Eight (8) pedestal hookup boxes shall be installed at the campsites and anchored according to the manufacturer’s installation instructions. Locations shall be confirmed with the POC prior to beginning work.
8. PREPARATION OF GROUND SURFACE FOR TURF ESTABLISHMENT Prior to placement of topsoil, grading and tilling, the work area shall be cleared of stones larger than 1 inch in diameter, roots, cable, wire, and other materials that could restrict growth or may hinder the work of subsequent maintenance.
8.1 Placing topsoil. Topsoil shall be placed and spread in four areas to provide a bed at least 6 inches in depth. The areas shall be sloped to ensure proper drainage. Surface irregularities resulting from topsoiling shall be leveled to prevent depressions.
8.2 Seedbed preparation. After the areas required to be seeded have been brought to grade, the soil shall be tilled with machinery to ensure proper dispersion of the topsoil to eliminate clumping of the soil and create a smooth surface.
8.3 Leveling. Surface irregularities resulting from tillage or other operations shall be leveled before seeding. The area shall be graded to a smooth surface and sloped properly to ensure proper drainage with a final elevation at or above 630.5’ msl. The Park Manager shall inspect the areas prior to hydro-seeding.
8.4. Seeding. Seeding shall be accomplished by hydro-seeding consisting of a mix of wood and paper mulch, fertilizer, tack and water. The seed mixture shall be distributed uniformly over the designated area at a rate of 250 pounds per acre. Seeding shall be completed between September 8th and 15th.
8.5 Seed. The grass seed mixtures to be used shall be as follows:
Common Name
Mixture % by Weight
Ken Blue Grass

Salem Creeping Red Fescue
Vail Fine Leafed Perennial Rye
Affinity Fine Leaf Perennial Rye
Germination 90% or better and purity of 98% or better.
8.6 Fertilizer. Fertilizer shall be a start-up blend composed of 15% nitrogen, 35% phosphorous and 14% potash, or similar, suitable for establishment of turf and applied at the manufacturer's recommended rate. Fertilizer shall be mixed in the hydro-seeding at 25 lbs/12,000 sq’.
8.7. Mulch. Mulch shall consist of 70% wood fiber and 30% paper and a tacking agent.
9. WATERING. All areas shall be watered five (5) times within 10 days after the initial hydro-seeding application regardless of local precipitation. Water shall be applied at a rate sufficient enough to penetrate the seedbed to a minimum depth of 4 inches. Water shall be delivered through a system that will insure even distribution, such as by truck sprayer similar to type used for hydro-seeding. Watering shall be done in a manner that will prevent erosion, run-off, puddling or damage to the surface. Water may be pumped from the river but the potable park water system may not be used.
10. TREE INSTALLATION All trees shall be protected during delivery to prevent damage to root balls and/or desiccation of roots and leaves.
10.1. All trees shall be identified with durable, waterproof labels printed with weather-resistant ink. These labels shall remain on the plants after planting for easy identification.
10.2. Tree pits shall be dug two – three feet larger than the root ball diameter and back-filled with black dirt/top-soil and mixed 50/50 with the existing material. The top-soil shall be free from roots, stones and other materials that may hinder the growth of the plant including any toxic substances.
10.3. The trees shall be wrapped with a trunk wrapping material. The wrap shall be two thicknesses of crinkled paper cemented together with a layer of bituminous material. Wrapping material shall be a minimum of four inches in width and waterproof tape shall be used to bind wrapping to the tree.
10.4. Mulch shall be a good quality hardwood material free of weeds and put down around all tree and shrub plantings in a ring 4 feet in diameter to a depth of 3 inches.

10.6. Within 24 hours of the completion of planting and mulching operations, the trees shall be given a thorough watering, fully saturating the entirety of the planting hole.
10.7. Final inspection will be held when work is complete. The contractor shall furnish a receipt from the nursery where the trees were purchased. The contractor shall guarantee trees for one full year from date of final acceptance; trees shall be alive in good health with flourishing growth at the end of the guarantee period. Any trees that are dead or not showing satisfactory growth shall be replaced as soon as conditions permit. After one year, dead or unsatisfactory trees shall be removed and replaced at the contractor’s expense and the new trees shall be guaranteed for one year. If replacements are required at the end of the second year, they will be planted at the contractor’s expense without further guarantee.
11. EVIRONMENTAL PROTECTION – The environmental resources within the project boundaries shall be protected during the entire period of this contract. Any damage to environmental features or appurtenant structures shall be repaired at no cost to the government. All areas including roads shall be returned to pre-construction conditions prior to leaving the worksite.
12. SAFETY - All work shall be performed in accordance with the Corps of Engineers Safety Manual EM 385-1-1, which will be provided by the Government. The contractor shall plan work so as to minimize interruption of normal traffic flow in the park, erect temporary work signing to alert the public and utilize flagger personnel if necessary. Campsites 40-65 shall remain open during the construction period.
13. PAYMENT - Payment of 80% of the total bill shall be made upon satisfactory completion of the work. The remainder of 20% shall be paid 3 weeks after satisfactory growth has been established.
