at Crosslake Recreation Area to schedule a site visit.

1.5 Specific Requirements.

A. Materials: Aggregate shall be Class 5 in accordance with Mn/DOT 3138. The placement of aggregate shall be in accordance with Mn/DOT 2211.

B. Campsite Work: The Contractor shall rehabilitate the campsites identified in Attachment 2. There are picnic tables and fire rings located at each campsite which will need to be moved by the Contractor prior to the rehab of the site. The Contractor shall reinstalled the picnic tables and fire rings after completion of the work. Seventy-four (74) campsites have electrical pedestals; the Contractor shall take care in avoiding damage to the electric pedestals and shall be responsible for repairing/replacing pedestals that are damaged during the execution of this work. Attachment 3 defines typical campsite geometric criteria that are desired for campsites. To rehabilitate the sites, it will be necessary for the Contractor to bring in new Class 5 aggregate to supplement the existing materials. Site rehabilitation shall consist of: 1) add aggregate fill to extensive low spots prior to blade work; 2) new aggregate shall be mixed/blended into the existing aggregate as much as possible prior to grading and compacting the final surfaces; 3) grade sites to remove depressions and to correct sheet erosion problems; and 4) expand specific individual sites as staked by the Facility Manager.

C. Road Shoulder Work: The Contractor shall place Class 5 aggregate on the shoulders of the paved roads within the campgrounds as necessary to raise the shoulder to a level grade with existing pavement surface. The shoulders shall have a minimum width of two feet. Road ditches shall be cleaned/pulled/reshaped as necessary to facilitate water runoff and ditch drainage. There is approximately 7,800 lineal feet of roadway in the park.

1.6 Measurement and Payment. The work entailed for each of the Bid Items involves various work efforts and materials; the Bid Items will be paid by unit price for the stated quantity of materials. The unit price for each item shall include all ancillary costs such as surface preparation/reconditioning and shall include providing plant, equipment, tools, supplies, labor, supervision, incidental materials, quality control, environmental protection, meeting safety requirements, bonds and overhead costs, and for performing all work required for which separate payment is not otherwise provided.

Compensation for all work shown, specified, or essential to completion

10-T-0068_CampsiteRehabCrosslake 13 of the project shall be included in the bid items. The payment provided for in the contract includes compensation for all risk, loss, damage, and expense arising out of the nature of the work or its prosecution, subject to conditions of the contract. Payment for each contract line item will constitute full compensation for furnishing the materials and constructing the work complete in place as specified.

A. Measurement by Weight: Aggregate materials shall be paid for by weight and shall be measured by weighing each truck load on an approved scale. Material shall be weighted on accurate, approved scales furnished or made available of the Contractor. Scales shall be of sufficient length to permit simultaneous weighing of all axle loads and shall be sensitive to a change in load of 0.2 percent throughout the range of the scale. The scale's accuracy shall conform to the applicable requirements of NIST HB 44 and shall be certified by a scale servicing company or by an inspector of the State Inspection Bureau. Each load shall be accompanied by a delivery ticket certified by the weighmaster. Delivery tickets shall be collected by the Contractor, and copies thereof shall be furnished to the Contracting Officer. As a minimum, each ticket shall contain the following information:

(1) Date and time.

(2) Vehicle number.

(3) Gross weight.

(4) Vehicle tare weight.

(5) Net weight.

(6) Job total for material weighed.

(7) Signature of weighmaster.

(8) Signature of Contractor's receiver.

B. Payment: Bid Item 0001 – “Campsite and Road Shoulder Work” and Bid Item 0002 – “Additional Work to Improve Campsites and Road Shoulders” will each be paid for by ton (2000 lbs) of aggregate placed.

Bid Item 0001 shall include all costs for rehabilitating the campsites and roadway shoulders. Work effort includes prepping the sites and shoulders, reshaping the sites and shoulders, placing new aggregate as needed, grading and compaction, reinstalling moved items, site clean-up, etc. For purposes of computing the anticipated quantity of aggregate that will be placed, the quantity was computed on the assumption of 2-inches of new aggregate over the total hardened areas in the campsites and on the shoulders. It is noted that this does not imply that 2-inches of new aggregate shall be placed consistently over the hardened areas, as some hardened areas will just need to be reshaped, graded, and compacted. Some sites may require lesser amounts of new aggregate and some sites may require more. It can be assumed by the Contractor that the total quantity of material stated in the Bid Schedule for this item will be placed, and that each of the sites will require some amount of rehabilitation work regardless of the amount of new aggregate placed.

10-T-0068_CampsiteRehabCrosslake 14

Bid Item 0002 is an optional bid item that may or may not be awarded by the Contracting Officer. The purpose of this bid item is to provide an additional amount of aggregate if the Contracting Officer deems it to be in the Government’s interest to have additional aggregate placed in the campsites or on the roadway shoulders. For example, after the work in Bid Item 0001 is performed, it may be decided by the Government to further enlarge certain campsites, or to thicken the hardened areas in certain campsites, or to widen certain shoulders, etc. If so, Bid Item 0002 will be awarded. The anticipated work effort includes placing new aggregate at various campsites and/or shoulder areas as directed by the Contracting Officer, grading and compaction of the new aggregate, and final clean-up of all work areas.

1.7 Safety Plan. The Contractor shall submit a safety plan for performing the work. Safety plan shall be in conformance with the Safety and Health Requirements Manual, US Army Corps of Engineers EM 385-1-1 (latest edition). The manual shall be provided by the Corps.

The safety plan shall be reviewed by the Corps and discussed at the initial pre-work meeting to be held at the Crosslake site. The “Safety Plan” shall be approved prior to start of work. The web site for the latest edition (2008) of the “Safety and Health Requirements Manual”, USACE EM 385-1-1 is http://www.usace.army.mil/CESO/Pages/EM385-1-1.aspx.

“Commercial and Government Entity (CAGE) code” means--
