About this file
This document is a Solicitation Amendment for a Request for Quote (RFQ) issued by the U.S. Army Corps of Engineers Memphis District for a Rough Terrain Crane. The amendment changes the NAICS code from 333923 to 333120 and provides key details for potential offerors. The procurement is a competitive small business set-aside with quotes due by 6/9/2025 at 10 a.m. CT. Offerors must be registered in the System for Award Management (SAM) and submit a one-page narrative demonstrating capability to provide the specified service, along with a project delivery schedule certifying completion by June 18, 2026.
The solicitation outlines a three-factor evaluation process: (1) Technical Acceptability, assessing the offeror's capability to provide the service as specified; (2) Satisfactory Past Performance, reviewing documentation of previous similar contracts; and (3) Price Reasonableness. Offerors must submit technical questions by 5/21/2025 at 2 p.m. CT via email to the Contract Specialist, Tommye Sepulveda. A critical requirement is that offerors must enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding, with offers lacking this score deemed non-responsive and ineligible for award.

- In accordance with the procedures in FAR 13.106 F. EVALUATION AND BASIS OF AWARD Soliciting competition, evaluation of quotations or offers, award and documentation. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government based on the best value of the items offered to meet the Government's need, price, and past performance. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. All quotes submitted will be evaluated for (1) Technical Acceptability, (2) Satisfactory Past Performance & (3) Price. The following factors shall be used to evaluate offers to determine the best value to the Government:
1). Technical Acceptability- is defined as the capability to provide the service as specified in this solicitation and the attached Performance Work Statement (PWS), and the ability to meet or exceed the specified delivery schedule.
To be determined Technically Acceptable Offerors Shall Submit the following with their quote package:
A one-page narrative documenting their capability to provide the service specified in accordance with the Performance Work Statement. The offeror shall include a description of means of accomplishment demonstrating the Offeror has a clear and complete understanding of the solicitation requirements, or any other documentation necessary for the government to make a determination of technical acceptability of the items quoted. Failure to submit a one-page narrative does not render an offeror ineligible for award.
Also, Offerors Shall Submit, with their quote a project delivery schedule/date and certify with their quote that they are capable of completing delivery on or before June 18, 2026.
2). Satisfactory Past Performance- A review of past performance will be conducted on this requirement.
To demonstrate past performance the offeror shall provide documentation of satisfactory performance on past or current contracts of a similar type, size, scope and complexity, as well as provide references, including names and contact information of references who can verify their past performance. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS) using all CAGE/Unique Entity Identifier numbers identified in the offeror's proposal, and any other known sources not provided by the offeror.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
3). Price - Price Reasonableness will be determined by competitive quotes or offers. The Government may reject any proposal that is determined to be Not Fair and Reasonable, unrealistically high or low in price when compared to Government estimates, or are unbalanced, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the requirements.
An award will be made to the Offeror whose quotation represents the best value to the Government when the above listed evaluation factors are considered.
