The Contractor shall demonstrate that all instruments and alarms are operating properly.

Crane Tests and Maneuvers

As a minimum, the following Crane Tests and Maneuvers must be performed:

• Unloaded Operation

• Rigging Radius Maneuver

• Main Hoist Proof Load Test

• Booming Maneuver

• Auxiliary Hoist Proof Load Test

Unloaded Operation:

Demonstrate the operation of the crane raising the boom from a boom rest. Raise and lower the boom, and verify the full limits of boom travel with no load on the hook.

Rotate the crane and hoist and lower the load blocks.

Verify that the free swing mode works.

Verify that the crane operates on its own power, and the slewing, booming and hoisting drives operate independently. Verify that the crane is capable to slew, boom and hoist at the same time.

Verify that both main and auxiliary drums can be lowered in a free-fall mode.

Demonstrate all safety devices (i.e. anti two-block and boom kick-out).

Verify sufficient main hoist spooling to 25 feet below ground elevation with the boom point at the highest elevation.

Five (5) wraps of wire rope shall remain in the drums.

Rigging Radius:

This is the verification of proper calibration of the radius indicator, which shall be conducted with the boom on centerline forward, and the crane on level ground. Marks shall be made on the ground at 50 feet, 75 feet and 100 feet from the crane’s center of rotation.

The crane operator shall boom out or in until the radius indicator in the cab reads the radius marked on the ground with the main load block freely suspended near the ground.

The radius indicator shall be adjusted to the mark on the ground if required.

Main Hoist Proof Load Test:

Verify that the main hoist has a duplex hook block rated at 100 US tons working load.

The main hoist proof load test shall be a fair weather demonstration of adequate crane strength.

Test the crane main hoist to a proof load 10% in excess of the SWL (Safe Working Load) at 65' radius reach.

Measure the main hoist speed with the load suspended.

Demonstrate power down capability.

Raise and lower the test load, and smoothly stop and start hoist movement at least two times to demonstrate satisfactory operation of the hoisting system.

Booming Maneuver:

With the proof load on centerline, the operator shall boom in to the maximum permissible boom angle, (minimum radius).

During this maneuver, the operator shall smoothly stop and hold the load at least two times.

Auxiliary Hoist Proof Load Test:

Verify that the auxiliary hoist has a standard swivel hook with 20 US tons working load capacity.

Test the crane auxiliary hoist to a proof load 25% in excess of the SWL at all radiuses.

Measure and record the auxiliary hoist speed with the proof load suspended.

Demonstrate power down capability.

Raise and lower the test load, and smoothly stop and start hoist movement at least two times to demonstrate satisfactory operation of the hoisting system.

NOTE: LOADS FOR TESTS CONDUCTED IN ACCORDANCE WITH SECTION E05 SHALL BE

CALIBRATED TO THE SATISFACTION OF THE CRANE CONTRACTOR AND THE GOVERNMENT

REPRESENTATIVE, AND WILL BE PROVIDED BY THE GOVERNMENT.

When all work and testing has been satisfactorily completed the Contractor and the Government Representative(s) shall make a complete physical inspection and inventory of the crane, against all Contract requirements.

A "punch list" of deficiencies (if any), will be developed and presented to the Contractor for corrective action.

E06 LOAD TESTING PER CORPS SAFETY MANUAL (OPTIONAL ITEM)

Corps of Engineers regulations require that a crane be load tested before being put in service. The requirements are defined in Section 16F of the U. S. Army Corps of Engineers Safety and Health Manual, Publication EM 385-1-1.

An electronic copy of the publication can be found at http://www.usace.army.mil/CESO/Pages/EM385-1- 1,2008NEW!.aspx. The requirement may be more restrictive than commercial practice for new crane setups. For example, more tests are required by Section 16F than by Paragraph E05 above, and a written test report is required by Section 16F, but not by E05. Contractors have the option of bidding or not bidding on performance of load testing per 385-1-1 without prejudice to their evaluation of responsiveness to the solicitation. If load testing is proposed under this paragraph it shall be performed in accordance with the requirements of Section 16F of the U. S.

Army Corps of Engineers Safety and Health Manual, Publication EM 385-1-1. Supply of calibrated weights shall be the responsibility of the contractor if load testing per EM 385-1-1 is performed by the contractor. Load testing performed by the contractor under this paragraph will eliminate the need to perform main hoist and auxiliary proof load tests that would otherwise be performed under paragraph E05 above.

E07 FINAL INSPECTION

All corrective action necessary to eliminate the "punch list" shall be completed by the Contractor.

Prior to any re-inspection, the crane and all its equipment shall be thoroughly cleaned and all painting and finishes put in first class condition, as specified by the Scope of Work (para. C405) of this Solicitation. Final inspection shall consist of verifying correction of “punch list” items, if any; review of the optional signed paint warranty for compliance with the Scope of Work, Paragraph C405, if supplied; review of crane documentation for compliance with the Scope of Work, Paragraphs C221 through C227; review of wire rope certification for compliance with the Scope of Work, Paragraph C105; review of load test report per EM 385-1-1 if required by the contract; and conducting an inventory of supplied spare parts and tools, if any, required by the contract.

E08 FINAL ACCEPTANCE

Final Acceptance will be made upon delivery of the Crane "Ready for Service".

"Ready for Service" is defined as clean inside and out; all trash, dunnage, lashings, and delivery related material disposed of; loose items of outfit in place; all electrical and mechanical systems operational; equipment properly adjusted; instruments and electronics calibrated or aligned, hydraulic and coolant tanks filled, and paint damaged during transportation touched up.

E09 COMMERCIAL WARRANTY OF SUPPLIES

The Contractor shall assign, in writing, all commercial warranties for equipment provided under this Contract to the Government.

THE EFFECTIVE DATE OF ALL COMMERCIAL WARRANTIES SHALL BE THE DATE OF FINAL

ACCEPTANCE.
